Resolution of the 17th Ha Giang Provincial Party Congress, term 2020 - 2025 (Resolution No. 07-NQ/DH, dated October 17, 2020) sets out 5 key tasks and 3 breakthroughs in the development goals for the term 2020 - 2025, orientation to 2030, vision to 2045.

Pursuant to Resolution 07-NQ/DH, the People's Committee of Ha Giang province has also issued an Action Program to implement the Socio-Economic Development Plan for the 2021-2025 period and over 160 plans and thematic programs for the 2021-2025 period to concretize the goals of the Central and Provincial Party Committees...

In particular, the province has paid attention to the field of cultural and social development and achieved many advances. The quality of teaching and learning, medical examination and treatment, and people's health care has been improved. Administrative procedure reform has undergone comprehensive changes. The digital transformation program has been implemented synchronously and extensively in all three aspects: digital government, digital economy, and digital society.

At the same time, the province also promotes resource management, environmental protection, natural disaster prevention and control, and climate change response; strengthens national defense, security and foreign affairs; maintains independence and sovereignty; ensures political security, order and social safety.

It is estimated that by the end of 2025, the whole province will have 2 district-level units meeting new rural standards (Ha Giang city and Bac Quang district); 82 communes meeting new rural standards (an increase of 38 communes compared to 2020).

In addition, the transport infrastructure is increasingly complete. There have been 43 important projects started, including 1 national key project, the Tuyen Quang - Ha Giang Expressway Project (phase 1), the section through Ha Giang province. Basically, the national highways have been upgraded to reach level IV mountainous areas. 7 provincial roads have been renovated and upgraded (including: DT.176, DT.176B, DT.177, DT.178, DT.183, DT.182B, Pa Vi - Xin Cai - Landmark 456 road). District and commune roads have been invested synchronously.

Tourism activities have grown strongly, with the average annual number of tourists in the 2021-2025 period increasing by 26% compared to the previous period.

Ha Giang also focuses on developing high-quality agricultural products according to the value chain, focusing on developing "5 trees and 3 animals" (including temperate fruit trees, Shan Tuyet tea, medicinal herbs, high-quality rice, buckwheat, yellow cows, local pigs and mint bees), suitable to the advantages of the sub-regional climate, soil, and farming practices of the people.

Along with that, Ha Giang also actively applies production according to safety standards, exploits geographical indications and protects product trademarks to build brands for typical agricultural products. The whole province has 6 products certified with geographical indications and 3 products certified with collective trademarks.

In the period of 2020-2025, Ha Giang province has organized training for about 75,000 people, creating jobs for 140,980 workers. 130,653 poor households and policy beneficiaries have received credit loans to develop production. 3,615 households have renovated mixed gardens with an area of ​​280.7 hectares, with economic efficiency and average household income 2-3 times higher than before the renovation.

The province has supported the construction of houses, the elimination of temporary houses, and dilapidated houses for meritorious people, poor veterans, and poor households from socialized capital for over 4,280 houses with a budget of VND 255.51 billion. In addition, the province has supported over 18,400 houses for poor and near-poor households from capital sources of national target programs.

In 2024 alone, the province's socio-economic situation has achieved remarkable results. Notably, 31/36 targets met and exceeded the plan (accounting for 86.1%); 05/36 targets did not meet the plan (accounting for 13.9%).

The total product in the province in 2024 is estimated to reach 7% (the plan is to increase by 7.5% compared to 2023). The total social investment capital is estimated at 14,200 billion VND, reaching 100% of the plan. Tourism has grown strongly, the number of tourists in the year reached 3.286 million, an increase of 8.8% compared to 2023, reaching 102.6% of the plan; continue to effectively implement communication activities to promote the brand "Ha Giang - Asia's leading emerging tourist destination".

In 2025, Ha Giang province aims to accelerate, break through, and successfully complete the Resolution of the 17th Party Congress.
