Solution to speed up the project to build 4,500 classrooms

At the meeting, Mr. Cao Thanh Binh, Head of the Culture and Social Affairs Committee of the City People's Council, informed that the target of having 4,500 new classrooms put into use by the end of 2025 is difficult to complete. By the end of April, there will be nearly 900 classrooms put into use, but most of them are repaired and renovated, with few newly built classrooms. It is expected that by the end of 2025, the whole city will have 2,000 new classrooms put into use, of which 1,200 classrooms are from public investment capital and 800 classrooms are from socialized sources, reaching less than 50% of the set target.

Based on the reports of Thu Duc City and 21 districts, the Department of Culture and Society has "separated" 10/276 projects with difficulties and problems to focus on solving. Thereby, localities will learn from the experience of implementing the remaining projects to speed up the progress of the project.

In addition to some objective reasons leading to the delay in implementing school construction investment projects (entangled in legal procedures, waiting for adjustment of 1/2,000 planning, increasing total investment due to prolonged implementation time...), Mr. Binh commented that the coordination between localities and departments, branches and sectors is not tight; there is still a lack of follow-up, and the responsibility of each unit when implementing is not clearly defined... From there, it is recommended that the People's Committee of Thu Duc City and 21 districts and towns strengthen review and timely coordination with departments and branches to promptly remove difficulties when implementing projects. For unfeasible projects, boldly remove them from the project, propose other projects that are more feasible, and be determined to achieve the set goals.

According to Mr. Tran Khac Huy, Head of the Financial Planning Department of the Ho Chi Minh City Department of Education and Training, the Project to build 4,500 classrooms includes 3 groups of projects that can speed up the implementation progress: Group 1 is projects included in the medium-term investment plan for the period 2026 - 2030 of localities, with favorable procedures, documents, and requests for priority capital allocation (118 projects); Group 2 is newly proposed projects that are feasible and can speed up the investment progress in this period (76 projects); Group 3 is projects with favorable legal and land documents, if the locality is determined, it can speed up the implementation progress (83 projects).

For projects that are eligible for implementation, the Department of Education and Training recommends that localities study measures to speed up the implementation progress. These include building in phases, dividing areas for both teaching and construction; arranging for students to study in 3 shifts, redistributing timetables, or reviewing neighboring areas to borrow rooms to temporarily arrange study spaces for students during construction.
