More than 26,000 billion VND to expand National Highway 1 and National Highway 22

(TN&MT) - The Department of Transport has just submitted to the Ho Chi Minh City People's Committee the expansion of National Highways 1 and 22 at the North-West gateway of the city, with a total investment of more than VND 26,600 billion to solve traffic congestion.

The above two projects have completed their pre-feasibility studies. These are two of five investment projects to upgrade existing roads in Ho Chi Minh City implemented under the BOT (build-operate-transfer) method, after Resolution 98 on special mechanisms allowed the city to apply.

Accordingly, National Highway 1 through Binh Tan and Binh Chanh districts will be upgraded with a total length of nearly 10 km, starting at the intersection with Kinh Duong Vuong Street, and ending at Long An. The road surface will be expanded from 6 lanes to 10-12 vehicles, reaching a width of 60 m as planned. On the route, major intersections will be built at different levels (overpasses or underpasses). Binh Dien Bridge will also be expanded to synchronize traffic along the entire route.

The total investment of the project is currently estimated at about 16,270 billion VND, including interest during construction. Of which, the budget contributes 59% (more than 9,600 billion VND), the remaining 6,659 billion is mobilized by the investor (accounting for 41%). After completion, the investor is expected to collect fees to recover capital within 21 years and 10 months.

National Highway 1 is the main gateway connecting Ho Chi Minh City to the Western provinces, connecting many major roads such as Vo Van Kiet Avenue, Nguyen Van Linh, and Ho Chi Minh City - Trung Luong Expressway. For many years, there have been frequent traffic jams and potential accidents due to the narrow road surface, and the city has not been able to build a median strip to separate the car and motorbike lanes.

In addition to National Highway 1, National Highway 22 through District 12 and Hoc Mon District will also be upgraded on a section of more than 8 km, from An Suong Intersection to Ring Road 3. The project has a scale of expanding the road surface to 60m, 10 lanes, large intersections are built at different levels to reduce intersections with surrounding roads. Of which, 4 lanes in the middle of the route will be designed for fast vehicles at 80 km/h, the remaining lanes on both sides will be for vehicles running at 60 km/h.

The project is currently estimated to have a total preliminary investment of about VND10,451 billion, including interest during construction. Of which, state capital accounts for more than 59% (about VND6,234 billion), the rest is mobilized by investors. The project enterprise is expected to collect fees to recover capital in 23 years and 10 months.

According to the Department of Transport, after being upgraded, National Highway 22, along with projects that have been and are being implemented in the area such as Ring Road 3, Ring Road 4, Ho Chi Minh City - Moc Bai Expressway, will form a complete traffic network in the western part of the city, connecting the Southeast region. This system will contribute to opening up new development space.

According to the plan, the two projects to upgrade National Highways 1 and 22 will have land clearance from this year, while completing procedures and selecting investors. Construction will begin in 2026, and be completed and put into operation two years later.

Along with the above two projects, the Ho Chi Minh City Department of Transport has also completed the pre-feasibility study report on two other gateway road upgrade projects under the BOT model, including National Highway 13 (Thu Duc City) and the North-South axis road (District 7, Nha Be).
