The 13th Party Central Committee Conference solemnly opened in Hanoi this afternoon (January 23). According to the program, the Conference will last until tomorrow (January 24).
Speaking at the opening of the Conference, General Secretary To Lam said that the Central Committee will discuss and give opinions on 5 contents, including 3 important groups of issues: Summarizing Resolution 18 of the Central Committee on innovation, streamlining the organization of the political system to be streamlined, effective and efficient. The project to supplement the GDP growth target of 8% or more in 2025 and double-digit growth in the period 2026 - 2030. Personnel work under the authority of the Central Committee; report on reviewing the direction and administration of the Politburo and the Secretariat in 2024; report on inspection and supervision work in 2024 and the inspection and supervision program in 2025.
Organizational arrangement: Ensure compliance with the Central's direction
According to the General Secretary, the group of issues summarizing Resolution 18 is the most important content of this Central Conference. Implementing the Central's conclusion at the conference on November 25, 2024, on the basis of inheriting the results of implementing Resolution 18 from 2017 to present, the Politburo and the Secretariat have directed very strongly and urgently to summarize Resolution 18 and arrange a new organizational model in the spirit of "running while lining up", not being perfectionist but also not hasty with the steps of a systematic and scientific implementation roadmap, ensuring compliance with the Party's charter, regulations, principles, and directions of the Central. In just 2 months, the Politburo and the Secretariat have issued 21 conclusions and decisions, and the Central Steering Committee on summarizing Resolution 18 has also issued 39 documents guiding the organization and implementation of activities related to summarizing this Resolution.
General Secretary To Lam stated that the agencies, committees of the Central Party, the Government, the National Assembly and central political and social organizations have all taken the lead in setting an example in urgently implementing the review and completion of functions and tasks to arrange internal focal points according to the orientation. The Government has promptly issued policies to ensure the rights and interests of cadres, party members, civil servants, public employees and workers, contributing to relieving concerns and facilitating the arrangement process. Localities have also actively and proactively implemented, summarized, researched and proposed plans to streamline, terminate operations, merge and consolidate agencies in a synchronous manner according to the direction of the Central Government.
The summary of Resolution 18 and the reorganization of the political system have received the consensus, support, and high appreciation of cadres, party members, and the people; implemented in accordance with the spirit of the Central Committee not waiting for the provincial level, not waiting for the district level, and not waiting for the grassroots level. Overall, up to now, many tasks have exceeded the set schedule, ensuring the correct direction of the Central Committee.
The General Secretary affirmed that the work was carried out smoothly and quickly because it inherited the results of the work of arranging the organizational apparatus that had been carried out in many previous terms. Many practical issues regarding the apparatus had been assessed and found to be cumbersome, overlapping, and ineffective. Now that the Central Committee has raised the issue of summarizing, it has quickly received high consensus within the Party and among the people, because these are issues that have matured and are clear.
On that basis, the Politburo submitted to the Central Committee for comments on the summary report of Resolution 18 and the plan to arrange and streamline the political system apparatus with many strong reform contents such as reducing focal points, eliminating intermediaries in the Party, National Assembly, and Government agencies, and proposing a plan to not organize district and county-level police in the People's Public Security system.
These are particularly important and revolutionary issues. The General Secretary proposed that the Central Committee focus on discussing, evaluating and giving opinions to create consensus and determination in organizing and implementing, and at the same time giving opinions on the work that needs to continue to be implemented to ensure streamlining the organizational apparatus associated with restructuring the staff to ensure effective and efficient operations, meeting the development requirements of the country in the coming period; with the spirit of a Party member, with practical experience in managing work and the reality of social life in the locality and unit to reflect and give sincere and frank opinions on the contents of staff arrangement and assignment.
Remove bottlenecks, unleash resources, seize opportunities
Regarding the group of socio-economic issues, General Secretary To Lam emphasized that since the 10th Central Conference, the Politburo has led and directed many important contents to create a foundation for developing the country in the new era, especially in renewing thinking in law-making, perfecting institutions, removing bottlenecks, unblocking resources, strongly decentralizing and delegating power associated with streamlining the political system's apparatus, operating effectively and efficiently, enhancing the completion of human resources infrastructure, especially new issues that promote growth.
The General Secretary noted that this is the basis for us to set higher development goals, specifically by 2025, striving for GDP growth of 8% or more, creating momentum for continuous double-digit growth in the period 2026 - 2030. On the other hand, if we do not strive for the above goals, it is likely that we will not achieve the goals of the entire period 2021 - 2025, will not be able to escape the middle-income trap, and will not be able to achieve the two 100-year goals by 2030: a developing country with modern industry and high average income, and by 2045, becoming a developed country with high income as set out by the 13th National Party Congress.
The General Secretary suggested that the Central Committee focus on discussing and giving opinions on these issues, especially solutions on how to remove bottlenecks, unblock resources, seize opportunities, maximize potential and advantages of available space for rapid and sustainable development of the country, contributing to achieving the set goals in 2025 and the entire period of 2026 - 2030. It is very important for this content that each locality, ministry and sector must find out what needs to be done immediately and must resolutely implement those tasks immediately in order to achieve the set targets.
Ensuring that agencies in the political system operate effectively and efficiently
Regarding personnel work, the General Secretary stated that the Politburo will submit to the Central Committee policies and plans to perfect the Central Inspection Commission, add members to the Politburo and Secretariat, and introduce and arrange staff for agencies after arranging and perfecting a number of other tasks related to personnel work in order to gradually improve and strengthen the Party's leadership, ensuring that agencies in the political system operate effectively and efficiently, meeting the very high requirements for national development in the new era. These tasks create the premise for the work of organizing staff for the 14th National Party Congress.
Regarding the assessment and review of the management and direction of the Politburo and Secretariat in 2024, the report on inspection and supervision work in 2024 and the inspection and supervision program in 2025, the General Secretary requested the Central Committee to give opinions, especially on the content related to the management and direction of the Politburo and Secretariat.
In the context of the new and urgent situation, requiring breakthroughs, decisiveness, determination, and unity from the policy proposal stage to implementation, the General Secretary requested that Central Committee members and delegates promote a sense of responsibility, focus their intelligence, and contribute ideas to the contents so that the Conference can achieve its goals and requirements./.
