From March 28 to March 1 (February 1 and 2 of the year At Ty), Ngoc Quan commune, Doan Hung district held the Ngoc Tan communal house festival - a traditional cultural festival associated with the founding of the village of the Cao Lan ethnic group.

Ngoc Tan communal house, Ngoc Quan commune was built in 1803 under the reign of King Gia Long in the second year and was ranked as a provincial historical and cultural relic in 1994. The communal house worships the Three Great Kings of the 18th Hung King era who helped King Hung defeat the enemy and protect the country and were honored by the people of Ngoc Tan village as the village's tutelary gods: Cao Son, Cao Dao and Cao Dai. Currently, the communal house still preserves many valuable artifacts, including a genealogy book in Chinese characters and four royal decrees from the Nguyen Dynasty.
The government and people of Ngoc Quan commune offered incense, gifts and reported their achievements to the Three Great Kings.

The festival is organized with exciting cultural and artistic activities, physical education and sports such as: Sinh ca singing, Veo ca singing, bird dance, swing, tug of war, crossbow shooting, cockfighting... Thereby, expressing the love of life, love of work and the unique cultural identity of the Cao Lan ethnic group.
