On the morning of January 23, 2025, the working delegation of the Ministry of Home Affairs led by Deputy Minister Vu Chien Thang visited and worked with the Vietnam People's Police Veterans Association (Association).
The delegation included Head of the Government Committee for Religious Affairs Vu Hoai Bac; Deputy Chief of Office of the Ministry of Home Affairs Bui Huy Tung; Deputy Head of the Department of Non-Governmental Organizations Ta Tan; civil servants of the Department of Non-Governmental Organizations and reporters from the Information Center.
Welcoming and working with the delegation, on behalf of the Vietnam People's Police Veterans Association, there were Senior Lieutenant General Le Quy Vuong, President of the Association; Major General Vu Hung Vuong, Permanent Vice President; Vice Presidents: Lieutenant General Tran Van Nhuan, Lieutenant General Nguyen Danh Cong, Lieutenant General Duong Minh Hung; leaders of the Office and Committees of the Association.
Reporting to the Working Group of the Ministry of Home Affairs, Major General Vu Hung Vuong, Permanent Vice Chairman, said that by June 30, 2024, 63/63 provinces and cities had organized the Congress to establish the Vietnam People's Police Veterans Association. By December 20, 2024, the whole country had 658 district-level Associations, some districts with a small number of members (such as island districts, remote districts) had established branches for operation; 5,868 commune-level Associations were established (accounting for 85% of eligible communes, wards and towns); the number of members participating in activities was 131,858, of whom nearly 300 were generals, the vast majority of senior officials of the Ministry of Public Security and former leaders of the Public Security of provinces and cities participated in activities at the commune, ward and town Associations.
Currently, the members are mainly retired police officers; 1/3 are former Chiefs and Deputy Chiefs of Commune Police, and police officers who are eligible to participate. Places that have mobilized many members other than retired police officers are Nghe An, Bac Ninh, Thai Binh, Ha Nam, Nam Dinh, Ninh Binh, Hoa Binh, etc.
The congresses to establish the Association of Former People's Police Officers in all localities nationwide unanimously voted to comply with the Charter of the Vietnam Association of Former People's Police Officers approved by the Ministry of Home Affairs on October 30, 2023.
The Association of Former People's Police Officers of provinces and cities has firmly grasped the powers and duties stipulated in the Association's Charter and the principles of operation of the Association under the state management of the Ministry of Public Security, the Ministry of Home Affairs, the Public Security of provinces and cities, and the Department of Home Affairs to advise and propose to the Director of the Provincial Public Security to direct the Party committees and police leaders at all levels in establishing Association organizations at district and commune levels; in assigning tasks to participate in implementing security and order protection work in communes, wards, towns, etc.
Being allowed to establish the Association and join the Association, the majority of retired police officers, 8 other subjects, especially the Chief, Deputy Chief of Commune Police, and qualified police officers, were very happy and excited. The members have preserved and promoted the good nature of the Vietnamese People's Police; continued to have the conditions to contribute to the construction of the political and social system at the grassroots level and the commune, ward, and town police and participated in movements, especially the mass movement to protect national security, etc. The majority of former People's Police officers are dedicated to their work in their place of residence; have experience, so they have prestige with the masses, and are supported by the Party Committee, the government, and organizations in the ward and commune. Up to now, statistics in 57 provinces and cities have shown that 20,123 (accounting for over 15%) of the members have been assigned to be members of the People's Council, Secretaries, Deputy Secretaries of Party Cells, Heads and Deputy Heads of Villages and Hamlets; Heads and Deputy Heads of Residential Groups, members of the Fatherland Front... Provinces and cities with many members participating in grassroots work are Ho Chi Minh City, Hanoi, An Giang, Bac Giang, Son La, Ha Tinh, Tra Vinh, Hai Duong; in particular, in some places it is nearly 40% like Quang Ninh, over 20% like Bac Lieu, Ha Tinh, Nghe An, Bac Ninh, Hoa Binh,...
Also according to the Standing Vice President of the Association Vu Hung Vuong, after its establishment, the Association of Former People's Police Officers at all levels had an Action Program.
Specifically, deploy the construction and replication of effective operating models such as: The model "Association of former People's Police officers participating in maintaining security and order at the grassroots level" in Thach Ha district, Hong Linh town, Ha Tinh province; Project "Building a clean and strong Association of former People's Police officers in communes, wards and towns of Ha Nam province, actively participating in the movement of the whole people protecting the national security at the grassroots level"; "Regulations on coordination between the Provincial Police and the Association of Former People's Police officers in the work of ensuring security and order and building the People's Police in Nghe An province for the period 2023 - 2028" of Nghe An Association; models of "Former People's Police officers for a peaceful life"; Model of building a clean and strong Association of former People's Police officers in the province, district and Association of former People's Police officers in communes, wards and towns; actively participating in the movement of the whole people protecting the national security, contributing to ensuring security and order at the grassroots level; Model of former People's Police providing legal advice; educating and reforming people who have completed their prison terms, etc. in Bac Ninh, Ninh Binh, Dong Nai, Ho Chi Minh City, Ha Tinh, Nam Dinh and Can Tho City, etc.
In the newly established conditions, the associations at all levels are facing many difficulties in terms of funding, means, etc., but the standing agencies of the Vietnam People's Police Veterans Association and the provincial, district and communal levels have made great efforts; overcoming difficulties, taking care of their own expenses for activities; at the same time, organizing activities to show gratitude and camaraderie to the relatives of those who have contributed to the community and outside the police force; to members of the Vietnam People's Police Veterans Association with especially difficult circumstances on the occasion of War Invalids and Martyrs Day July 27, National Day September 2 and Vietnam People's Police Traditional Day August 19, etc. In particular, in joining hands to overcome the serious consequences caused by storm No. 3, the Vietnam People's Police Veterans Association at all levels has supported and helped the people who suffered losses.
Speaking at the working session, Deputy Minister Vu Chien Thang said that after more than a year of establishment, the Association's organization has developed to all localities nationwide. The Association has complied with the law and Charter, actively propagated, disseminated and guided its members to comply with and implement the Party's policies and the State's laws and policies.
The Association's activities are strong, promoting the role of gathering and uniting, aiming to create conditions for members to participate in building and developing the socio-economy, protecting social order and safety, contributing to the cause of industrialization, modernization of the country and international integration for the goal of a rich people, strong country, democracy, fairness and civilization.
On behalf of the leaders of the Ministry of Home Affairs, Deputy Minister Vu Chien Thang highly appreciated the activities and results that the Association has achieved in the past time and shared with the Association some difficulties and problems in the process of operation.
The Deputy Minister said that the Ministry of Home Affairs visited and worked with the Vietnam People's Police Veterans Association to grasp the organization and operation of the Association and to share and listen to some problems in order to have a basis for timely consultation and resolution.
In order to continue operating effectively, promoting the results achieved in 2024 and overcoming some of the Association's difficulties, Deputy Minister Vu Chien Thang suggested a number of contents that the Vietnam People's Police Veterans Association needs to focus on implementing in the coming time, such as: continuing to expand its membership and expanding the Association's international cooperation relations; continuing to participate in giving opinions and building legal documents, including documents related to former people's police officers; strengthening democracy at the grassroots level; paying attention to doing a good job of core political work at the grassroots level, especially good and typical models;...
