Accordingly, in 2023, the Department of Natural Resources and Environment of Ho Chi Minh City (DONRE) issued certificates of land use rights, house ownership rights and other assets attached to land (pink books) for 22,147 houses, exceeding the 2023 plan of 22,000 records. Thus, in Ho Chi Minh City, there are only about 60,000 houses that have not been granted pink books. The number of houses that have not been granted pink books is mainly concentrated in 4 groups:
First is the group of more than 30,000 houses that are late in submitting their applications for certificates. The Department of Natural Resources and Environment has requested clarification of the reasons and difficulties of businesses in late submission of applications for certificates of land use rights for projects, thereby urging them to submit their applications.
There are still many apartments in Ho Chi Minh City that have not been granted pink books.
The second group is more than 10,000 apartments in 29 projects that have not been granted certificates due to problems with a new type of real estate that has not been regulated in legal documents. The implementation of granting certificates for this type is awaiting guidance from the Ministry of Natural Resources and Environment.
The third group is nearly 20,000 apartments in 39 projects that must fulfill additional financial obligations.
Finally, more than 8,200 apartments in 18 projects are being inspected, checked and investigated.
Previously, to speed up the issuance of pink books for land for commercial housing projects in the city, the Department of Natural Resources and Environment also issued a plan to implement groups of solutions to remove difficulties and obstacles. This includes coordinating with the Ho Chi Minh City Tax Department, Tax Departments of districts and Thu Duc City to immediately remove obstacles arising within their authority to speed up the process of determining the financial obligations of home buyers in the projects.
In addition, the Department of Natural Resources and Environment has urged project enterprises and investors to notify home buyers to submit documents to carry out procedures for granting pink books... At the same time, the Department also officially operates and exploits the connection and sharing of cadastral databases according to the inter-departmental plan No. 5104 of 2020. From there, the connection and integration to operate between the administrative procedure settlement information system and the land database according to the policy of the Ho Chi Minh City People's Committee and the Department of Natural Resources and Environment.
