Prosecution of a series of commune and village officials for abusing power

On February 27, information from Thai Binh Provincial Police said that the Investigation Police Agency of Hung Ha District Police (Thai Binh) has issued a decision to prosecute the case, prosecute the accused and issue an arrest warrant to temporarily detain a series of subjects who are village officials and Hong An Commune officials (Hung Ha District) for the crime of abuse of power while performing official duties, according to Clause 2, Article 357 of the Penal Code.

Defendant Duong Khac Thuy

The five defendants include: Duong Khac Thuy (59 years old, Chairman of the People's Committee of Hong An Commune), Tran Huu Dung (43 years old, Vice Chairman of the People's Committee of Hong An Commune, former cadastral officer of Hong An Commune), Tran Ich Vinh (60 years old, Secretary of the Party Cell of Bac Son Village, Hong An Commune), Tran Quang Bao (60 years old, Head of Bac Son Village, Hong An Commune), Duong Thi Hoa (56 years old, Head of the Women's Association of Bac Son Village, Hong An Commune; former Deputy Head of Bac Son Village). All five defendants reside in Hong An Commune (Hung Ha District, Thai Binh).

The above decisions and orders have been approved by the People's Procuracy at the same level.

The investigation determined that in 2018, the above defendants exceeded their assigned authority and illegally transferred the right to use 5,269.4 m2 of rice land in Dong Linh Mau (in Dong Trang village, Hong An commune), causing damage to the state and individuals totaling VND 221,314,800.
