Many positions on the route have not been relocated.
On October 9, Khanh Hoa Provincial People's Committee announced that in response to the 500-day peak, the provincial leaders have just decided to establish a working group to support and supervise the site clearance work for key projects in Ninh Hoa Town. The working group has 11 members, led by Mr. Tran Hoa Nam, Vice Chairman of the Provincial People's Committee.
Due to site clearance problems, the construction of Song Lop bridge on Khanh Hoa - Buon Ma Thuot highway has encountered many difficulties.
Recently, the site clearance and relocation of technical infrastructure for the construction of the expressway through Ninh Hoa town has been delayed. Therefore, the working group is responsible for supporting, supervising, and promptly guiding the removal of difficulties and obstacles in the process of implementing compensation, support, and resettlement of the Van Phong - Nha Trang expressway and Khanh Hoa - Buon Ma Thuot expressway projects.
According to the report of Project Management Board 7 (investor), by the end of September, the site clearance work for the Van Phong - Nha Trang expressway project had basically completed the main route, but there was still 1.4km that could not be constructed due to technical infrastructure and site clearance problems in some local locations. Localities had only completed 8/20 locations. In addition, 2 transformer station locations of rooftop solar power projects had not been relocated yet.
Houses are on the Khanh Hoa - Buon Ma Thuot highway (section through Ninh Trung commune, Ninh Hoa town).
"In order for the project to be completed before April 30, 2025 as directed by the Prime Minister, the investor proposed that the Provincial People's Committee direct the Ninh Hoa Town People's Committee to be more drastic in site clearance work, striving to hand over clean site by the end of October so that the construction unit can speed up the project's progress," said a representative of Project Management Board 7.
Regarding the Khanh Hoa - Buon Ma Thuot expressway project, the Management Board of Khanh Hoa Province Traffic Construction Investment Project (investor) said that the Ninh Hoa Town Land Fund Development Center has handed over more than 28/31km of land to the investor (nearly 90%).
The 220kV power line crossing the Van Phong - Nha Trang highway forced the contractor to stop construction under the line to ensure safety.
"The investor requested the Ninh Hoa Town People's Committee to direct the Land Fund Development Center to urgently review cases that meet resettlement conditions to submit for appraisal and approval of the plan as soon as the land price is available, shortening the time for compensation and clearance. At the same time, focus on speeding up the site clearance work for the remaining area of the Ha Thanh resettlement area so that the contractor can speed up the construction of project items, especially the connection of electricity and water infrastructure," said Mr. Pham Van Hoa, Deputy Director of the Management Board of Investment and Construction Projects of Transport Works of Khanh Hoa Province.
The relocation of the 220kV power line will be completed by the end of October.
According to the report of Ninh Hoa Town People's Committee, the work of relocating the 220kV power line on the Van Phong - Nha Trang expressway project (section through Ninh Hoa Town), to date, has completed the construction of 15/16 pillar foundations. The town has worked with relevant power units to implement a power cut plan to serve the construction of the power grid relocation to ensure progress and safety.
Regarding the site clearance work for the construction of the Khanh Hoa - Buon Ma Thuot expressway, out of more than 1,000 affected cases, compensation plans have been approved for 850 cases. The remaining cases are undergoing compensation, support and resettlement procedures.
Tan Lam Bridge on Van Phong - Nha Trang Expressway has only been constructed on one side, the other side cannot be constructed because it is located under a high voltage line.
According to the leader of Ninh Hoa Town People's Committee, the difficulty in implementing land acquisition and clearance for the two expressway projects is that according to regulations, assets attached to land created in violation of the law (such as building houses on agricultural land) will not be compensated. However, the locality does not have a legal basis to determine that such assets are created in violation of regulations. Because they have not been inspected and punished promptly when organizations and individuals violate.
" Currently, the preparation of compensation, support and resettlement plans does not have enough legal basis to be implemented because the regulations on price lists for new construction of houses and other construction works attached to land and compensation costs for some works on land and in Khanh Hoa province have expired," Mr. Vo Ngoc Minh, Vice Chairman of Ninh Hoa Town People's Committee explained.
Despite the site clearance problems, contractors have actively constructed many sections to create the shape of the Khanh Hoa - Buon Ma Thuot highway.
Regarding the problem of high-voltage power lines on the Van Phong - Nha Trang expressway project, Mr. Tran Hoa Nam, Vice Chairman of the Provincial People's Committee, Head of the Working Group of Khanh Hoa province, said that the Department of Industry and Trade needs to support the locality, closely coordinate with power transmission units to implement specific plans in the process of relocating the 220kV power lines affected by the projects. The People's Committee of Ninh Hoa town will base on specific timelines to make efforts to handle the problems. The Provincial People's Committee agrees with the plan to handle the two transformer station locations of the local solar power project".
Regarding the Khanh Hoa - Buon Ma Thuot expressway project site, Mr. Nam requested the Ninh Hoa Town People's Committee to urgently report specifically and in detail each case of problems related to compensation, support and resettlement policies.
Taking advantage of the interspersed land, the contractor on the Khanh Hoa - Buon Ma Thuot expressway still maintains construction progress.
The Department of Natural Resources and Environment is assigned the responsibility of inspecting and guiding the resolution of difficulties in the application of regulations on compensation, support and resettlement according to its authority. At the same time, it is required to report, advise and propose contents under the authority of the Provincial People's Committee in accordance with legal regulations before October 10.
The Van Phong - Nha Trang Expressway project through Khanh Hoa is over 83km long (passing through 4 districts and towns: Van Ninh, Ninh Hoa, Dien Khanh and Khanh Vinh). The total investment of the project is over 11,800 billion VND, started in January 2023, and is expected to be completed on April 30, 2025 (8 months ahead of schedule).
The 117km Khanh Hoa - Buon Ma Thuot Expressway is divided into three component projects. The People's Committees of Khanh Hoa and Dak Lak provinces are the investors of component projects 1 and 3, and the Ministry of Transport is the managing agency of component project 2. The project has a total investment of nearly VND 22,000 billion and was started in June 2023.
