Recently, Can Tho has completed 100% of the issuance of electronic chip citizen identification cards to eligible citizens residing in the area. However, the rate of citizens registering and activating electronic identification accounts is not high; there are still many citizens who have not registered and used level 2 electronic identification accounts.

How to register for level 2 electronic identification account
Citizens can register for a level 1 electronic identification account via the VNeID application. However, to have a level 2 identification account, individuals need to register directly with the competent authority. Citizens who are issued a chip-embedded citizen identification card after February 14, 2022 have already registered for a level 2 electronic identification account. To activate and integrate documents at home, individuals only need to download the VNeID application.
In addition, citizens can go directly to the police agency to register for level 2 identification even if they do not have a level 1 identification account. When registering for a level 2 electronic identification account, citizens need to bring: a chip-embedded citizen identification card. Documents that need to be integrated and displayed on the VNeID application, such as health insurance card, driver's license, vehicle registration and tax code information.
