Presenting a plan for artistic lighting of Binh Tay market at night

On the morning of March 26, Vice Chairman of Ho Chi Minh City People's Committee Nguyen Van Dung and his delegation worked with District 6 People's Committee on the project "Cho Lon Night Street associated with tourism development" in the district.

This project was submitted by the People's Committee of District 6 in early 2023, then the People's Committee of Ho Chi Minh City assigned the Department of Industry and Trade to preside over and coordinate with relevant departments and branches to provide comments for completion.

Cho Lon Night Street is organized on the sidewalks of 4 streets: Nguyen Huu Than, Thap Muoi, Le Tan Ke, Tran Binh with a total area of over 1,500 m2 . The favorable point for organizing the night street is that the sidewalks of Thap Muoi and Nguyen Huu Than streets are 8 m wide, mostly businesses that only sell wholesale during the day and close at night. Due to the small number of households living there, organizing cultural activities will not affect the people.

From April 2022, District 6 will test a small-scale night street model in front of Binh Tay Market. In addition to cuisine, this place also organizes many cultural and artistic activities on weekends.

The area around Binh Tay market is proposed to host Cho Lon night city.

Ms. Le Thi Thanh Thao, Chairman of District 6 People's Committee, said that during the day, Binh Tay market is bustling but by 6pm it quiets down. Seeing the wasted space, the locality came up with the idea of organizing a night market.

Before making the project, District 6 surveyed many night streets in districts in Ho Chi Minh City as well as studied successful models of countries in the region. The local goal is not only to attract customers to eat and drink, see the market but also to interact.

District 6 has also submitted to the Department of Culture and Sports a plan to display artistic lighting at Binh Tay market at night to create a highlight.

Ms. Le Thi Thanh Thao, Chairwoman of District 6 People's Committee, said that the Cho Lon night street project will be carefully developed and comprehensively evaluated before being put into operation.

"The district does not build a night market to gain points or follow a trend. We do it slowly but surely, so that when the night market is operational, the lights will always be on," said Ms. Thao. However, the district leader also acknowledged that areas with existing businesses that have developed will be easier to stabilize, while new types will require a lot of effort and maintenance.

Regarding the implementation roadmap, District 6 will renovate the sidewalks of the above routes for official operation in 2024.

Create a highlight for the night street

Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung stated that in reality, the city has very successful night street models such as Ho Thi Ky Street (District 10) which attracts a large number of young people, but there are also night streets with unstable vitality.

Mr. Dung supports the policy of opening a night street in the Binh Tay market area, and at the same time suggests that District 6 carefully evaluate it one more time, paying attention to ensuring infrastructure such as electricity, water, parking, environmental sanitation, and food safety.

The locality coordinates with the Department of Transport and the Department of Construction to unify the management and operation of the infrastructure system. In particular, the Vice Chairman of Ho Chi Minh City requested that the city's night streets not be used for drinking.

Vice Chairman of Ho Chi Minh City People's Committee Nguyen Van Dung noted that the city's night streets should not be used for drinking.

Regarding rental prices, Deputy Director of the Department of Finance Nguyen Tran Phu said that it is necessary to survey market rental prices and organize auctions to rent locations to avoid future complaints.

Revenue from the auction will be paid into the budget. Mr. Phu suggested that the Binh Tay Market Management Board annually develop a budget to allocate funds for the operation of the night street, without confusing the management of the market with the management of the night street.

The representative of the Department of Tourism assessed that the demand for food and drink has also been saturated, so if they only focus on selling food and drinks without any highlights, it will be difficult to attract customers. Not to mention, not far from Binh Tay market, there is Hau Giang food street also in the district.

This person cited that Ben Thanh market has activities other than food such as check-in, cultural and artistic activities. "There must be activities for visitors to participate in to increase the attraction. It is possible to bring handicrafts here for experience. Instead of just selling food, there should be an area to guide how to make that dish, experience some of the steps in it," suggested a representative of the Department of Tourism.
