Strong belief in the "coordinates" of specific mechanisms and policies
It is not by chance that the Central Government chose Da Nang to simultaneously implement many special mechanisms and policies, including establishing a free trade zone, a regional financial center, etc., but it is a story of trust.
Mr. Tran Chi Cuong, Vice Chairman of the People's Committee of Da Nang City, was very excited when the Central Government allowed him to implement special mechanisms for local development, especially the permission to establish a free trade zone.
“Why not the localities that have been researching free trade zones for a long time like Ba Ria - Vung Tau, Quang Nam, or Hai Phong, but Da Nang. Because Da Nang has the ability to do it, can build a model free trade zone in the future,” Mr. Cuong confidently said.
The mechanisms and policies that the Central Government has given to Da Nang are all very new and difficult areas. The City is making every effort on the difficult and challenging journey to not disappoint the Central Government's trust. Currently, the City is coordinating with ministries and branches to develop specific plans and projects on implementing the Regional Financial Center according to Resolution No. 259/NQ-CP of the Government promulgating the Action Plan to implement Notice No. 47-TB/TW dated November 15, 2024 of the Politburo on building a regional and international financial center in Vietnam.
Mr. Cuong said that, based on careful research of models that have been implemented in the world, Da Nang will build a regional financial center that both ensures attracting investors, promoting economic development, and must compete with other financial centers in the world such as Hong Kong (China), Singapore, etc.
The city has also just completed the Draft to submit to the Prime Minister for consideration, approval, decision to establish a free trade zone and approval of the Project. On that basis, Da Nang will implement the next steps such as items and subdivisions to call for investment.
According to Mr. Cuong, Resolution No. 136/2024/QH15 dated June 26, 2024 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City of the National Assembly is the main framework. The city will advise the Government to issue a decree with more detailed and clear regulations on the application of outstanding mechanisms and policies for the Free Trade Zone.
“Currently, many investors have approached the free trade zone to invest in seaports, high-tech investment, chip, microchip, semiconductor production, etc. They have approached in the direction that Da Nang has that model, and as for the specifics, we will work with investors after the Government's Project is available,” Mr. Cuong informed.
Although still in the “gestation” stage, the Da Nang Free Trade Zone has attracted the attention of many businesses. Mr. Nguyen Van Phu, Deputy Director of Daiwa Vietnam Co., Ltd. (a 100% foreign direct investment enterprise) shared: “We have high expectations for this free trade zone. Currently, all of our raw materials are imported from countries such as Japan, China, etc. Hopefully, this is an opportunity for other countries to invest here. At that time, our supply of raw materials will be easier.”
Da Nang has determined that, although it has been granted the mechanism, it will organize the implementation step by step very carefully, methodically, scientifically, ensuring high feasibility when put into operation in practice. Therefore, the City has not yet announced the specific location of the sea encroachment area, but is continuing to research and evaluate comprehensively to orient and have a suitable investment roadmap.
“Enjoying many special mechanisms and policies at the same time is the mark of the City in 2024. We realize that the mechanisms and policies given to Da Nang create a very important premise for the City to rise up in 2025 and the following years. The government and people of Da Nang are making great efforts to implement it with great determination,” Mr. Cuong affirmed.

When the "heritage city" becomes a centrally-governed city...
Compared to Da Nang, Thua Thien Hue province has different potential and other "outstanding opportunities". As a land of unique culture and civilization, the only place in Vietnam and Southeast Asia with 8 heritages recognized by UNESCO, including World Heritage Sites recognized by UNESCO since 1993 and becoming an official member of the international heritage network, Resolution No. 38/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Thua Thien Hue province of the National Assembly allows the establishment of the Hue Heritage Conservation Fund to supplement resources for the restoration and conservation of cultural heritage in the province.
According to Mr. Hoang Viet Trung, Director of the Hue Monuments Conservation Center and Director of the Hue Heritage Conservation Fund, in the past, many provinces wanted to support Hue with their budgets to carry out heritage restoration and conservation work, but according to regulations, it is not possible to use the budget of one province to support another.
Since its establishment under a special mechanism, the Hue Heritage Conservation Fund has been effective and received significant financial support from organizations, units, businesses and individuals.
Up to now, thanks to the special mechanism of Resolution No. 38/2021/QH15, Thua Thien Hue province has been allocated 451,575 billion VND from the revenue from relic visit fees to restore and embellish nearly 70 relics and heritages.
A special event for the province is that at the end of 2024, it will be upgraded to a centrally-governed city, named Hue City.
The establishment of Hue City under the Central Government on the current status of Thua Thien Hue Province is an important step to concretize Resolution No. 54-NQ/TW of the Politburo, clearly demonstrating the political determination of the province on the basis of the will, aspirations and high consensus of the local people, creating new development space and momentum, not only for Hue City, but also for the Central Key Economic Zone and the whole country.
At the same time, the establishment of Hue City under the Central Government on the basis of preserving and promoting the value of the ancient capital's heritage and Hue's cultural identity represents an important innovation in thinking about urban development, contributing to the implementation of the policy of sustainable development towards green, civilized, and identity-rich urban areas, suitable for each region and area, and investing in the development of urban areas with heritage and tourism values set forth in Resolution No. 06-NQ/TW, dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045.
At the ceremony to announce the National Assembly's Resolution on the establishment of Hue City under the Central Government, National Assembly Chairman Tran Thanh Man emphasized that Hue is very special compared to other centrally-run cities. Because Hue possesses many unique factors and standards of a centrally-run city with the nature of the first "heritage city" in Vietnam.
Chairman of Hue City People's Committee, Mr. Nguyen Van Phuong shared that Hue will make good use of special mechanisms and policies to create the premise, development motivation and new look for the locality on the basis of preserving and promoting the value of the ancient capital's heritage and Hue's cultural identity, with cultural, heritage, ecological, landscape, environmentally friendly and smart characteristics.
Accordingly, the City will continue to promote the implementation of the Project on Relocation of Residents and Site Clearance for Area 1 - Hue Citadel Relics, expected to be completed in 2025 with about 5,470 households to be relocated and resettled.
“This is a historic migration to preserve and protect the most intact cultural and heritage values of Vietnam left by our ancestors for future generations,” said Mr. Phuong.
Regarding the service industry, Hue City will focus on developing tourism types with diverse, unique, distinctive and classy products such as cultural, heritage, ecological, resort, sea and lagoon tourism, focusing on developing thematic tourism associated with the heritage brand of the Ancient Capital of Hue.
“Hue will develop heritage economy associated with tourism and cultural industry; build the city's economic foundation based on three pillars: tourism economy, heritage economy, circular economy; promote heritage values through cultural, landscape, urban and ecological tourism. Implement spatial planning so that each heritage becomes the nucleus, creating development momentum,” said Mr. Phuong.
