8:00 a.m.: Comrade Nguyen Manh Tuan, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee presented the draft Resolution on Approving the 5-year Land Use Plan (2021 - 2025) of Tuyen Quang province.

According to the draft, the specific land area allocation targets are as follows: agricultural land is 537,953 ha; non-agricultural land is 46,361 ha; unused land is 2,481 ha. The land use conversion plan includes: agricultural land converted to non-agricultural land is 5,171 ha; land use structure conversion within agricultural land is 7,552 ha; non-agricultural land not residential land converted to residential land is 59 ha. The plan to put unused land into use includes 246 ha of agricultural land and 108 ha of non-agricultural land.

8:15 a.m.: Comrade Hoang Viet Phuong, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee presented the draft Resolution on tuition fees for the 2023-2024 school year; tuition fees for public preschool and general education institutions, payment levels for tuition exemption and reduction subjects, tuition fee support levels for students at private educational institutions; criteria for determining areas without enough public schools with primary level from the 2024-2025 school year in Tuyen Quang province.

According to the draft, the subjects of application include preschool children and general education students, students studying at public preschool, general education, and continuing education institutions; students who are eligible for tuition exemption, reduction, or tuition fee support at private educational institutions; preschool, general education, and continuing education institutions; People's Committees of districts and cities; relevant agencies, units, and individuals.

Commenting on the draft Resolution, the Chairman of the meeting emphasized that subjects do not have to pay additional tuition if there is an increase and that the tuition fee this school year is basically the same as the previous school year, according to the instructions of the Ministry of Education and Training.

8:35: Comrade Hoang Viet Phuong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee presented the draft Resolution on the price of medical examination and treatment services not covered by the Health Insurance Fund but not medical examination and treatment services upon request and the price of medical examination and treatment services for some cases in State medical examination and treatment facilities under the management of Tuyen Quang province.

The draft clearly states that the price of medical examination and treatment services is equal to the minimum price according to the corresponding hospital class specified in the appendices issued with Circular No. 21/2023/TT-BYT of the Ministry of Health. The price of medical examination and treatment services for some cases is determined according to the principles specified in Clause 2, Article 4 of Circular No. 21. In particular, the price of technical services for commune, ward and town health stations is equal to 70% of the price of the services.

Regarding service prices that have not increased according to the current increase in basic salary, he said that if the stabilization of medical service prices is done well, it is not necessary to increase salaries to increase service prices. He also informed that similar localities such as Tuyen Quang also build service prices according to the guidance of the Ministry of Health.

8:53: Comrade Hoang Viet Phuong, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee presented the draft Resolution Amending and supplementing a number of articles of Resolution No. 12/2022/NQ-HDND dated July 3, 2022 of the People's Council of Tuyen Quang province regulating the monthly allowance level for population collaborators in villages, hamlets, and residential groups in Tuyen Quang province.

Specifically, the monthly allowance for population collaborators in villages and residential groups in Tuyen Quang province is equal to 0.25% of the basic salary/person/month. Population collaborators who are part-time workers in villages and residential groups and those who directly participate in activities in villages and residential groups are entitled to 100% of the monthly allowance. Population collaborators who are part-time workers performing the duties of a position directly participating in activities in villages and residential groups are entitled to 100% of the support level of the part-time position according to current regulations.

The meeting chairman added that the monthly allowance for population collaborators in villages and residential groups in Tuyen Quang province has increased by 0.05% compared to the current allowance.

9:00 a.m.: Comrade Hoang Viet Phuong, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee presented the draft Resolution on Regulations on a number of policies to support drug prevention and control work in Tuyen Quang province.

The draft Resolution specifies the levels of financial support for the following cases: for people who are not entitled to receive salaries from the budget but are assigned to directly assist illegal drug users who are under management; serving the work of eliminating plants containing narcotics; forces implementing measures to combat drug crimes; forces directly arresting wanted drug criminals; officers, soldiers and forces participating in drug prevention and control who are exposed to or infected with HIV due to occupational accidents; officers, soldiers and forces directly participating in the fight against drug crimes who are injured and need to be treated in hospital while on duty, or have reduced working capacity; relatives of officers, soldiers and forces directly participating in drug prevention and control who die while on duty.

