VietNamNet introduces the full text of the speech of Minister of Information and Communications Nguyen Manh Hung at the 70th Anniversary (1953-2023) of the Establishment of the School of Posts and Telecommunications (the predecessor of the Academy of Posts and Telecommunications Technology) taking place on September 17, 2023.

Today is truly a great festival of the school, with all generations gathered here. In the joyful and exciting atmosphere of generations of cadres, lecturers, researchers, students and pupils of the Academy of Posts and Telecommunications Technology, I am very happy to attend and share in a meaningful event, filled with the warm feelings of teachers, colleagues and friends of the Academy.

On the occasion of the 70th anniversary of the establishment of the Post and Telecommunications School, the predecessor of today's Academy of Posts and Telecommunications Technology, on behalf of the Party Executive Committee and the leadership of the Ministry of Information and Communications, I would like to send my best wishes and warmest congratulations to generations of cadres, workers, lecturers, researchers and students of the Academy.

On this occasion, I would like to send my regards and sincere thanks to the veteran leaders of the Information and Communications Industry, VNPT Group and the leaders of the Academy of all periods, generations of teachers and students, those who have accompanied the 70 years of construction, growth and development of the Postal School and now the Academy.

70 years ago, in 1953, just 8 years after the successful revolution, our Party and State, right in the fierce resistance period, decided to establish a separate school to train human resources for the postal sector.

The initial mission was to train the elite class, the industry leaders, the department heads, and the large number of practical and implementing forces. The school's training methods may change, the professions may expand, but the original mission should and must be maintained by the Academy.

The postal sector has continuously developed along with the development of the country and the times. From post to post and telecommunications, then to IT and CNS, then merged with journalism, broadcasting, publishing, media and grassroots information. Today, we are the Information and Communication (ICT) sector. In almost every stage of development, we have had a separate university for the sector, demonstrating the strategic vision of generations of leaders on the importance of human resource training.

Currently, the Information and Communications sector has a complete set of three training institutions: an Information and Communications University, an Information and Communications College and an Information and Communications Officer Training School. All three schools of the Ministry must provide training in all fields of the Ministry, must be the number one school in training in the fields of the Information and Communications sector, and must be the number one school in meeting the human resource needs of the Information and Communications sector. The Academy must always keep abreast of the development of the Ministry, the Sector, the country and the times.

Over the past 70 years, along with the historical stages of the nation, the school has undergone many name changes, from the Post and Telecommunication School to the University of Information and Communications Technology and now the Academy of Posts and Telecommunications Technology. But in every stage, the school has fulfilled its noble mission of cultivating people.

The school has trained a team of competent and dedicated scientific and technical staff and management professionals, promptly meeting the needs of the Industry throughout the revolutionary periods, from the resistance war against colonial invaders, then to the liberation of the South, the reunification of the country, and then the Renovation and now the building of Vietnam into a developed country with high income.

On the occasion of the 70th anniversary of its tradition, the Academy held an inauguration ceremony for the memorial stele at the first headquarters when the Post and Radio School was established in Phu Xuyen commune, Dai Tu district, Thai Nguyen province. This is a very meaningful activity for generations of teachers and students of the Academy.

This is not simply a memorial stele but also a gratitude of the staff, lecturers and students of the Academy today for the silent contributions and sacrifices of the first generations of teachers and students of the school. Without preserving the past, there will be no identity and it will not go far. For a kite to fly high, it must have a string to hold it to the root, otherwise the kite will be blown away by the wind and fall. Gratitude must always be a core value of the Academy.

Today, many former students of the school are present here. Returning to the old school, meeting teachers, friends, and old memories is always a great happiness. The former students are always an inseparable part of the school. They studied here, then went out to work and grew up, but in their hearts there is always nostalgia, always wanting to return.

Many people want to contribute, even just a little bit, a small drop of water to the school, that is, to contribute to the training career, to the future generations of the country, hoping for better training quality at the school, hoping for the next generations of students to be more successful. Rivers and oceans are also from drops of water.

Harvard University in the US has years when over 40% of its revenue comes from donations from philanthropists and alumni. The Academy should accept these donations to invest in the school’s facilities, especially practice labs and research laboratories.

Our industry is entering the second Innovation period, with many important new features. The Academy needs to deeply understand these changes to innovate training.

