
The Department of Education and Training (DET) of Ho Chi Minh City has just issued instructions on implementing Resolution 04/2025/NQ-HDND of the City People's Council on special policies to support tuition fees for preschool children under 5 years old, high school students studying at public and non-public educational institutions and high school continuing education students in the city from the 2025-2026 school year.
The subjects eligible for tuition exemption are preschool children under 5 years old, high school students, and continuing high school students studying at public educational institutions in the area. Preschool children under 5 years old, high school students studying at non-public educational institutions in the area, excluding students studying at educational institutions with foreign investment.
The specific support level is divided into 2 groups. Group 1 includes students studying at schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan. Group 2 is in districts Binh Chanh, Hoc Mon, Cu Chi, Nha Be, Can Gio.

For students studying at public schools, the People's Committee of Thu Duc City and districts allocate the estimated tuition support budget according to Resolution 04 to public preschool and general education institutions and affiliated units according to the management hierarchy to make payments to beneficiaries who are studying, paid through educational institutions.
For students studying at non-public schools, the Department of Education and Training is responsible for paying and settling tuition support funds according to Resolution 04/2025/NQ-HDND directly to parents (or guardians) of students and trainees or authorizing educational institutions to pay and settle with the Department of Education and Training.
For educational institutions under the Department of Education and Training, the Department will allocate the estimated tuition support budget according to Resolution 04/2025/NQ-HDND to educational institutions to make payments to beneficiaries who are studying, paid through educational institutions.
For students studying at non-public schools under the Department of Education and Training, schools under the management of other departments and universities in the city, based on information provided by the units, the Department will provide advance funding for special policies to support tuition fees according to Resolution 04/2025/NQ-HDND. No later than 30 working days from the date of receiving the funds, the unit will make payment to the beneficiaries.
For transparency in the payment process, the Department recommends that units pay attention to non-cash payment methods (transferring money to parents and students).
The People's Committee of Thu Duc City and districts shall report the forecast number of students for the 2025-2026 school year to the Department of Finance and the Department of Education and Training before April 10.
