Applicants must be Vietnamese citizens, born between January 2, 2008 and January 1, 2011; currently in grades 8, 9, or 10; have good academic and extracurricular achievements; and be proficient in English. The announcement did not specify the number of scholarships.
After the application round, students take three tests in Math, English and an IQ test. Finally, there is an interview round to select the best candidates. Students are notified a week in advance of the test and interview locations in three cities: Hanoi, Da Nang and Ho Chi Minh City.
If admitted, students will be sponsored to study two years of high school and two years of university preparation at public schools designated by the Singapore government.

The Singapore Ministry of Education ASEAN Scholarship for secondary school students (from Grade 8 to Grade 10) usually accepts applications in February every year. This is considered the most prestigious scholarship for secondary school students.
During a group meeting in June 2023 between the two countries’ education ministries, Singapore announced that it would increase scholarships for outstanding Vietnamese high school students. In recent years, about 30-40 Vietnamese high school students have received these scholarships each year.
