On January 23, 2025, the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government (Steering Committee) issued Document No. 35/CV-BCĐTKNQ18 to ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities on completing the plan to arrange and streamline the organizational apparatus.

Ensure a minimum reduction of 20% of civil servants and public employees receiving salaries from the state budget
According to Document No. 35/CV-BCĐTKNQ18, the Government Steering Committee requested ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-run cities to do a good job in political and ideological work, promptly resolve policies and regimes for cadres, civil servants, public employees, workers and other subjects, and ensure good performance of assigned tasks.
Ministries, branches and localities are requested to complete the development of criteria and assessment regulations and review and screen civil servants and public employees under their management, ensuring a minimum reduction of 20% of civil servants and public employees receiving salaries from the state budget to reduce staffing according to the plan to arrange and streamline the organizational apparatus of ministries and branches in accordance with the roadmap for implementing policies prescribed in Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government.
The Decree stipulating the functions, tasks, powers and organizational structure takes effect immediately after the National Assembly approves the organizational structure of the Government.
The Steering Committee's document requests ministries and ministerial-level agencies to implement plans to merge, consolidate, receive functions, tasks, organize apparatus, and arrange and streamline apparatus:
Based on the plan to reorganize and streamline the Government's apparatus, which has been reported by the Government Party Committee to the Politburo, the Central Steering Committee, and the Government Steering Committee, the responsibilities are assigned to the Ministries and ministerial-level agencies:
The Ministry of National Defense presides over and directs the Ministry's functional units to coordinate with the Ho Chi Minh Mausoleum Management Board.
The Ministry of Home Affairs presides over and coordinates with the Ministry of Labor, War Invalids and Social Affairs.
The Ministry of Finance presides over and coordinates with the Ministry of Planning and Investment, the State Capital Management Committee at Enterprises, Vietnam Social Security, and the National Financial Supervision Committee.
The Ministry of Transport presides over and coordinates with the Ministry of Construction.
The Ministry of Natural Resources and Environment presides over and coordinates with the Ministry of Agriculture and Rural Development.
The Ministry of Culture, Sports and Tourism presides over and coordinates with the Ministry of Information and Communications.
The Ministry of Information and Communications presides over and coordinates with the Ministry of Science and Technology.
The Ministry of Education and Training presides over and coordinates with the Ministry of Labor, War Invalids and Social Affairs, Vietnam National University, Hanoi, and Vietnam National University, Ho Chi Minh City.
The Ministry of Health presides over and coordinates with the Ministry of Labor, War Invalids and Social Affairs and relevant agencies.
The Ministry of Foreign Affairs presides over and coordinates with relevant agencies.
The Ethnic Committee presides over and coordinates with the Ministry of Home Affairs (Government Committee for Religious Affairs).
The State Bank of Vietnam presides over and coordinates with the National Financial Supervision Committee and the Ministry of Industry and Trade.
The Ministry of Justice shall preside over and coordinate with relevant agencies to implement the following contents:
Firstly, submit to the Government a draft Decree stipulating the functions, tasks, powers and organizational structure of the Ministry and its agencies before February 5, 2025 to collect opinions from Government members; promptly synthesize, absorb and complete opinions from Government members, submit to the Government for promulgation before February 10, 2025, ensuring that it takes effect immediately after the National Assembly approves the organizational structure of the Government.
Second, complete the development of the Decision regulating the functions, tasks, powers and organization of internal organizations and units, as a basis for arranging civil servants, public employees and arranging leadership and management positions according to the guidance of the Ministry of Home Affairs in Official Dispatch No. 7968/BNV-CCVC dated December 8, 2024.
Third, agree on the plan for handing over assets, finances, and state budget during the process of restructuring the apparatus according to the guidance of the Ministry of Finance in Official Dispatch No. 13749/BTC-NSNN dated December 14, 2024 (with minutes between the handing over party and the receiving party).
Fourth, agree on a plan for transitioning the management of public investment programs, tasks, and projects during the process of restructuring and perfecting the organizational apparatus according to the guidance of the Ministry of Planning and Investment in Official Dispatch No. 259/HD-BKHĐT dated January 10, 2025 (with minutes between the transferring and receiving parties).
