The People's Committee of Ham Thuan Nam district has just sent a document to the Department of Transport, the Department of Agriculture and Rural Development, and the Thang Long Project Management Board regarding the clearance and dredging of the Phan River to resolve the flooding situation on the Phan Thiet - Dau Giay highway when it rains.
Ham Thuan Nam District People's Committee said that it has received an official dispatch from the Thang Long Project Management Board regarding the clearance and dredging of the Phan River, from the downstream of K25+416 to the downstream of Phan River bridge Km24+348 of the Phan Thiet - Dau Giay section investment and construction component project, under the Project to build a number of expressway sections on the North - South East route.
Ham Thuan Nam District determined that the proposed section for clearance and dredging of the Phan River is 1,500 meters long, and the width of the Phan River from both banks is about 25 meters. Currently, along the entire planned clearance and dredging route, there are 7 small islands in the middle of the river, on the islands there are many bamboo trees, reeds and bushes growing wildly. Along with that, on both sides of the Phan River there are many bushes, bamboo, reeds and miscellaneous trees, which seriously affects the flow of the Phan River.
After a field survey, the People's Committee of Ham Thuan Nam district agreed on a plan to implement the clearance and dredging of the Phan River from the downstream of culvert K25+416 to the downstream of Phan River bridge Km24+348. However, the implementation process must not cause landslides on both sides of the river, affecting people's agricultural land. At the same time, contact the local authorities to arrange a dumping site when dredging the islands in the middle of the river. During the clearance process, if there are trees that are timber trees, it must be implemented in accordance with the provisions of the Forestry Law.
Previously, due to prolonged heavy rain, especially on the night of July 28, there was continuous rain with very heavy rainfall. By the early morning of July 29, flooding occurred at Km25+419, causing traffic disruption on the Phan Thiet - Dau Giay Expressway. A series of vehicles were forced to stand for hours waiting for the water to recede, lining up from Km25 to Km27. Some vehicles tried to move through the flooded section but were swept away by the water and pulled over to the side of the road.
