On the morning of May 27, 2024, the National Academy of Public Administration solemnly held the 65th Anniversary Celebration (May 29, 1959 - May 29, 2024).

Minister of Home Affairs Pham Thi Thanh Tra and leaders of the Ministry presented flowers to congratulate the leaders, officials and employees of the National Academy of Public Administration on the occasion of the 65th anniversary of the Academy's founding.

Attending the ceremony were comrade Pham Thi Thanh Tra, member of the Party Central Committee, Secretary of the Party Committee, Minister of Home Affairs; Deputy Ministers of Home Affairs: Nguyen Trong Thua, Vu Chien Thang, Trieu Van Cuong; representatives of leaders of central and local departments, ministries, branches; leaders of units under the Ministry of Home Affairs; generations of leaders, lecturers, students who have worked and studied at the Academy through the periods and representatives of a number of embassies and international organizations in Vietnam.

Director of the National Academy of Public Administration, Associate Professor, Dr. Nguyen Ba Chien presented a speech celebrating the 65th anniversary of the Academy's founding.

Looking back on the 65-year journey of building and developing the National Academy of Public Administration, Associate Professor, Dr. Nguyen Ba Chien, Director of the Academy, said that the National Academy of Public Administration: from a simple training facility located at Phu Luu communal house, Tu Son district, Bac Ninh province, the Academy has now become an open system, present in Hanoi, the Central region, the Central Highlands and Ho Chi Minh City.

The team of scientists, teachers, officials, and workers of the Academy has been increasingly improved in both quantity and quality. Generations of leaders, teachers, scientists, and officials of the Academy have joined hands, worked together, and worked creatively to develop the Academy in all aspects, and have done well in training human resources for society, fostering officials, civil servants, and conducting scientific research on public administration and management.

Implementing Decision No. 27/2022/QD-TTg of the Prime Minister and the Project to merge Hanoi University of Home Affairs into the National Academy of Public Administration, from January 1, 2023, the National Academy of Public Administration has become a larger and more synchronous entity; with new developments in functions, tasks and legal status. Along with the mission of training and fostering cadres, civil servants and public employees, the Academy has truly become a prestigious training institution for all levels of higher education in the national education system.

Along with that, the National Academy of Public Administration is proud of many generations of students of the Academy who have held important positions in agencies of the Party, the National Assembly, the Government, provinces and cities; leaders of universities, academies, corporations and large enterprises. It can be said that every agency and organization in our country's political system has a presence and has left its "imprint" on training and fostering work through generations of students of the National Academy of Public Administration.

The Academy has affirmed its position as a national center for training and fostering cadres, civil servants and public employees in administration, leadership and management; making practical contributions to the process of organizing, operating and innovating the civil service to meet the requirements of each period of the country's development. Generations of leaders, civil servants, workers, trainees and students are proud of the historical tradition and achievements over the past 65 years.

On this occasion, Associate Professor, Dr. Nguyen Ba Chien respectfully expressed his thanks to the leaders of the Party, State, Ministry of Home Affairs, Ministry of Education and Training and central ministries, departments, branches, local agencies, organizations, units, training institutions, international organizations... who have always cared, led, directed, coordinated and helped the Academy over the past time. At the same time, he expressed his gratitude to the senior leaders, generations of teachers, civil servants, public employees and workers who have been attached to the development of the Academy, and expressed his respect and trust in the generations of students who have been making efforts to research and study for the development of society and the construction of the Fatherland of Vietnam, those who have made the prestige and position of the Academy shine brighter.

Associate Professor, Dr. Nguyen Ba Chien, Director of the Academy, affirmed that with all the pride in the history of the Academy, with respect for previous generations and a sense of responsibility for the development of the Academy in the new period, the collective of officials, teachers and students of the National Academy of Public Administration are determined to innovate more strongly in all aspects of activities, taking tradition as the foundation, taking the spirit of responsibility, solidarity, and unity of will for the common development of the Academy as the driving force and common value.

On the basis of that common value, with the determination to successfully complete the tasks assigned by competent authorities, strongly promote the role of the national center for human resource training, fostering civil servants and public employees in administration and state management, meeting the requirements of administrative reform, aiming to build a professional and modern state administration to serve the people in the period of promoting industrialization, modernization, and regional and world integration.

Minister Pham Thi Thanh Tra delivered congratulatory speech and gave direction at the Ceremony.

On behalf of the Party Committee and the leadership of the Ministry of Home Affairs, Minister Pham Thi Thanh Tra acknowledged, commended and highly appreciated the achievements and contributions of the National Academy of Public Administration to the cause of training and fostering cadres, civil servants and public employees for the state apparatus and political system of the country over the past 65 years.

Besides, there are still difficulties, limitations and many challenges ahead, but the National Academy of Public Administration has many advantages and opportunities to firmly enter a new stage of development. "Now, with its improved legal status and increased resources, the Academy has many new motivations and impulses to make breakthrough developments and achieve even more outstanding achievements in the future."

