What is the passport fee from January 1, 2024?

The Minister of Finance issued Circular 63/2023/TT-BTC dated October 16, 2023 amending and supplementing a number of articles of Circulars regulating fees and charges to encourage the use of online public services.

How much is the passport fee from 01/01/2024?

Accordingly, the passport issuance fee (including electronic chip passports and non-electronic chip passports) from January 1, 2024 will be collected as follows:

- For direct form:

Will be implemented according to the collection level of points 1, Section I, Fee and Charge Table issued with Circular 25/2021/TT-BTC

+ New level: 200,000 VND/time.

+ Re-issue due to damage or loss: 400,000 VND/time.

+ Issuing a certificate of human resource: 100,000 VND/time.

- For online form:

In case Vietnamese citizens submit passport application online:

- From January 1, 2024 to December 31, 2025, the fee collection rate shall be 90% (ninety percent) of the fee collection rate specified in Point 1, Section I of the Fee and Charge Collection Rate Schedule issued with Circular 25/2021/TT-BTC.

- From January 1, 2026 onwards, the fee collection rate specified in Point 1, Section I of the Fee and Charge Collection Rate Schedule issued with Circular 25/2021/TT-BTC shall apply.

(Clause 3, Article 4, Circular 25/2021/TT-BTC, supplemented in Circular 63/2023/TT-BTC)

Regulations on issuing ordinary passports domestically in 2024

Specifically, Article 15 of the 2019 Law on Exit and Entry of Vietnamese Citizens (amended in 2023) stipulates the issuance of ordinary passports domestically as follows:

(1) The person applying for a passport submits a fully filled-in application form, 02 portrait photos and relevant documents as prescribed in (2); presents a valid ID card, Citizen Identification Card or passport.

(2) Documents related to the issuance of ordinary passports domestically include:

- The most recently issued ordinary passport that is still valid for those who have been issued a passport; in case a valid passport is lost, it must be accompanied by a report of loss or a notice of receipt of the application by the competent authority specified in Point a, Clause 2, Article 28 of the Law on Exit and Entry of Vietnamese Citizens 2019;

- A copy of the Birth Certificate or birth extract for persons under 14 years of age who have not been issued a personal identification number; in case there is no copy of the Birth Certificate or birth extract, submit a photocopy and present the original for inspection and comparison;

- A copy of the document issued by a competent authority of Vietnam proving the legal representative of a person lacking civil act capacity, a person with difficulty in cognition and behavior control according to the provisions of the Civil Code, or a person under 14 years of age; in case there is no copy, submit a photocopy and present the original for inspection and comparison.

(3) The application for a first passport must be made at the Immigration Department of the Provincial Police where the person resides permanently or temporarily; in case of having a Citizen Identification Card, it must be made at the Immigration Department of the Provincial Police where it is convenient.

(4) A person applying for a passport for the first time in one of the following cases may choose to apply at the Immigration Department of the Ministry of Public Security:

- Have a letter of introduction or request from the hospital to go abroad for medical examination and treatment;

- There is a basis to determine that relatives abroad have had an accident, are sick, or died;

- There is a written request from the direct management agency for cadres, civil servants, public employees, officers, non-commissioned officers, professional soldiers, workers, civil servants in the armed forces, and people working in key organizations;

- For other humanitarian or urgent reasons as decided by the head of the Immigration Department of the Ministry of Public Security.

(5) Requests for a second passport issuance must be made at the Immigration Department of the Provincial Police where it is convenient or at the Immigration Department of the Ministry of Public Security.

(6) The person assigned the task is responsible for receiving the declaration, portrait, and related documents; checking and comparing with information in the National Database on exit and entry of Vietnamese citizens; taking photos and collecting fingerprints of the person applying for a passport with an electronic chip for the first time; and issuing an appointment letter for returning the results.

(7) Within 08 working days from the date of receipt, the Immigration Department of the Provincial Police shall return the result to the applicant. Within 05 working days from the date of receipt, the Immigration Department of the Ministry of Public Security shall return the result to the applicant.

For the case specified in (4), the processing time shall not exceed 03 working days from the date of receipt. In case the passport has not been issued, the Immigration Department shall respond in writing, stating the reasons.

(8) Passport applicants who request to receive results at a location other than the agency specified in (7) must pay the delivery service fee.

(9) The application for an ordinary passport is made at the headquarters of the Immigration Department or in the electronic environment at the national public service portal or the public service portal of the Ministry of Public Security.
