Expecting positive and comprehensive changes for the sports industry

On the morning of November 12, at the Ministry of Culture, Sports and Tourism, a conference was held to deploy the Strategy for developing physical training and sports in Vietnam to 2030, with a vision to 2045.

Difficult but meaningful mission

Speaking at the opening of the Conference, Deputy Minister Hoang Dao Cuong emphasized that the Strategy for the Development of Vietnam's Physical Training and Sports to 2030, with a vision to 2045, is a new step forward, marking a strong shift in the country's approach to and development of sports. This is also the legal basis for attracting investment, allocating resources; exploiting and maximizing potentials and strengths to realize the goal of "Building a sustainable and professional physical training and sports development" by 2045.

Deputy Minister Hoang Dao Cuong emphasized that the Strategy for the development of Vietnam's physical training and sports to 2030, with a vision to 2045, is a new step forward, marking a strong transformation in the country's approach to and development of sports.

Immediately after the Prime Minister approved the Strategy, the Ministry of Culture, Sports and Tourism assigned the Department of Sports and Physical Training to preside over and coordinate with relevant agencies to develop a Plan to implement the Sports and Physical Training Development Strategy to 2030, with a vision to 2045, to concretize and effectively implement the viewpoints, goals, tasks and solutions to implement the Strategy, and at the same time identify specific tasks and responsibilities of relevant agencies and units in organizing the implementation of the Strategy.

To effectively implement the Sports Development Strategy to 2030, with a vision to 2045, Deputy Minister Hoang Dao Cuong suggested that the Conference focus on discussing three main issues. Specifically, based on the objectives, scope, functions, and tasks assigned in the Strategy, delegates need to focus on discussing and clarifying initiatives, proposing measures, solutions, methods of organization, and roadmap for effective implementation of the Strategy.

Next, in order for the Action Plan to be built and completed in a scientific and feasible manner, delegates discussed and gave their opinions on the draft Implementation Plan, focusing on whether the contents of the tasks and solutions of the Plan are sufficient compared to the Strategy? Is the expected assignment of the lead unit and coordinating units appropriate? Is the expected product feasible? This is the output product of the Strategy and the implementation roadmap for each task.

And finally, the Deputy Minister asked the delegates to discuss, give advice and propose solutions and coordination mechanisms between ministries, branches, localities, national sports associations and relevant agencies in implementing the Strategy to ensure the correct implementation of the roadmap set out in the Strategy.

"Implementing this Strategy is a difficult but meaningful task. The success of this Strategy depends not only on the efforts of state management agencies but also on the cooperation of the whole society and each citizen. I believe that, with the high determination and consensus of the whole country, we will turn the goals set out in the Strategy into reality, making Vietnamese sports increasingly develop strongly, contributing to building a rich and civilized Vietnam" - Deputy Minister Hoang Dao Cuong affirmed.

Reporting the Strategy Summary at the Conference, Director of the Department of Sports and Physical Training Dang Ha Viet said that the Strategy for Sports Development to 2030, with a vision to 2045, which has just been approved by the Prime Minister, aims to build a sustainable and professional sports development with 5 perspectives, 6 goals, and 9 tasks.

Through the opinions of departments, localities, Federations, Associations, experts, scientists, agencies, organizations, etc., solutions will be proposed to achieve the common goal of building a sustainable and professional physical education and sports foundation. All people have access to and enjoy physical education and sports services; voluntarily practice to improve health, fitness and quality of life. Improve the achievements of Vietnamese sports, gradually approaching and advancing to the level of countries with developed sports in Asia. Expand the sports market, mobilize and effectively use resources in developing the physical education and sports career.

Delve into practical issues

At the Conference, representatives of Departments, branches, localities, Associations, Federations, experts, and Vietnamese sports managers also contributed important comments and opinions on the implementation of the Strategy for the Development of Vietnam's Sports and Physical Training to 2030, with a vision to 2045.

Director of the Hanoi Department of Culture, Sports and Tourism Do Dinh Hong said that after the 2024 Capital Law was passed by the National Assembly, there were regulations to remove obstacles in public asset management and specific regulations in Article 21 on the development of culture, sports and tourism. These include specific regulations on investing resources to develop high-performance sports, building modern sports facilities that meet regional and world standards; training and fostering athletes and coaches to national and international standards; encouraging organizations and individuals to participate in developing high-performance sports and professional sports... have created a legal basis for the development of the capital's sports. How to train high-quality human resources, including in the field of sports. To realize the set goals, in addition to the long-term plan, every year the City develops a specific plan, including organizing more than 1,000 prestigious sports events each year, contributing to actively promoting the image of the capital....

Deputy Director of the Ho Chi Minh City Department of Culture, Sports and Tourism Nguyen Nam Nhan commented that preliminary analysis shows that the project to develop Vietnam's sports by 2030 has great potential for development but also faces many challenges from political, economic, social, and technological factors. For the project to be successful, it requires smooth coordination from many ministries, departments, businesses, communities, and international organizations in providing resources, developing technology, and equalizing sports opportunities across the country.

In the coming time, relevant units need to continue to advise on resolving current difficulties in investing in athletes from central, local and socialized budget sources. In addition to the 4 national training centers currently performing the task of managing and training national teams, it is necessary to plan for a number of provinces, cities and sectors (Hanoi, Ho Chi Minh City, Da Nang, Can Tho, Police, Army, etc.) with strengths to form national-level training centers to share the burden of training for the central government.