In the second innovation, the content of telecommunications has changed. Telecommunication infrastructure, which was originally a communications infrastructure, has now become the infrastructure of the digital economy, called digital infrastructure, participating in all aspects of socio-economic life. In addition to telecommunications, digital infrastructure also includes cloud computing, the Internet of Things, providing digital technology as services and digital platforms with infrastructure in cyberspace.

Digital infrastructure is the infrastructure of digital transformation. Digital infrastructure is to digitize the real world and form a new space, digital space, also known as cyberspace. Humans have a new space, cyberspace, to live, work and create. For the first time, instead of consuming and depleting resources, humans have created a new, unlimited resource, which is digital data.

The first innovation was mainly based on foreign technology, the second innovation must be mainly based on technology developed in Vietnam. We have researched and produced telecommunications network equipment, mastered digital platforms, cloud computing technology, and IoT platforms. The first innovation focused on the domestic market. The second innovation is also going abroad to conquer the international market.

The first innovation is to popularize telecommunications and the Internet. The second innovation is to popularize digital technology to every business, household, and citizen so that they have modern tools to do business, like popularizing electricity and water. Instead of popularizing services, we popularize modern labor tools, turning expensive labor tools into cheap services.

In the second innovation, digital technology becomes the basic productive force, digital human resources and digital talents become basic resources, and digital innovation becomes the basic driving force for development. Minister Nguyen Manh Hung

The second innovation must emphasize the ethical aspect of technology, the responsible use of new digital technologies, especially AI. Because digital technology has the power to destroy as well as the power to develop prosperity.

In the second innovation, digital technology becomes the basic productive force, digital human resources and digital talents become basic resources, and digital innovation becomes the basic driving force for development.

Each industrial revolution creates a breaking point in the development process. At that time, the future will not lie on the extension of the past. This is also the time when the big dreams of the Academy will have the opportunity to be realized. At this time, the bigger the dream, the more opportunity to be realized.

The digital technology of the fourth industrial revolution will expand the limits of the Academy. The major and long-standing difficulties of the Academy for decades, such as lack of teachers, lack of quality learning materials, lack of practice labs, lack of land, lecture halls, lack of connection with alumni, slow growth of the Academy, etc., will be solved with new approaches.

In 2023, PTIT's total enrollment target for full-time university students is 4,345 for both training facilities in Hanoi and Ho Chi Minh City.

Changing your perspective and approach can turn a very difficult, impossible task into a feasible one. Big dreams and new perspectives are the signs and conditions to become a leader in the digital transformation era. Academy leaders must be leaders in the digital transformation era.

Each generation must inherit the past and open the future. Only then will the flow of the Academy continue. The Academy has a new generation of young, enthusiastic, united and ambitious leaders. Let's go our own way and write the story of our generation. Let's go to a new destination. Find the next generation and leave so that another generation can write a new page of the Academy.

The best way to honor the previous generations is to make the Academy develop to a new height. Today's generation has more conditions than the previous generation, so it must have bigger dreams and make greater contributions to the Academy. Today's generation of Academy leaders must take this responsibility. If they do not do so, the Academy will only have a past without a future, and the Academy will decline. And then the generations of the Academy's fathers and brothers, the Academy's alumni, will have no place to return to. That is a mistake to our fathers and brothers!

I hope that all cadres, employees, lecturers, researchers, trainees and students of the Academy will continue to promote the pioneering spirit, leading the way and the 10 golden words: "Loyalty - Courage - Dedication - Creativity - Compassion" of the Industry, with the motto of action: "Set an example - Discipline - Focus - Breakthrough", to successfully implement the strategic goals of the Academy by 2030.

The Ministry of Information and Communications is always by the side of the Academy, guiding and creating the best conditions for the Academy to develop into a leading university in Information and Communications in Vietnam, in the region and in the world. Along with you is not only the Ministry of Information and Communications but also the entire Information and Communications industry. Because the development of the Academy will contribute significantly to the development of the Industry and the Ministry.

Wishing all cadres, employees, lecturers, researchers and students of the Academy with new mission, new faith and new energy will always be happy, healthy and continue to contribute their intelligence and efforts to the development of the Academy, the Industry and the Country!