Fifth, proactively request the Ministry of Public Security to register the seals of agencies, organizations and units that have changed their names according to the plan to rearrange and streamline the organizational apparatus reported to the Politburo and the Central Steering Committee, ensuring that after the Central and the National Assembly approve, they can immediately start operating in accordance with the provisions of law.
For 06 agencies, including: Government Office, Vietnam Television, Voice of Vietnam, Vietnam News Agency, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology: Request the above 06 agencies to urgently receive and explain the opinions of Government members to complete the draft Decree stipulating the functions, tasks, powers and organizational structure of their agencies, and submit it to the Government for promulgation before February 3, 2025.
For the Ministry of Public Security: Based on the conclusion of the Politburo, it is recommended that the Ministry of Public Security complete the draft Decree stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security, and proactively guide the provincial police to implement the Project on arranging district-level police and complete the functions, tasks and powers of the provincial police according to the direction of the Politburo and the Central Executive Committee (at the Central Conference taking place on January 23-24, 2025).
For the Government Inspectorate: Request the Government Inspectorate to complete the draft Decree regulating the functions, tasks, powers and organizational structure of the Government Inspectorate according to the policy of the Politburo and the Central Executive Committee (at the Central Conference taking place on January 23-24, 2025).
Assign the Ministry of Home Affairs to: (1) Submit to the Government a Resolution to dissolve the State Capital Management Committee at Enterprises after transferring its functions, tasks, organizational structure, and personnel to the Ministry of Finance; transfer the rights, obligations, and responsibilities of the owner's representative for 18 state-owned corporations and groups currently under the management of the State Capital Management Committee at Enterprises to the Ministry of Finance and transfer the rights, obligations, and responsibilities of the owner's representative for MobiFone Telecommunications Corporation to the Ministry of Public Security; (2) Submit to the Prime Minister a decision to dissolve the National Financial Supervision Committee after transferring its functions, tasks, organizational structure, and personnel to the Ministry of Finance, the State Bank of Vietnam, and the Government Office.
Assign the Government Office to: (1) Proactively collect opinions from Government members based on the dossier submitted for the draft Decree regulating the functions, tasks, powers and organizational structure of ministries and branches; at the same time, promptly synthesize opinions from Government members for ministries and branches to receive, explain, complete and submit to the Government for promulgation according to regulations; (2) Advise on organizing a Conference to deploy the National Assembly's Resolution on the organizational structure of the Government for the 15th National Assembly term and promulgate the Government's Decrees regulating the functions, tasks, powers and organizational structure of ministries and branches immediately after the closing of the 9th Session of the 15th National Assembly (expected date: February 18, 2025).
The Ministry of Industry and Trade is assigned to preside over and coordinate with the People's Committees of provinces and centrally run cities to transfer functions, tasks, organization of state management apparatus and personnel performing market management tasks to localities according to the direction of the Government's Steering Committee in Official Dispatch No. 24-CV/BCĐTKNQ18 dated December 18, 2024.
Localities announce decisions related to organizational restructuring in the period from February 18, 2025 to February 20, 2025.
For People's Committees of provinces and centrally-run cities:
Firstly, it is recommended that Party committees and Party organizations at all levels lead and direct local agencies and units to complete the Project on streamlining and streamlining the organizational apparatus (attached with a draft Decision stipulating the functions, tasks, powers and organizational apparatus of each agency, organization and unit in accordance with the direction of the Central Committee, the Politburo, the Central Steering Committee and the orientations and suggestions of the Steering Committee of the Government; carefully prepare personnel plans, policies, headquarters, finance, assets, equipment, seals and other conditions to submit to competent authorities for promulgation immediately after the Central Committee and the National Assembly approve (the Central Executive Committee meets on January 23-24, 2025, the National Assembly will meet from February 12-17, 2025). Accordingly, ensure that immediately after the closing of the National Assembly Session, the Provincial Party Committee and the Provincial People's Committee announce decisions on organizational apparatus The specialized agencies under the People's Committees at provincial and district levels must operate immediately, without legal gaps, continuously, effectively and efficiently.
Second, implementation time: Localities urgently complete the organization of specialized agencies under the People's Committees at provincial and district levels, ensuring synchronous operations with the completion of the organization and streamlining of the Government's apparatus (announce decisions related to the organization and apparatus arrangement in the period from February 18, 2025 to February 20, 2025).
