On March 26, the Department of Population (Ministry of Health) informed that according to the instructions, from March 20, 2025, Party members giving birth to a third child or more will no longer be considered a violation for Party disciplinary action.
Previously, on March 20, the Central Inspection Commission signed and issued Instructions on amending and supplementing Instructions No. 05-HD/UBKTTW dated November 22, 2022 on implementing a number of articles in Regulation No. 69-QD/TW dated July 6, 2022 of the Politburo on disciplining party organizations and party members who violate regulations.
Pursuant to the Party Charter; Working Regulations of the 13th Central Inspection Commission; Regulation No. 69-QD/TW of the Politburo on disciplining Party organizations and Party members who violate the law; Regulation No. 264-QD/TW of the Politburo on amending and supplementing a number of articles of Regulation No. 69-QD/TW of the Politburo on disciplining Party organizations and Party members who violate the law, the Central Inspection Commission issues instructions on amending and supplementing a number of contents of Instruction No. 05-HD/UBKTTW dated November 22, 2022 on implementing a number of articles in Regulation No. 69-QD/TW of the Politburo on disciplining Party organizations and Party members who violate the law. That is, to omit and supplement a number of contents in Clause 8, Section III.
Specifically, remove points 8.1 and 8.2. In which, point 8.1 stipulates that party members who violate the law if implementing family planning measures will affect their maternity health (with confirmation from a district-level hospital or equivalent or higher) will be considered to have their disciplinary level reduced. Point 8.2 stipulates that party members who violate the law due to intentionally or forcibly not implementing family planning will be considered to have their disciplinary level increased.
Add point 8.3: Do not consider handling the behavior specified in Clause 2, Article 1 of Ordinance No. 08/2008/PL-UBTVQH12 dated December 27, 2008 amending Article 10 of the 2003 Population Ordinance "Giving birth to 1 or 2 children, except in special cases prescribed by the Government".
Thus, from March 20, party members giving birth to a third child or more is no longer considered a violation subject to Party disciplinary action.
