Previously, mass cultural and artistic activities such as festivals, competitions, performances, and mobile propaganda programs were invested in by Dien Ban Center for Culture, Information, Sports and Tourism, but they did not include much propaganda content about digital transformation, causing a lot of waste of money. However, recently, the center has changed direction, introducing digital transformation content through cultural and artistic activities...

People-centered

With the development of various forms of modern entertainment technology, cultural and artistic activities with integrated outdoor mobile propaganda are currently facing many difficulties. Therefore, when organizing cultural and artistic programs at the grassroots level, the first issue that needs to be concerned with is the participation of the people as actors on stage. This is a key factor to evaluate the success of the artistic program, which aims to both develop the mass cultural and artistic movement and propagate political tasks, including the content of digital transformation.

In order to maintain and develop strongly the forms of mass cultural and artistic performances from the Town to the grassroots, and at the same time integrate propaganda to implement digital transformation, every year, the Town's Center for Culture, Information and Communications issues a plan to organize mass cultural and artistic activities for many participants.

All activities require thematic content to integrate propaganda about digital transformation implementation at localities, units, people, and businesses such as: using online public services, cashless payments, registering for electronic identification accounts, online shopping, etc.

The types of mass art activities organized include: Mass art festivals of communes building new rural areas - building civilized urban wards; "Fairy Age" melody festival; Entrepreneurs' singing festival; Children's cultural festival; Mass art program to welcome the new spring; Folk dance exchange performance - dance for clubs...

Organizing these festivals, competitions, contests, performances, and festivals aims to create "playgrounds" for each group of people, in which they vividly combine cultural, literary, and artistic forms that suit the interests and psychology of each gender and age, putting them in a central role, becoming insiders, directly participating in the playground, no longer being passive recipients, outsiders. From there, the integration of propaganda on digital transformation content and information transfer to the people is more effective.

Strongly develop the club model

Dien Ban Town Culture, Information and Communication Center develops models of activities serving digital transformation propaganda, establishing many mass cultural and artistic clubs under the center such as: Youth Rhythm - Yoga Club, Sunflower Dance - Folk Dance Club, Children's Talent Club, Children's Fine Arts Club, attracting many members to participate.

Currently, the Town's Center for Culture, Sports and Information Technology has 9 affiliated cultural and artistic clubs with nearly 300 members participating in regular activities, with diverse and rich content, connecting the community and spreading positivity to many groups and individuals who love and participate in mass cultural activities and promote digital transformation in the locality.

In fact, the clubs have maintained their activities very well and through regular cultural exchange programs in the clubs, they have integrated propaganda on appropriate digital transformation implementation. The resources for activities are mainly from members' contributions and mobilization, so the mass cultural clubs have focused on the quality of content, proactively purchasing costumes, props, musical instruments, etc. to serve practice and performance.

In particular, Dien Ban has promoted the socialization of organizing mass cultural and artistic activities in enterprises with the contents of implementing digital transformation to create benefits for enterprises; focusing on nurturing and training local artistic cores; encouraging creativity, passion for research, collection, preservation, and development of cultural heritages; collecting, restoring, preserving and promoting folk cultural forms, folk songs, traditional folk dances, etc.

From there, create performances, skits, scripts, programs... with realistic, concise, and suitable content to serve propaganda performances, improve the quality of performances and programs in the community, and aim for the values of truth - goodness - beauty...

Dien Ban Town will replicate the model of mass cultural and artistic clubs in many localities, with each club having 10-30 members of all ages and social backgrounds, including those who are passionate about arts, knowledgeable about art forms and local cultural identity as the core to foster knowledge and serve propaganda performances.

Every year, the mass cultural and artistic clubs in the town organize 200-300 activities and performances. Thereby, a strong cultural and artistic movement is created throughout the town, spreading knowledge about digital transformation through the method of "popular digital education".
