The housing support project for poor and near-poor households in poor districts of Thanh Hoa province under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 aims to support housing for poor and near-poor households in poor districts with safe, stable housing that can withstand the impact of natural disasters, contributing to improving the quality of life and sustainable poverty reduction.

Thanh Hoa Provincial People's Committee has just issued Decision No. 2079/QD-UBND approving the Project on housing support for poor and near-poor households in poor districts of Thanh Hoa province under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025.

According to the project content, the beneficiaries of the project are poor households and near-poor households (according to the national multidimensional poverty standards for the period 2021 - 2025) in the list of poor households and near-poor households managed by the People's Committee at the commune level, residing in poor districts and being independent households with a minimum separation period of 3 years until the Program takes effect; not including households that have received housing support under the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the period 2021 - 2030 and other programs, projects and policies.

Poor households and near-poor households that are supported with housing are in one of the following cases: Poor households and near-poor households do not have a house or have a house that is not durable (of the three main structures: foundation, frame, wall, roof, at least two structures are made of unstable materials). The average housing area per capita of poor households and near-poor households is less than 8m2 . They have not received housing support from programs, projects, and support policies of the State, socio-political organizations, or other social organizations.

The project is applied to 6 poor districts approved in Decision No. 353/QDTTg dated March 15, 2022 of the Prime Minister approving the list of poor districts and communes with special difficulties in coastal and island areas for the period 2021-2025. Specifically, it includes the following districts: Thuong Xuan, Lang Chanh, Ba Thuoc, Quan Hoa, Quan Son, and Muong Lat.

The project also identifies the number of poor and near-poor households in need of support to build new or repair houses in poor districts. Accordingly, the total number of poor households eligible for support to build new or repair houses (as of the time the National Target Program for Sustainable Poverty Reduction for the 2021-2025 period comes into effect) is 6,045 households. The total number of near-poor households eligible for support to build new or repair houses (as of the time the National Target Program for Sustainable Poverty Reduction for the 2021-2025 period comes into effect) is 2,472 households.

Regarding implementation progress, in 2023, support will be provided to about 40% of beneficiaries; in 2024, support will be provided to about 30% of beneficiaries; in 2025, support will be provided to about 30% of beneficiaries.

The total capital needed to implement the project is 263.08 billion VND; of which, central budget capital: 263.08 billion VND; the rest is local budget capital and socialized sources.
