Prosecution of owner of unlicensed daycare facility that caused 3-year-old child's death

On the afternoon of September 18, according to the Investigation Police Agency of Chau Thanh District, An Giang Province, the unit has just issued a decision to prosecute the case, prosecute the accused and temporarily detain Phan Ngoc Minh Thu (born in 1991, residing in Vinh Thoi Hamlet, Vinh Hanh Commune, Chau Thanh District) to investigate the act of Involuntary manslaughter due to violation of professional rules.

Previously, at around 6:30 a.m. on May 25, Ms. NTT (born in 1989, residing in Vinh Hoa A hamlet, Can Dang commune, Chau Thanh district) brought her biological child NHB (born in 2021) to the Minh Ngoc childcare facility owned by Phan Ngoc Minh Thu. After that, Ms. T. went to work.

At around 2:00 p.m. the same day, Thu saw B. crying and showing signs of fatigue, so she called Ms. T. to come pick her up. Ms. T. called B.'s grandfather to come pick her up.

When the grandfather arrived, he saw that his grandchild had fainted, so he called Ms. T. to come and take him to the emergency room. However, B. died before arriving at the Chau Thanh District Medical Center. The grandfather then went to the Vinh Hanh Commune Police to report the incident. The case was transferred to the Chau Thanh District Police Investigation Agency for investigation according to its authority.

According to the autopsy results, the cause of B.'s death was acute hemorrhagic shock due to closed abdominal trauma and rupture of the mesenteric artery.

The investigation determined that Thu's childcare facility had not been licensed as required, did not meet the conditions and standards for childcare, and was responsible for many tasks of caring for, nurturing, and educating the children, so she could not manage them. While taking care of the children, she accidentally caused the death of child B.

At the time of the incident, Thu was taking care of 9 children.
