Complete the removal of temporary and dilapidated houses before June 20

At the meeting, the Provincial People's Committee reviewed the progress of the program to eliminate temporary and dilapidated houses in the province.

According to the report of the Department of Construction, the whole province has 1,638 households approved for support to eliminate temporary and dilapidated houses according to Resolution No. 01/NQ-HDND dated February 20, 2025 of the Provincial People's Council. The whole province has 185 households that no longer need support, have lost or are not eligible for support. 51 households have changed their needs, of which 18 households have changed their needs from new construction to repair; 33 households from repair to new construction.

As a result, 1,453 households have started to build new houses and repair houses (692 households built new houses, 761 households repaired houses). According to the reports of localities as of April 13, 2025, 695/773 houses have been repaired, reaching 90% (Nam Sach district has completed 100%); 170/680 houses have been newly built, reaching 25%.

The total budget allocated for the program as of April 13, 2025 is nearly 86.4 billion VND.

Standing Vice Chairman of the Provincial People's Committee Luu Van Ban suggested that immediately after the conference, localities should develop a "countdown clock" plan to implement in difficult cases, focusing on houses for people with meritorious services, urging and supporting families to urgently complete according to the committed goals.

According to local reports, the total disbursed budget is nearly 64.4 billion VND, of which 41.5 billion VND is for new construction and the rest is for repair. The additional budget needed for the program is nearly 20.7 billion VND.

To speed up the implementation of housing support for people with meritorious services to the revolution, relatives of martyrs, and the elimination of temporary and dilapidated houses in the province, the Department of Construction proposed that the Provincial People's Committee review and submit to the People's Council an adjustment to Resolution No. 01/NQ-HDND dated February 20, 2025 on housing support for households with meritorious services, relatives of martyrs, poor households, and near-poor households in the province; approve the adjustment of the Project to Support People with Meritorious Services and Relatives of Martyrs in Housing in the province.

Director of the Department of Construction Nguyen Hoai Long reported on the progress of the program to eliminate temporary and dilapidated houses.

Vice Chairman of the Provincial People's Committee Nguyen Minh Hung requested the Department of Construction and the Department of Finance to check the regulations on allocating funds for the program from the central budget.

Concluding this content, Chairman of the Provincial People's Committee Le Ngoc Chau acknowledged and commended the departments and branches, especially the 12 localities, for their determination and responsibility in implementing the program to eliminate temporary and dilapidated houses.

In the coming time, localities must implement the committed progress, by June 20 at the latest, the entire area must complete the program of eliminating temporary and dilapidated houses, exceeding the target assigned by the Government this year. This week, it is necessary to review households with relatively large construction scale, make progress plans, do ideological work, and support human resources to shorten the progress, ensuring the achievement of the target.

Based on the functions and tasks of each department, coordinate to guide families to complete procedures and documents for granting land use right certificates.
