Lac Duong speeds up disbursement of public investment capital

Construction unit speeds up the implementation of the Project to Upgrade the connecting road from DT726 to the Da Nghit Village Hall, Lat Commune

Mr. Tran Xuan Cuong - Deputy Director of the Management Board of Construction Investment Projects and Public Works of Lac Duong district, said that the district is implementing 30 public investment projects, with a total allocated capital of more than 701.9 billion VND. Of which, in 2025, the total planned capital allocated is more than 114 billion VND, up to now, 5.13 billion VND has been disbursed, reaching 5.2%. During the implementation process, the unit is facing many difficulties and obstacles, especially projects with large total investment capital such as: Project to dredge the upper reaches of Dan Kia lake, Lac Duong town, the planned capital allocated is 40 billion VND, the project has not been disbursed, currently the project is being appraised by the Department of Agriculture and Environment, submitted for approval to adjust the Feasibility Study Report; the project to build a Children's House in Lac Duong district has not been allocated capital of more than 6 billion VND for site clearance costs; The project to upgrade the road system and embankment to prevent landslides from Lac Duong town to Da Lat is temporarily suspended due to lack of capital allocation and no policy for project adjustment.

According to Mr. Tran Xuan Cuong, these are projects with large total investment capital, but the implementation is very slow due to problems with investment procedures as well as site clearance. In particular, the construction of the Lac Duong District Children's House is scheduled to be implemented from 2022 to 2025, so the project must be completed this year. However, up to now, the project has not been able to start construction due to the completion of compensation and site clearance. Explaining this, Mr. Cuong said that the project has 6 households subject to compensation and site clearance with an estimated cost of about 16 billion VND, while the project has only been approved for a budget of 9 billion VND for implementation. Therefore, the unit has not been able to have a clean site to hand over to the construction units.

For some other key projects, Lac Duong district has also submitted 3 investment proposal reports to the Department of Finance, including the construction of a clean water system in Da Sar commune; upgrading and renovating the clean water system in Da Chais commune and the pilot project of arranging the resettlement area of ​​Dung K'Si combined with preserving traditional ethnic culture and developing cultural ecotourism.

Particularly for the group of investment projects to upgrade the traffic system, in the first quarter of 2025, the contractors simultaneously started construction and construction with rapid progress. It is noteworthy that the projects received high consensus from the people in handing over the site, thereby creating favorable conditions for the units to speed up the construction progress.

Mr. Nguyen Tan Dieu, representative of the construction unit, said that the unit is currently organizing 2 construction teams at the beginning and end of the project, then gradually moving towards the middle to finish. According to the current progress, the unit aims to complete the project before September 2025.

Identifying that basic construction investment has a great impact on socio-economic development and has direct significance to the lives of local people, from the beginning of the year, the District Party Committee, People's Council and People's Committee of Lac Duong district have focused on leading, directing and issuing documents on strengthening the implementation of public investment disbursement; directing agencies, units and People's Committees of communes and towns to strengthen the supervision and evaluation of public investment plans and projects, promptly detecting and proposing solutions to remove difficulties and speed up the construction progress of works and projects.

As for the Management Board of Investment, Construction and Public Works Projects of Lac Duong district, the unit has also thoroughly informed each department, office, division, officer and employee to enhance responsibility and determination in implementing the public investment plan for 2025. Proactively and actively coordinate with agencies and units to speed up investment preparation work, complete investment procedures. Strengthen inspection and urge contractors to speed up project construction progress to ensure timely payment volume and refund of advances.
