Therefore, to ensure the set goals, immediately after the decision to establish, Ha Nam Provincial People's Committee has closely coordinated with the Ministry of Science and Technology to develop the operating regulations for the high-tech park, submitting them to the Prime Minister for approval. At the same time, the steps of establishing, appraising and approving the construction planning, determining the boundaries and location of the high-tech park, ensuring consistency with the prescribed area and scale. Procedures related to approving investment policies, selecting investors to build and develop infrastructure for the high-tech park are carried out in accordance with the provisions of law. The Provincial People's Committee has also directed the provincial branches and localities to coordinate with VSIP to organize the establishment of zoning plans; The Department of Construction is assigned to coordinate with VSIP to implement the planning of the High-Tech Park. Investing in a modern and convenient river port system is one of the contents in the memorandum of understanding between the People's Committee of Ha Nam province, Sembcorp Group and VSIP (Thai Ha Port, Ly Nhan).

As the 5th high-tech park in the country, the establishment of Ha Nam High-tech Park is an important step, not only creating a driving force for economic development for the province but also contributing to the national high-tech industrial development strategy, promoting sustainable growth and attracting investment in advanced technology fields. According to the report of the Provincial People's Committee, by the end of 2024, there were 13 Singaporean projects in the province with a total registered investment capital of 347.4 million USD. Most Singaporean enterprises have complied with the provisions of the law and have made many positive contributions to the local economic growth. With the goal of creating momentum for sustainable growth, the Provincial Party Secretary and Chairman of the Provincial People's Committee, Truong Quoc Huy, emphasized: In the coming time, Ha Nam will continue to develop the transportation network connecting with the high-tech park, planning a social housing area near the high-tech park to solve accommodation for workers; at the same time, creating conditions for investors to plan the construction of a clean water plant on the Red River, and planning a river port to serve the circulation of goods.
