In a statement, UN Secretary-General António Guterres' spokesman, Stephane Dujarric, said the organisation "has taken the difficult decision to reduce its presence in Gaza", despite "dramatically increasing humanitarian needs".

Dujarric asserted that, according to information the UN had, an attack on the UN headquarters in Deir al Balah on March 19 was "caused by Israeli tanks", which killed one UN staff member and injured six others.
However, Israel immediately denied this accusation. The Israeli Foreign Ministry also criticized the UN statement, saying it was "baseless slander".
However, Mr. Dujarric stressed: "The location of this UN facility was well known to the warring parties. All parties have an obligation under international law to protect the inviolability of UN premises. The UN Secretary-General strongly condemns this attack and calls for a full, independent and thorough investigation."
On the same day the UN released its report, the IDF announced that it had killed Ismail Barhoum, a senior member of the Hamas Political Bureau, while he was operating at Nasser Hospital in Khan Younis, Gaza.
“Barhoum held meetings with other terrorist leaders in the hospital where he had been staying for weeks,” IDF spokesman Nadav Shoshani said. Pro-Hamas media, including Al Jazeera, reported that Barhoum was receiving medical treatment when he was attacked.