Regarding not supporting officers, soldiers and forces directly participating in the fight against drug crimes while performing official duties who are injured under 20% because there is a support policy for this subject.

Delegate Nong Thi Bich Hue of the Na Hang - Lam Binh delegation spoke and requested further clarification of some contents of the draft Resolution.

Delegate Nong Thi Bich Hue expressed her agreement with the draft resolution. The delegate requested the drafting agency to clarify further the support for people to detect and provide information to authorities to serve the work of eliminating plants containing narcotics, and the work of preventing and combating drug crimes.

9:20 a.m.: Comrade Hoang Viet Phuong, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, presented the draft Resolution approving the number of labor contracts performing professional and technical work according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government for public service units in the education sector with regular expenditure guaranteed by the State in Tuyen Quang province for the 2024-2025 school year.

According to the draft Resolution on Approving the number of labor contracts to perform professional and technical work according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government for public service units in the education sector with regular expenditure guaranteed by the State in Tuyen Quang province in the 2024-2025 school year, the total number of labor contracts is 898 people (822 teachers, 76 accountants). Specifically: preschool: 251 people; primary school: 236 people; junior high school: 392 people; high school: 19 people. The cost of implementing labor contracts is arranged from the regular expenditure source of the local budget (in addition to the autonomous budget of the unit).

The delegates passed the Resolution with a rate of 98.15%.

9:57: The Provincial People's Council voted to approve the draft resolutions discussed at the Group.

Comrade Le Thi Thanh Tra, member of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council, informed that on the afternoon of July 1, the Provincial People's Council held an internal meeting to discuss 11 draft resolutions submitted by the Provincial People's Committee and studied the examination reports of the Provincial People's Council Committees for each resolution submitted at the session. After discussing the draft resolutions at the meeting, experts from the Office of the National Assembly Delegation and the Provincial People's Council compiled and sent them to the Provincial People's Committee for a report on acceptance and explanation.

Regarding the draft Resolution on Regulations on the level of expenses for reception, visit, congratulations, and condolences for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in Tuyen Quang province, delegate Tang Thi Duong requested the drafting agency to further clarify the decentralization of decision on the level of expenses for each content.

Further clarifying this draft Resolution, comrade Ha Quang Giai, Head of the Ethnic Committee of the Provincial People's Council, said that the Draft Review Board would like to accept it and will coordinate with the drafting agency to edit the draft content appropriately.

10:15: Delegates vote to pass the draft Resolutions.

100% of delegates unanimously approved the following Resolutions: Regulations on the budget estimate for science and technology tasks using the State budget in Tuyen Quang province; Resolution on the expenditure levels for reception, visit, congratulations, and condolences for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in Tuyen Quang province; Resolution on the support policy for cadres, civil servants, public employees, non-professional workers and people participating in activities in villages and residential groups that are redundant due to the arrangement of administrative units at district and commune levels in the period 2023 - 2030 in Tuyen Quang province; Resolution on approving the number of cars for general work as prescribed in Clause 5, Article 8 of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government in Tuyen Quang province; Resolution on assigning additional state budget revenue estimates in the area, local budget expenditures (provincial budget) to record revenue and expenditure of foreign non-refundable aid capital from state budget revenue sources in 2024; Resolution on adjusting the policy of converting forest use purposes to other purposes for the Ho Chi Minh Road construction project, Cho Chu - Trung Son intersection section (section through Tuyen Quang province); Resolution on approving the investment policy of the project: Construction of 23 commune-level police headquarters in Chiem Hoa district, Tuyen Quang province.

98.15% of delegates agreed to pass the Resolution on Supplementing the list of land acquisition projects in 2024 as prescribed in Clause 3, Article 62 of the 2013 Land Law in Tuyen Quang province; Resolution on changing the purpose of using rice-growing land and protective forest land to implement projects in Tuyen Quang province.

96.3% of delegates unanimously approved the Resolution Approving the investment policy of the project: Construction of 15 Commune-level Police Headquarters in Ham Yen district, Tuyen Quang province.

This afternoon, the 8th session of the 19th Provincial People's Council will carry out the content of personnel organization and close the session.