Minister Pham Thi Thanh Tra emphasized that the Document of the 13th National Party Congress defines the task: "Building a team of cadres, first of all leaders with strong political will, clear ethics, outstanding capacity, daring to think, daring to do, daring to break through, daring to take responsibility, daring to innovate, being creative, daring to face difficulties and challenges". The National Academy of Public Administration has a very important role and responsibility in carrying out this particularly important task; at the same time, assigning tasks to the collective leadership, lecturers, civil servants, and employees of the Academy, in the coming time, it is necessary to focus on performing well the following tasks:

Firstly , the Academy clearly defines its strategic vision, focuses on development with the principle of taking quality and operational efficiency as the foundation, taking learners as the center, taking the Academy's autonomy as the driving force, promoting the pioneering, innovative and creative role; strongly arousing the desire for development in each cadre, civil servant, lecturer and employee of the Academy to truly become a prestigious training center for leaders and managers in the region and the world with in-depth training programs and knowledge transfer training. It is necessary to innovate thinking about training, fostering, building a system of cultural values, knowledge and science and technology of the Academy to create an outstanding and prestigious brand domestically and internationally; a place to attract civil servants, civil servants, students and students domestically, regionally and internationally to the Academy to be trained, fostered, and exchange academic knowledge and always find valuable knowledge here.

Second , it is necessary to continue to thoroughly grasp the spirit of the Resolutions of the Central Committee and the Politburo, and the State's documents on innovation and improving the quality of education and training to fundamentally and comprehensively innovate the training and fostering work at the Academy, modernize and change the training and fostering methods and technologies at the Academy. First of all, it is necessary to have a shift in the philosophy of training cadres, civil servants and public employees, which is: shifting from equipping knowledge to developing capacity, fostering according to job positions, nurturing the elite, nurturing talents. Next is to innovate the methods, approaches, technology, content, programs, textbooks, and training and fostering materials. The in-depth training program for cadres, civil servants and public employees is linked to public life, and must truly be a national governance knowledge handbook for cadres, civil servants and public employees. The civil service in the current period requires increasingly high capacity, quality and responsibility, therefore the Academy must be a bridge to overcome and narrow the gap in capacity of the staff, civil servants and public employees with the practical requirements of the civil service in the current period.

Third, in the near future, efforts should be made to develop the Academy into a key university in public management and public policy following the model of an innovative university with the motto of in-depth science and innovation as core values ​​in training quality human resources. To achieve this goal, the Academy must have a detailed and specific roadmap for the development of each element that creates its value, creating a unique brand and identity for the Academy that truly stands out among hundreds of current universities.

Fourth , it is necessary to pay attention to investing adequately in scientific research tasks. The process of globalization, national development, and administrative reform are posing big questions that need to be answered. The Academy needs to focus on clarifying practical issues, promptly interpreting development issues, development bottlenecks, and providing reliable and convincing scientific arguments for the process of policy making and law making of the State, first and foremost, issues of the State administration and serving the State management of the Home Affairs sector.

Fifth , it is necessary to promote international cooperation activities not only to attract resources for development and training of lecturers but also to open up opportunities to affirm the capacity of the Academy, exchange knowledge and enrich the management knowledge of humanity.

Sixth, continue to improve the quality of the Academy's teaching staff. The Academy's teachers need to be imbued with Uncle Ho's thoughts and teachings for those working in training and fostering cadres: "must be exemplary in all aspects: ideology, ethics, working style" and "must study more to be able to do their training work" so that the Academy's teachers must truly be the most intelligent and exemplary people when standing on the podium. Along with caring for and developing lecturers, the Academy needs to pay attention to attracting more experts and prestigious managers in public policy, public administration, public administration and related fields to participate in the training and fostering process so that the Academy can truly be exemplary in attracting talent, nurturing the human heart, perfecting personality and developing human resources.

Seventh , the National Academy of Public Administration needs to have a specific roadmap to develop a Digital Academy to modernize the training and fostering process, contributing to eliminating the limitations of space and time in training and fostering, creating favorable conditions for cadres, civil servants, public employees, trainees and students to have the opportunity to access knowledge, be trained and fostered knowledge anytime, anywhere.

Former Vice President of the Academy, President of the Association of Former Teachers Nguyen Huu Khien spoke at the Ceremony.

Also at the Ceremony, Chairman of the Association of Former Teachers Nguyen Huu Khien congratulated the Academy on its 65th anniversary of establishment and development. Prof. Dr. Nguyen Huu Khien also said: The National Academy of Public Administration has gone through many stages of mixed difficulties and advantages, but regardless of the circumstances and conditions, the leaders, officials and employees of the Academy are united and unanimous in completing excellently the tasks assigned by the Government and the Ministry of Home Affairs. Members of the Association of Former Teachers of the Academy always care about and support the innovation and development of the Academy, and are always ready to accompany and support the Academy when necessary.

On the occasion of the 65th anniversary of its founding, on behalf of the students studying and researching at the Academy, he expressed his gratitude to the Party Committee, the Board of Directors of the Academy, and the entire team of teachers, lecturers and civil servants who have devoted themselves to the cause of training cadres, civil servants and public employees over the past decades.
