Commune level will have public administrative center

Mr. Tran Van Son said that the local government at the district and county levels will soon end, on the basis of reorganizing and transferring officials at the district level and possibly some officials at the provincial level.

" Previous administrative procedures related to people and businesses at the district level will be transferred to the commune level for settlement. In the upcoming commune-level local government organization model, there will be a public administrative service center to settle procedures for people and businesses, including relevant information technology applications to satisfactorily resolve issues for people and businesses, " said the Minister and Head of the Government Office.

According to the draft Resolution of the National Assembly Standing Committee on administrative unit arrangement, drafted by the Ministry of Home Affairs , the number of communes and wards nationwide will be reduced from 10,035 to about 5,000.

To meet the new tasks and powers when the district level is abolished, the Ministry of Home Affairs proposes that the People's Committee at the grassroots level have 5 specialized agencies, including: Office (advising on the implementation of general tasks of the Party Committee, People's Council, and People's Committee at the grassroots level); Economic Department (for communes and special zones) or Economic, Infrastructure and Urban Department (for wards and special zones in Phu Quoc); Department of Home Affairs - Justice; Department of Culture - Society and Public Administration Service Center.

According to the Ministry of Home Affairs, the arrangement of administrative units at all levels will be based on criteria of natural area and population size. At the same time, the authorities will consider historical, traditional, cultural, and ethnic factors; geographical location and conditions; scale and level of socio-economic development; transport infrastructure, information technology; as well as ensuring national defense, security, and international integration.

The Ministry of Home Affairs emphasized that the arrangement of administrative units at all levels is not simply about adjusting administrative boundaries and streamlining the apparatus, but also about adjusting economic space, decentralization, allocation and combination of economic resources.

The larger goal is to expand development space, create a foundation and resilience for the country according to long-term strategic goals and visions, in line with the world's realities and development trends.
