Hong Phong (Bac Binh): Maintaining and improving the quality of new rural criteria

Efforts to overcome difficulties

We returned to Hong Phong commune in the sunny days of March. The new rural face of the heroic land of the past has gradually changed. Each village road and alley is increasingly green and clean, with many spacious houses. The whole commune has 2 villages with 410 households and more than 1,600 people. The local people mainly live on farming, raising livestock and doing business services, although there are still many difficulties, but they are more and more stable than before.

The leaders of Hong Phong commune said that the locality started the construction of the new rural area with a low starting point, and people's lives were still difficult. However, with the determination and efforts of the entire political system and the consensus of the people in the commune, they were determined to successfully implement the commune meeting the new rural standards and be recognized by the People's Committee of Binh Thuan province as meeting the new rural standards in 2023. Since then, the cadres and people of Hong Phong commune have determined that building the new rural area has no starting point and no ending point, requiring the process of building the new rural area to be continuous, long-term, and unceasing. Therefore, the locality continues to consolidate, maintain standards, and raise standards of the new rural criteria, newly invested in infrastructure, improved cultural, material, and spiritual life of the people, and maintained political security and social order and safety in the locality.

It can be mentioned that in 2024, Hong Phong commune was assigned by the People's Committee of Bac Binh district to implement 15 advanced NTM criteria, including criterion No. 2 (traffic), criterion No. 3 (irrigation and disaster prevention), criterion No. 5 (education), criterion No. 6 (culture), criterion No. 8 (information and communication), criterion No. 9 (residential housing), criterion No. 10 (income), criterion No. 11 (multidimensional poverty), criterion No. 12 (labor), criterion No. 14 (healthcare)... Through implementation, at the end of 2024, Hong Phong commune was recognized by functional sectors as meeting 6 advanced NTM standards, including criteria No. 3, 4, 6, 8, 9, 10. In addition, there are 4 more sub-criteria recognized as meeting advanced standards, including sub-criterion 13.7, sub-criterion 15.1, sub-criterion 15.2 and sub-criteria 17.11.

Striving to become an advanced rural commune by 2025

Currently, Hong Phong continues to strive to build up to the standards of an advanced NTM commune. Based on that goal, the commune has been focusing on synchronous solutions to maintain and improve the quality of the achieved criteria in a substantial, sustainable and increasingly perfect manner. In particular, the core content in implementing the goal of building an advanced NTM commune is to develop the economy, increase people's income, continue to form and develop concentrated production areas with key products associated with production linkages according to the value chain. At the same time, improve the quality of products to access the market, focus on solving urgent problems such as waste treatment, environment... In addition to mobilizing social resources to invest in and upgrade essential infrastructure, works directly serving production in accordance with the requirements and aspirations of the people.

According to Mr. Huynh Dong Duoc - Vice Chairman of Hong Phong Commune People's Committee, the task of implementing the new rural construction of the commune in 2025 is quite heavy. Therefore, the locality is focusing on drastic synchronous solutions to maintain the standards of 6 criteria and 4 sub-criteria achieved in 2024. At the same time, striving to achieve the standards of the remaining criteria to complete the commune meeting the advanced new rural standards in 2025.

To achieve this goal, the commune has been focusing on building specific and detailed plans, assigning tasks to members of the steering committee, working groups, etc., attaching personal responsibility to the results of each task. Along with that, regularly following the village to support, help, remove difficulties and obstacles, and propagandizing and mobilizing people to implement together. On the other hand, promoting the combined strength of the entire political system to propagate to all people to identify that building a new rural area is the responsibility of the people, the people must be the subject and participate actively and voluntarily, only then will it be effective and sustainable.
