Many issues need to be resolved by central ministries and branches
According to the general summary report on the project implementation progress, up to now, 3 provinces and cities (Hanoi, Bac Ninh, Hung Yen) have approved the plan and recovered 1,306.06/1,390.63 hectares of land, reaching 93.92%, and moved 11,540/15,556 graves, reaching 74.18%.
Secretary of the Hanoi Party Committee Dinh Tien Dung inspected the construction of the Ring Road 4 project in Hung Yen province.
Of which, Hanoi city completed with the highest rate, specifically reclaiming 764.0/791.35 hectares of land, reaching 96.54%, moving 8,718/10,082 graves, reaching 86.42%. Hanoi also started and organized the construction of 12/13 resettlement areas.
Hung Yen province has reclaimed 195.6/230.2 hectares of land, reaching 85%, and relocated 2,587/3,743 graves, reaching 69%. The province has organized construction of 5/11 resettlement areas and 2/7 cemetery renovation and expansion areas.
Bac Ninh province has reclaimed 346.46/369.08 hectares of land, reaching 93.87%, and relocated 1,071/1,731 graves, reaching 61.87%. The province has organized the construction of 2/12 resettlement areas, the remaining areas are expected to be built in the second quarter of 2024.
With component project 2.1 (in Hanoi), 32 construction sites were organized along the entire parallel route, including 23 road construction sites and 9 bridge construction sites.
With component project 2.2 (in Hung Yen province), 4 road construction teams have been organized. Up to now, about 59,107/794,024m3 of organic soil has been removed onto the roadbed, and about 49,256/727,675m3 of sand has been added.
With component project 2.3 (in Bac Ninh province), the parallel road is divided into 3 segments corresponding to 3 construction packages, of which 3/3 segments have approved construction drawing designs and estimates.
The section from the border with Hung Yen province to National Highway 38 will have 10 construction teams (including 8 road construction teams and 2 bridge construction teams) in January 2024. The remaining sections are expected to start construction in the first quarter of 2024.
In the coming time, the three localities will focus on site clearance for the remaining 84.57 hectares and complete the relocation of 4,016 graves before March 31, 2024.
With the component project group implementing investment in parallel road construction, the 3 provinces and cities strive to complete the sections that do not require weak ground treatment in 2024, and complete the remaining sections in 2025.
With component project 3 (PPP project), strive to complete in the third quarter of 2024, construction will start in the early fourth quarter of 2024, on the occasion of the 70th anniversary of the Liberation of the Capital.
At the conference, leaders of 3 localities, representatives of ministries, branches, design consultants, and construction contractors exchanged and discussed to clarify the implementation results of component projects, raised difficulties, problems, and made proposals and recommendations to ministries, branches, and the Government.
Hung Yen Provincial Party Secretary Nguyen Huu Nghia suggested that the Steering Committee recommend to the Government to remove the biggest difficulties of the province in site clearance, which are the resettlement mechanism for enterprises and the relocation of power infrastructure works.
Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan said that after 16 months of implementation, with the determination of the three localities and the support of central ministries and branches, the Ring Road 4 project has made a big step forward, major obstacles and difficulties have been resolved; the shape and basic features of the project have been formed. The Steering Committee operates very effectively, the coordination mechanism is smooth; Hanoi has a very high offensive spirit for the two provinces to follow.
The Steering Committee's report made 5 recommendations to central ministries and branches, such as: Recommending the Ministry of Industry and Trade to promptly issue a document appraising the design documents for the relocation of the 110kV, 220kV and 500kV power systems in Bac Ninh province before January 10, 2024; The Ministry of Construction to provide guidance on the method of determining material prices at mines and exploitation according to a specific mechanism as a basis for localities to announce material prices to serve the payment and settlement work for contractors.
The Steering Committee also recommended that the Ministry of Planning and Investment consider and report to the Government and the Prime Minister on the implementation of the form of designated bidding in accordance with the content of Resolution No. 56/2022/QH15 of the National Assembly until June 16, 2024; recommended that the Ministry of Transport support the Hanoi People's Committee in the appraisal of the design implemented after the basic design of the specialized construction agency for component project 3 (PPP project); the Ministry of Natural Resources and Environment take the lead in guiding and resolving according to its authority or advising the Government and the Prime Minister to remove obstacles in compensation, resettlement support, and exploitation of mineral mines as common construction materials for the project.

Encourage opening more construction sites to speed up project progress
Concluding the conference, Secretary of the Hanoi Party Committee Dinh Tien Dung said that through inspections in the two provinces of Bac Ninh, Hung Yen and Hanoi, the progress of the implementation of the Ring Road 4 project up to this point is very positive.
According to Mr. Dung, experience from implementing previous projects such as Ring Road 1 and Ring Road 2.5 shows that "the sooner a project is completed, the more savings it will save. Once implemented, it must be done synchronously to satisfy the people."
Emphasizing the importance of site clearance, the Hanoi Party Secretary suggested that in the immediate future, localities focus on relocating graves before December 23, Quy Mao year (February 2 of the solar calendar); and relocating infrastructure works before June 30.
Regarding land relocation, Mr. Dung said that if resettlement areas cannot be completed in time, temporary housing options can be used. Regarding the lack of land for the project in the two provinces of Hung Yen and Bac Ninh, representatives of the ministries said that it can be replaced with sand.
Currently, Hanoi is directing to review and supplement the eastern mines near the two provinces to be ready for support; the issue must be implemented in accordance with the correct mechanisms, policies, and regulations.
"The spirit is to choose the cheapest, best, and most transparent option to do it," said the Hanoi Secretary.
Appreciating the way Me Linh district (Hanoi) mobilized people to lend land to build public roads to serve the project's construction, the Head of the Project Steering Committee suggested that other localities in Hanoi and the two provinces of Bac Ninh and Hung Yen apply this to help the contractor increase public roads and construction sites to speed up the project's progress.
