This March, the Party Committee, government and people of Ba Dinh Ward (Thanh Hoa City) are looking forward to an event of great significance: the 77th Anniversary of the Founding of the Ward Party Committee (March 28, 1947 - March 28, 2024). Over the past 77 years, under the leadership of the Party Committee, the people and cadres of Ba Dinh Ward have promoted the tradition of patriotism, solidarity, self-reliance, overcoming all difficulties and challenges, achieving many great and comprehensive achievements in all fields.

On March 28, 1947, at the 3-room thatched house of Co Quang's family (real name Le Van Quang), Ward 1 Party Cell (the predecessor of today's Ba Dinh Ward Party Cell) was established with 5 party members, comrade Le Dinh Boc was elected as secretary. Imbued with the call for a long-term resistance war from the Party Central Committee and President Ho Chi Minh, Ward 1 Party Cell led the people to thoroughly implement the "Scorched Earth Resistance" campaign, resolutely destroying houses, streets, wards, roads... and promoting the implementation of "Empty gardens, empty houses", evacuating to rural areas. When the resistance war against French colonialism entered a new phase - the phase of complete victory, more than 500 children of Ward 1 enthusiastically went to join the fight, transporting food, ammunition, and weapons to the battlefield. With many great contributions, summarizing 9 years of resistance war against French invasion, the cadres and people of Ward 1 were awarded many Orders, Medals, Certificates of Merit, and Emulation Flags by the Party, Government, President Ho Chi Minh and Thanh Hoa province.
In July 1954, peace was restored and the people of Thanh Hoa town returned to their homes. Implementing the policy of the Administrative Resistance Committee, organizations, unions and people in each ward returned to their ward. The administrative area of Thanh Hoa town includes 7 ward and 7 party cells. Ward 1, formerly known as Ward 4, is now called Ward 4. In 1963, the Thanh Hoa Town Administrative Committee adjusted the boundaries of the sub-wards. Ba Dinh ward was established on the basis of merging 3 sub-wards of the old Ward 4.
In early February 1972, implementing the policy of Thanh Hoa City Party Committee, Minh Thanh Cooperative Party Cell and Dong Luc Party Cell merged with Ba Dinh Sub-region Party Cell to establish Ba Dinh Sub-region Party Cell, consisting of 41 Party members. This was an important event, marking a major turning point in the revolutionary movement in Ba Dinh at that time. After its establishment, the Party Cell admitted 38 new Party members, bringing the total number of Party members to 79 comrades. On February 5, 1972, the first Congress of Ba Dinh Sub-region Party Cell took place at the headquarters of the Sub-region Administrative Committee. The Congress elected the Executive Committee of Ba Dinh Sub-region Party Cell, Term I, consisting of 7 comrades; Comrade Tran Ngoc Y was elected as Secretary.
Under the leadership of the Party Committee and cadres, the people of Ba Dinh day and night stuck to their land and locality, both working and producing, and fighting against the American invaders. Together with Thanh Hoa town, the government and mass organizations in Ba Dinh carried out many exciting emulation movements such as "Three ready" youth, "Three capable" women, "Three good" elderly people, "Singing to overpower the sound of bombs"... With the spirit of "All to defeat the American invaders", the people of Ba Dinh sent thousands of their beloved children to join the army to fight the enemy, contributing together with the army and people of the whole country to make the historic Ho Chi Minh campaign, ending the 21-year long resistance against the American invaders.
After the great victory in the spring of 1975, carrying out the two strategic tasks of the Party, which are building socialism and defending the Socialist Republic of Vietnam, the Party Committee of Ba Dinh sub-region has been very creative, setting out goals and solutions to effectively carry out the tasks of socio-economic development, ensuring national defense and security, building a strong Party organization and achieving many encouraging results, creating great motivation for Ba Dinh to continue entering the period of innovation with the whole province and the whole country.
During its history of formation and development, Ba Dinh has undergone many name changes, from Ward 1, Ward 4, to Ba Dinh sub-district. On July 3, 1981, according to Decision No. 511TC/UBTH of Thanh Hoa Provincial People's Committee, the administrative level of sub-districts in Thanh Hoa town was changed to wards. Ba Dinh sub-district became Ba Dinh ward from then on.
Inheriting and promoting the indomitable tradition and strong will of previous generations, in the cause of national renewal, the Party Committee, government and people of Ba Dinh ward have strived to compete in labor production, promote industrialization and modernization, and develop the locality in all aspects. From the first day of establishment of Ward 1 Party Cell with only 5 party members, up to now, the Ba Dinh Ward Party Committee has had 828 party members, operating in 16 Party Cells. Since its establishment, the ward Party Committee has gone through 16 congresses. Through each congress, the aspiration to build Ba Dinh rich, strong, developing rapidly and comprehensively has always been carried out by the people and cadres together. In particular, entering the 2020-2025 term, with very high political determination, and receiving much attention from the City Party Committee, People's Council, and People's Committee, the ward has made a breakthrough, marking a remarkable step of maturity and growth.
After 3 years of implementing the Resolution of the 16th Ward Party Congress, term 2020-2025, the ward's economy has recovered rapidly after the COVID-19 pandemic. Local budget revenue has always completed and exceeded the city's assigned plan; average income per capita reached 168.03 million VND/year (exceeding the assigned target); Ba Dinh is the first ward in the city with no poor households. Every year, the ward completes 100% of the targets. Currently, the whole ward has 443 operating enterprises, 1,253 production, business and trade service households. In the area, many large streets have been formed, bustling and bustling business. The service - trade sector has affirmed its superiority and is the main pillar in the economic structure of the ward.
Currently, Ba Dinh is one of the city's leading units in urban management; it is also a bright spot in implementing the program of building "Civilized urban areas, friendly citizens", focusing on the campaign "Thanh Hoa City residents speak good words, do good deeds, act friendly". Ba Dinh education is always in the top of the city, with 4/4 schools meeting national standards, including 2 schools meeting national standards level 2. Medical work and health care for the people are focused on. Regimes, policies, and social security are fully and promptly implemented; political security, social order and safety are ensured.
Party building work and the activities of the political system have achieved many important results. Every year, 90% or more party members complete their tasks well, of which 20% of party members complete their tasks excellently; 100% of party cells complete their tasks well, and 20% of party cells complete their tasks excellently.
77 years of construction and growth, with many achievements in various fields, the people and cadres of Ba Dinh ward were honored to receive the Third, Second and First Class Labor Medals from the President. For many consecutive years, the Government and the Provincial People's Committee have awarded many Certificates of Merit. In 2022, the Provincial People's Committee Chairman awarded the Emulation Flag. In 2023, the ward was recognized as a "Model Ward", meeting the criteria of "Advanced Food Safety". In 2022 and 2023, the ward party committee was recognized as "Excellently completing the task". These are noble awards, affirming the remarkable growth and maturity of the ward party committee throughout history. These achievements are a great motivation, adding strength for Ba Dinh to confidently and firmly continue on the path of building the ward to become a "Labor Hero in the period of innovation".
In order to summarize the achievements and leadership experience of the ward party committee in the process of building and developing in each historical revolutionary period, on October 28, 2021, the ward party committee issued a thematic resolution "On revising, supplementing, and republishing the history of the Ba Dinh ward party committee for the period 1945-2000, supplementing the period 2000-2022".
On the occasion of the 77th anniversary of the founding of the ward party committee, receiving the Flag and emulation titles from the Chairman of the Provincial People's Committee, the ward party committee launched the book "History of the Ba Dinh ward party committee, period 1947-2022" to continue to propagate and educate the glorious historical tradition of the ward party committee over the past 77 years.
