At the meeting, Minister of Natural Resources and Environment Dang Quoc Khanh emphasized that the implementation of key transport projects is the responsibility of the whole country, not of any particular ministry, branch or locality. Therefore, the Minister requested that the assigned agencies coordinate smoothly and flexibly to perform their tasks well. In particular, An Giang province is one of the localities responsible for providing sand for the horizontal and vertical expressway projects.

At the meeting, according to the report of the People's Committee of An Giang province, there are only 4 mining areas with valid mining licenses in the province with a total area of ​​155.98 hectares and an exploitation capacity of 2.37 million m3/year.

It is expected to allocate 1 million m3 for the Chau Doc - Can Tho - Soc Trang expressway (horizontal axis) through An Giang province and more than 1.5 million m3 for the Can Tho - Ca Mau expressway (vertical axis).

In addition, An Giang province mobilized additional materials from the dredging project to regulate the flow of the Vam Nao River to supply about 3 million m3 for the horizontal highway section through An Giang province and 300,000 m3 for the vertical highway.

Recently, the People's Committee of An Giang province has assigned the Department of Natural Resources and Environment to review and urgently advise on the allocation of sand resources from the Tan Thang Company's mine to supply the Can Tho - Ca Mau expressway with a volume of 1,580,723 m3. At the same time, request a special mechanism to assign mines to contractors for construction in the planned mine areas on the Tien and Hau rivers.

In the coming time, the People's Committee of An Giang province will continue to review, balance and arrange the remaining volume of about 1,509,277 m3 to supply the Can Tho - Ca Mau expressway to ensure compliance with the direction of the Prime Minister.

Reporting at the meeting, according to Mr. Tran Van Thi, Director of My Thuan Project Management Board, the contractor has not been able to bring sand to the project due to procedural problems. For the two mines in operation, including the one managed by Tan Thang Company, the contractor has worked directly with the mine owner but has not been able to receive it because there has not been a decision to adjust the license from the Provincial People's Committee.

The representative of the My Thuan Project Management Board also proposed that there are currently some mines in An Giang that are still in operation and can be used to get sand immediately. Therefore, it is recommended that the Minister of Natural Resources and Environment and the Chairman of the An Giang Provincial People's Committee coordinate the volume of sand from these mines for the Can Tho - Ca Mau Expressway to have materials in time. Later, when other mines complete the procedures, the province will coordinate to return them to the horizontal expressway project.

In response to the proposals of the units, Chairman of the An Giang Provincial People's Committee Nguyen Thanh Binh said that he would resolve the legal procedures for Tan Thang mine as quickly as possible so that it could be exploited soon. An Giang Province also agreed to coordinate the sand reserves as committed, assigning relevant units to calculate flexibly, and coordinate sand between the Chau Doc - Soc Trang project and the Can Tho - Ca Mau project.

Regarding the proposal for the quarry, Chairman of the An Giang Provincial People's Committee Nguyen Thanh Binh affirmed that the local stone reserves are sufficient to supply the projects under construction. At the same time, Mr. Nguyen Thanh Binh also proposed that the Ministry of Natural Resources and Environment support the locality in the exploration and exploitation of the two quarries in Tri Ton and Co To Mountain, so that after the exploitation is completed, it can be used as a reservoir to serve agriculture and develop the tourist landscape.

Concluding the meeting, Minister of Natural Resources and Environment Dang Quoc Khanh said that accelerating the implementation of expressways and key projects in the Mekong Delta is very important for the overall development of the country, including the strategy of developing horizontal expressways connecting the Mekong Delta to the border economic zone, and vertical expressways connecting with Ho Chi Minh City and the Southeast region to promote economic development in the Mekong Delta; therefore, ministries, branches, provinces, cities, investors, and contractors must recognize the common responsibility in the implementation.

Minister Dang Quoc Khanh said that the National Assembly and the Government have allocated resources and issued specific policies and mechanisms to implement transportation projects for the Mekong Delta region, but the implementation of the construction has encountered shortcomings in the management process of exploiting material sources, causing delays in the supply of sand.

Therefore, Minister Dang Quoc Khanh agreed with the plan proposed by the locality to directly provide sand mines to construction contractors to ensure sand reaches the right address. At the same time, contractors themselves must also proactively cooperate and form joint ventures to exploit more sand; not wait or rely on the provinces.

For localities, Minister Dang Quoc Khanh suggested focusing on removing legal procedures to provide materials to construction contractors. However, this must be done in accordance with legal regulations, and violations must absolutely not be legalized. Licensing and exploitation must always be associated with management and supervision. At the same time, with the difficulties proposed by localities, the Ministry of Natural Resources and Environment is always ready to support localities in guiding the implementation of legal documents related to the natural resources and environment sector, experts, technicians, and databases. In addition, the Minister suggested that local leaders coordinate with the Ministry of Transport to implement dredging projects to regulate the flow to proactively have large sources of materials to supply for key projects.

Minister Dang Quoc Khanh also noted that in addition to sand exploitation to serve the implementation of key projects, localities in the Mekong Delta must always focus on preventing landslides, associated with adapting to climate change. The Minister suggested that there should be a comprehensive investigation and assessment of sand and gravel reserves in the area. In management, there must be supervision to ensure that exploitation is in accordance with capacity and design, and to increase surprise inspections to effectively prevent illegal sand exploitation.

Regarding the proposal related to the quarry, the Minister suggested that the locality develop a specific project and report to the Ministry of Natural Resources and Environment for consideration, impact assessment and solutions for An Giang.

The Minister also suggested that localities need to have a mechanism to link and share resources to ensure socio-economic development, protect resources and the environment, and adapt to climate change.
