Law on Road Traffic Order and Safety No. 36/2024/QH15 was passed by the 15th National Assembly at the 7th Session on June 27, 2024, effective from January 1, 2025.
In order to implement the Law promptly, uniformly and effectively nationwide, the Prime Minister issued a Plan to implement the Law to specifically define the work content, deadline, completion progress and responsibilities of relevant agencies and organizations in implementing the Law, ensuring timeliness, uniformity, uniformity, effectiveness and efficiency.
Determine the responsibilities and coordination mechanisms between ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities in carrying out activities to implement the Law nationwide. Raise awareness of the Law and the responsibilities of all levels, sectors and people in implementing the Law.
Compile propaganda, dissemination, understanding and in-depth training documents on the Law
One of the contents of the Plan is to compile propaganda documents, disseminate, thoroughly understand and provide in-depth training on the Law and documents detailing a number of articles of the Law.
Specifically, in the fourth quarter of 2024, the Ministry of Public Security will preside over and coordinate with the Ministry of Transport and relevant ministries to compile common documents to serve the work of propaganda, dissemination, and understanding of the Law and documents detailing a number of articles of the Law.
The Ministry of Public Security compiled specialized training materials for officers and soldiers working to ensure road traffic order and safety of the Ministry of Public Security.
The Ministry of Transport compiles specialized training materials for officials and civil servants working in advisory and state management of road traffic order and safety of the Ministry of Transport.
The People's Committees of provinces and centrally run cities, based on the specialized training documents of the Ministry of Public Security and the Ministry of Transport, compile specialized training documents for police officers and soldiers, officers and civil servants of departments, and issue them at provincial, district and commune levels to ensure order and safety of road traffic.
According to the Plan, organize a Conference to disseminate the Law and documents detailing a number of articles of the Law.
Organize propaganda and widespread dissemination of the Law and documents detailing a number of articles of the Law with appropriate content and forms for each specific subject to raise awareness and understanding of cadres, civil servants, armed forces and people.
Integrating and mainstreaming legal knowledge on road traffic order and safety into the curriculum
The Ministry of Education and Training shall preside over the organization of legal education on road traffic order and safety for children of preschools and students of general education institutions; the Ministry of Labor, War Invalids and Social Affairs shall preside over the organization of legal education on road traffic order and safety for students of vocational education institutions.
Specifically, integrating and mainstreaming legal knowledge on road traffic order and safety into the curriculum in preschool, primary and secondary schools.
Compile and organize teaching of legal knowledge on road traffic order and safety for students at high schools and vocational training institutions.
Direct the management agencies of high schools and vocational education institutions to guide high schools and vocational education institutions to prepare facilities and motorbikes to coordinate with the Traffic Police force to organize instructions on practicing safe motorbike driving skills.
Develop guidelines on the scope of operation of four-wheeled motor vehicles, construction material and waste transport vehicles.
Drafting documents detailing the implementation of the Law, including 07 Decrees of the Government, 01 Decision of the Prime Minister and 36 Circulars of relevant ministries.
Before November 15, 2024, the Provincial People's Committee shall develop a document guiding the scope of operation of rudimentary vehicles, four-wheeled motorized cargo vehicles, and four-wheeled motorized passenger vehicles in the locality; the operation of environmental sanitation vehicles, cars carrying construction materials and waste; regulations on the use of motorbikes, mopeds, and rudimentary vehicles for passenger and cargo transportation business in the locality as prescribed in Clause 6, Article 35, Clause 4, Clause 5, Article 44, Clause 2, Article 47, Clause 2, Article 48 of the Law on Road Traffic Order and Safety 2024.
The Ministry of Public Security shall preside over and coordinate with ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities to ensure resources for the implementation of the construction of a database on road traffic order and safety; a traffic command center; a database system on driving license points; testing legal knowledge on traffic order and safety for those whose driving licenses have been revoked; building, managing, operating and using a monitoring system to ensure road traffic security, order and safety; a data management system for journey monitoring devices and driver image recording devices; full vehicle registration; a license plate auction management system; management of traffic signal systems; handling of administrative violations in the field of ensuring road traffic order and safety.
