The Ministry of Public Security is assigned to guide provincial police in implementing the Project on reorganizing district-level police and perfecting the functions, tasks and powers of provincial police.
On January 23, 2025, on behalf of the Steering Committee on summarizing the implementation of Resolution 18 of the Government (referred to as the Steering Committee), Steering Committee member - Minister of Home Affairs Pham Thi Thanh Tra, issued Official Dispatch 35 on completing the plan to arrange and streamline the organizational apparatus.
Reduce at least 20% of civil servants and public employees receiving salaries from the budget
Accordingly, to ensure the implementation of the plan to rearrange and streamline the organizational apparatus in a synchronous and timely manner immediately after the Central and National Assembly approve it, the Steering Committee requests ministries, ministerial-level agencies, government agencies, and localities to urgently implement a number of contents.
First of all, it is necessary to do a good job of political and ideological work, promptly resolve policies and regimes for cadres, civil servants, public employees, workers and other subjects, and ensure good performance of assigned tasks.

Ministries, sectors and localities must complete the development of criteria and assessment regulations and conduct a review and screening of civil servants and public employees under their management, ensuring a minimum reduction of 20% of salaries from the state budget. This is to reduce staffing according to the plan to arrange and streamline the organizational apparatus of ministries and sectors in accordance with the roadmap for implementing policies stipulated in Decree 178/2024.
Based on the plan to reorganize and streamline the Government's apparatus, which has been reported by the Government Party Committee to the Politburo and the Central Steering Committee, the Steering Committee assigns ministries and ministerial-level agencies to implement the plan to merge, consolidate, receive functions, tasks, organize the apparatus, and reorganize and streamline the apparatus.
Specifically, submit to the Government a draft Decree regulating the functions, tasks, powers and organizational structure of the ministries and agencies before February 5 to collect opinions from Government members. At the same time, promptly synthesize, absorb and complete the opinions of Government members, submit to the Government for promulgation before February 10, ensuring that it takes effect immediately after the National Assembly approves the organizational structure of the Government.
Complete the development of the Decision regulating the functions, tasks, powers and organization of internal organizations and units, as a basis for arranging civil servants, public employees and arranging leadership and management positions according to the guidance of the Ministry of Home Affairs.
Agree on the plan for handing over assets, finances, and state budget during the process of restructuring the apparatus according to the guidance of the Ministry of Finance. Agree on the plan for transitioning management of programs, tasks, and public investment projects during the process of restructuring and perfecting the apparatus according to the guidance of the Ministry of Planning and Investment.
Ministries, branches and localities proactively request the Ministry of Public Security to register the seals of agencies, organizations and units that have changed their names according to the plan to rearrange and streamline the organizational apparatus reported to the Politburo and the Central Steering Committee, ensuring that after the Central and the National Assembly approve, they can immediately start operating in accordance with regulations.
The Steering Committee requested the Government Office, Vietnam Television, Voice of Vietnam, Vietnam News Agency, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology to promptly receive and explain the opinions of Government members to complete the draft Decree stipulating the functions, tasks, powers and organizational structure of their agencies, and submit it to the Government for promulgation before February 3, 2025.

Guidance for provincial police to implement the District Police Arrangement Project
Based on the conclusion of the Politburo, the Steering Committee requested the Ministry of Public Security to complete the draft Decree stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security; at the same time, proactively guide the provincial police to implement the Project on rearranging district-level police and complete the functions, tasks and powers of the provincial police according to the direction of the Politburo and the Central Executive Committee at the Central Conference taking place on January 23 and 24, 2025.
The Government Inspectorate was requested to complete the draft Decree regulating the functions, tasks, powers and organizational structure of the Government Inspectorate according to the policy of the Politburo and the Central Executive Committee at the Central Conference held on January 23-24.
The Ministry of Home Affairs is assigned to submit to the Government a Resolution to dissolve the State Capital Management Committee at Enterprises after transferring its functions, tasks, organizational structure, and personnel to the Ministry of Finance. At the same time, the rights, obligations, and responsibilities of the owner's representative for 18 state-owned corporations and groups currently managed by the State Capital Management Committee at Enterprises are transferred to the Ministry of Finance and the rights, obligations, and responsibilities of the owner's representative for MobiFone Telecommunications Corporation are transferred to the Ministry of Public Security.
This Ministry also needs to submit to the Prime Minister a decision to dissolve the National Financial Supervision Committee after transferring its functions, tasks, organizational structure, and personnel to the Ministry of Finance, the State Bank of Vietnam, and the Government Office.
The Government Office proactively solicits opinions from Government members based on the dossier submitted for the draft Decree regulating the functions, tasks, powers and organizational structure of ministries and branches; promptly synthesizes opinions from Government members so that ministries and branches can absorb, explain, complete and submit to the Government for promulgation according to regulations.
Advise on organizing a Conference to implement the National Assembly's Resolution on the organizational structure of the Government for the 15th National Assembly term and promulgate the Government's Decrees stipulating the functions, tasks, powers and organizational structure of ministries and branches immediately after the closing of the 9th session of the 15th National Assembly (expected on February 18, 2025).
The Ministry of Industry and Trade presides over and coordinates with the People's Committees of provinces and cities to transfer functions, tasks, state management apparatus organization and personnel performing market management tasks to localities according to the direction of the Steering Committee.
No later than February 20, 2025, announce decisions on restructuring provincial and district apparatus. The Steering Committee requested Party committees and organizations at all levels to lead and direct local agencies and units to complete the Project on streamlining the organizational apparatus in accordance with the direction of the Central Committee, the Politburo, the Central Steering Committee and the orientation and suggestions of the Government Steering Committee. In addition, it is necessary to carefully prepare personnel plans, policies, headquarters, finance, assets, equipment, seals and other guaranteed conditions to submit to competent authorities for promulgation immediately after approval by the Central and National Assembly. This is to ensure that immediately after the closing of the National Assembly Session, the Provincial Party Committee and Provincial People's Committee announce the Decisions on the organization of specialized agencies under the Provincial and District People's Committees to operate immediately, without legal gaps, continuously, effectively and efficiently. Localities urgently complete the reorganization of specialized agencies under the People's Committees at the provincial and district levels, ensuring synchronous operations with the completion of the reorganization and streamlining of the Government's apparatus. The announcement of Decisions related to the reorganization of the apparatus will be carried out in the period from February 18, 2025 to February 20, 2025. |
