16th Provincial Party Conference (Term XXII)

Comrades Luong Nguyen Minh Triet - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Van Dung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation chaired the conference.

The report on the work situation in the first 6 months of the year presented by the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Le Van Dung, said that the Party Committee has focused on Party building and rectification. Up to now, the work of consolidating key leadership positions of the province has been basically completed, creating high consensus and unity within the Party Committee; supplementing the planning for the 2020-2025, 2021-2026 and 2025-2030, 2026-2031 terms.

Specifically, the Central Organizing Committee is requested to decide to remove from the planning the key leadership positions of Quang Nam province for the terms 2020 - 2025, 2021 - 2026 and the terms 2025 - 2030, 2026 - 2031 for 3 cases; decide to remove from the planning 22 cases.

Supplementing the planning of leadership and management positions at the provincial level for 32 cases; supplementing the planning of the Provincial Party Committee for the 2020-2025 term for 5 comrades, and the 2025-2030 term for 11 comrades.

Supplementing the planning of the Provincial Party Standing Committee for the 2020 - 2025 term for 4 comrades, for the 2025 - 2030 term for 3 comrades; supplementing the planning of the Provincial People's Council Chairman for the 2021 - 2026 term for 1 comrade, for the 2026 - 2031 term for 2 comrades; supplementing the planning of the Provincial People's Committee Chairman for the 2026 - 2031 term for 2 comrades.

As of June 30, 2024, the province admitted 987 new party members, reaching 51.95% of the resolution target; in which, the work of developing party members among students, university students, and non-state units has changed positively.

Regarding the implementation of Notice No. 581, dated June 30, 2023 of the Central Inspection Commission, through review, there are 16 party organizations and 124 individuals with shortcomings and violations that must be reviewed and considered for responsibility.

Up to now, the review, consideration of responsibility, and disciplinary action against violating organizations and individuals have been basically completed. The review process has been conducted with the right subjects, content, and procedures, ensuring seriousness, strictness, democracy, and objectivity.

In the economic field, the report assessed that with the drastic direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the high determination in the direction and administration of the Provincial People's Committee, along with the efforts of sectors and localities, the socio-economic situation in the first 6 months of 2024 tends to recover positively compared to 2023 and develop in most areas.

The province's gross regional domestic product (GRDP) increased by 2.7% over the same period last year; ranking 26th in terms of GRDP scale compared to 63 provinces and cities nationwide. The economic scale reached nearly 59,000 billion VND (at current prices).

The growth rate of the industrial and construction sector increased by 4.7% over the same period in 2023. Particularly in the second quarter of 2024, the industry recovered and grew positively with an increase of 14.8%, an impressive growth rate after a series of difficult times since the beginning of 2023.

The trade and service sector grew well, tourism activities were bustling and continued to grow thanks to the recovery of the international tourist market. The growth rate of the trade and service sector increased by 4.4% compared to the same period in 2023. Tourism revenue reached VND 3,870 billion, up 11% and social income from tourism reached VND 9,095 billion.

Total state budget revenue in the first 6 months reached VND 12,221 billion, equal to 51.8% of the resolution (VND 23,600 billion) and increased by 2.5% over the same period in 2023; of which, domestic revenue was VND 10,152 billion (reaching 50.51%) and import-export revenue was VND 3,224 billion (reaching 59%).

Synchronously implement tasks on Party building

Recognizing the limitations, in the remaining 6 months of 2024, the Provincial Party Standing Committee identified 9 groups of key tasks and solutions, emphasizing the requirement to synchronously and effectively implement tasks and solutions on Party building work.

With this requirement, according to the Provincial Party Standing Committee, the whole province focuses on organizing the study, dissemination, propaganda and implementation of resolutions, directives and conclusions of the Central and the province to ensure timeliness, practicality and effectiveness, especially the resolutions at the 9th and 10th Central Conferences of the 13th tenure.

Strengthen the direction of organizing thematic activities, organizing conferences to update and foster new knowledge for key officials. Promote propaganda work on the Party's guidelines, policies and laws of the State; holidays, political, economic and social events taking place in the province. Effectively carry out the work of protecting the Party's ideological foundation, fighting against false and hostile information and viewpoints.

According to comrade Le Van Dung, the province continues to review and supplement the planning of the Provincial Party Committee, the Provincial Party Committee Standing Committee and the leadership and management positions at the provincial level for the terms 2020 - 2025, 2021 - 2026; 2025 - 2030, 2026 - 2031.

Consolidate and perfect the personnel of leadership and management positions; review, mobilize and arrange cadres associated with the work of arranging administrative units and preparing personnel for party congresses at all levels for the 2025-2030 term. Organize recruitment exams and selection of staff; arrange the organizational apparatus associated with restructuring the team of cadres, civil servants and public employees.

Review responsibilities, promptly replace, transfer, and change positions for those who fail to complete tasks, show signs of avoiding or shirking responsibility in performing official duties.

Continue to improve all types of grassroots party organizations, do a good job of developing new party members. Focus on reviewing, assessing, examining, verifying, and advising on political standards to serve the personnel work of party congresses at all levels for the 2025-2030 term...

Under the direction of the conference chair, representatives of the leaders of the Provincial Party Committee's Propaganda Department, the Provincial Party Committee's Organization Department, the Provincial Vietnam Fatherland Front Committee, the Department of Planning and Investment, the Department of Construction and localities, Vice Chairman of the Provincial People's Committee Ho Quang Buu... spoke, providing more information on the results achieved, the notes set out according to the fields and sectors in charge. At the same time, analyze the causes of the limitations and propose solutions in implementing the tasks in the last 6 months of 2024.