In addition, it is necessary to develop a long-term maintenance and investment strategy for key sports facilities and establish a public-private partnership mechanism to utilize social resources in the construction and maintenance of sports infrastructure. At the same time, it is necessary to develop mechanisms to encourage investment in the sports industry, reform sports land taxes, reduce taxes for businesses operating in the sports sector, and encourage activities to promote sports products and services, and link sports tourism activities with sports events.

Sports expert Nguyen Hong Minh points out 3 issues in the sports industry that need to be solved.

Sports expert Nguyen Hong Minh said that there are 3 issues that need to be resolved. The first issue is the athlete training system. This is an important thing to do. The sports industry needs to have a connection in training athletes from the National Sports Festival to the SEA Games, ASIAD and the Olympics. Thus, the competition program from the Sports Festival level needs to be adjusted in a practical way, becoming the opening point for the Strategy.

Next, it is necessary to improve and enhance the training quality of the National Sports Training Centers. Gradually improve the quality of local centers. And finally, promote the role of localities, federations, and associations. The sports industry needs to create close coordination and delegate specific tasks to these units.

Vice President of the Vietnam Football Federation Tran Anh Tu said that when studying the requirements and tasks for Vietnamese Football stated in the newly issued Strategy, the Vietnam Football Federation is clearly aware of its role and responsibility, and at the same time carefully studying the content of the 9 main solutions in the Strategy, we affirm our determination to successfully implement the assigned goals and tasks, thereby also stating a number of tasks that need to be coordinated and a number of key solutions to be implemented immediately, including 5 coordination tasks focusing on issues of consulting, budget arrangement and implementation of a number of projects on youth football training, international relations... and 8 solutions that need to be focused on in the field of football.

Head of High Performance Sports Department 1 (Department of Sports and Physical Training) Hoang Quoc Vinh emphasized that in order to effectively implement the Strategy for the development of Vietnam's physical training and sports until 2030, with a vision to 2045, it is necessary to focus on 4 important tasks including: Building a Project to develop key sports to prepare for participation in the Olympics and AISAD until 2030, with a vision to 2045, in 2025, in the spirit of the Project including 16 sports: Athletics, Swimming, Shooting, Weightlifting, Archery, Taekwondo, Fencing, Boxing, Gymnastics, Cycling, Judo, Karate, Wushu, Badminton, Sepak Takraw and Rowing... Providing solutions to issues such as planning the National Sports Training Center; socializing high performance sports and organizing major international tournaments in Vietnam.

Commenting on this strategy, Head of High Performance Sports Department 2 (Department of Sports and Physical Training) Ngo Ich Quan said that in the implementation of the Strategy for the Development of Vietnam's Sports and Physical Training to 2030, with a vision to 2045, the leadership role of the Party Committee in implementing political tasks is very important. In particular, 5 important tasks need to focus on issues of advising, building mechanisms and policies to promote the socialization of sports, implementing research activities and applying scientific and technological achievements to training, coaching, and improving the capacity of the team of officials, referees, and sports coaches.

Speaking at the Conference, Deputy Minister Hoang Dao Cuong acknowledged, commended and highly appreciated the sense of responsibility, dynamism, creativity, determination and effectiveness of the agencies and units under the Ministry in advising and submitting to the levels for promulgation of the Strategy, providing clear, focused and key solutions and roadmaps and promptly advising and completing the draft Strategy Implementation Plan.

The Deputy Minister expressed his hope that the Strategy for the Development of Vietnam's Physical Training and Sports to 2030, with a vision to 2045, will bring about positive and comprehensive changes to the country's sports industry.

To realize the contents of the Strategy, turn aspirations and visions into reality, the Deputy Minister requested relevant agencies, localities and units to continue to accompany the sports sector, focusing on implementing 5 key tasks. In particular, focusing on promoting propaganda and widely disseminating the core contents of the Strategy to all classes of people, business community, cadres and civil servants in the whole sector to create unity in awareness; action and effectiveness in implementing the Strategy.

Based on the Strategy's viewpoints, objectives, tasks and solutions, it is recommended that all levels, sectors, localities and units develop and deploy implementation plans; ensuring unity, synchronization and harmony. Heads of Party committees and authorities at all levels clearly identify the key tasks of their localities and units to focus on directing the development of programs and plans to implement the Strategy. Enhance proactiveness and responsibility; improve the quality and effectiveness of Strategy management; both ensure that the Strategy is implemented in practice and maximize resources for implementation.

Relevant units proactively research, amend and supplement issued guidelines, policies and regulations; at the same time propose to issue new mechanisms and policies for sports development in each period, creating new momentum for the development of the industry, especially the sports economy.

Focus on training and developing human resources, especially high-quality human resources, to serve the management, operation, training and sports competition activities. Strengthen the application of information and digital transformation in the field of sports. Exploit and use sports facilities and equipment rationally, economically and effectively. At the same time, research and determine the priority order of investment in important works and projects serving sports development in accordance with the orientation of the Sports Facilities Network Planning and the approved Strategy; Deploy the development of programs and projects to organize and effectively implement the Strategy.

The Deputy Minister assigned the Department of Sports and Physical Training to urgently synthesize and absorb the opinions of delegates to complete the Ministry's Plan to implement the Strategy for developing Vietnam's physical training and sports to 2030, with a vision to 2045.

"The implementation of the Strategy today is just the beginning. However, the implementation journey is very long, with very big goals. Besides favorable factors, there will be many difficulties and challenges. I call for and hope to receive the attention, support and companionship of ministries, branches, localities and related agencies, enterprises, units and media in the implementation process" - Deputy Minister Hoang Dao Cuong emphasized.
