On September 19, the Ministry of Education and Training sent an official dispatch to the departments of education and training regarding the organization of teaching and learning for schools damaged by storms and floods.
The Ministry of Education and Training said that the recent floods have caused severe damage to schools, forcing students in some localities to stay home for many days. Even during the floodwaters’ receding period, localities and schools have made efforts to promptly implement solutions to welcome students back to school.
However, there are still some schools and campuses that are too badly damaged or isolated, so they cannot continue to organize teaching.
To ensure the maintenance of learning for all students and the completion of the school year program as planned, the Ministry of Education and Training recommends that the Departments of Education and Training direct schools to implement flexible teaching solutions, suitable to practical conditions to ensure the progress of program implementation according to the school year time frame but not causing pressure or overload for teachers and students.
In particular, it is important to review and have appropriate plans to bring students from schools and campuses that have not yet reopened to the main school or other schools in the area to study.
For students who have to travel too far from home, there are plans suitable to actual conditions to support students to study in boarding schools while overcoming the effects of floods.
For students who are unable to attend school due to difficult circumstances, the school has plans suitable to actual conditions to maintain learning for students such as assigning lessons, assigning teachers to directly support each student or group of students at their place of residence, ensuring safety and effectiveness.
In addition, adjust the school's education plan, develop a make-up study plan for students to ensure completion of the first semester and the entire school year's education program according to the general education plan of the locality and the whole country.

Local authorities should consider allowing students to take time off from school when necessary, especially in areas vulnerable to storms and floods. At the same time, ensure that information about school schedules and student safety is fully communicated to parents.
