“Steady progress” in building new rural education

(Baothanhhoa.vn) - With nearly 87% of schools meeting national standards and 100% of communes meeting universal education standards, the Thanh Hoa education and training sector has affirmed its pioneering role in the National Target Program on New Rural Development for the 2021-2025 period. The results achieved not only contribute to improving people's knowledge but also create a solid foundation for developing high-quality human resources for the locality.

“Steady progress” in building new rural education

According to the report of the Department of Education and Training, by the end of 2024, the whole province had 1,706/1,968 schools meeting national standards (accounting for 86.7%). In particular, 11 vocational education - continuing education centers in Ha Trung, Hau Loc, Ngoc Lac, Cam Thuy, Tho Xuan, Yen Dinh, Quang Xuong, Thieu Hoa, Trieu Son and Nhu Thanh districts have been inspected for educational quality.

100% of communes, wards and towns in the province have met the standards for universal preschool education for 5-year-old children, universal primary education level 3, and universal secondary education level 2. Notably, up to 555 communes, wards and towns (accounting for 99.46%) have met the standards for universal secondary education level 3 - the highest level. All localities have met the standards for eliminating illiteracy level 2 and are classified as "Commune-level learning communities" from good and above. Notably, out of a total of 465 communes for new rural development, 433 communes have met the school criteria, 461 communes have met the education and training criteria, and 387 communes have met both the school and education and training criteria.

Regarding facilities, in the period of 2021-2025, localities have renovated, repaired and built 1,179 new classrooms at all levels; the Department of Education and Training is continuing to implement projects to purchase equipment and teaching aids for schools at all levels. The total resources to implement the New Rural Program in the province in the period of 2021-2024 are about 25,553 billion VND, of which people contributed 4,184 billion VND, including cash and the value of labor days, supplies, materials, and land donations.

The above results were achieved thanks to the strong and synchronous leadership and direction from the province to the grassroots. In particular, the Provincial Party Standing Committee established a steering committee to implement national target programs headed by the Provincial Party Secretary, with the participation of the Chairman and Vice Chairmen of the Provincial People's Committee. All districts, towns and cities maintained and improved the steering committees at the district and commune levels, ensuring the continuous and systematic implementation of the program.

The Department of Education and Training has issued documents to deploy and guide the implementation of the national criteria set on NTM in the field of education and training to all localities in the province. In addition, the Department of Education and Training has directed specialized departments and divisions to provide specific guidance on each content in the field to educational institutions; instructed the Department of Education and Training of districts, towns and cities to advise local Party committees and authorities to resolutely direct the construction, renovation, repair and supplementation of facilities and teaching equipment in schools in the direction of national standards to meet the requirements of educational innovation, contributing to improving the quality of comprehensive education.

The emulation movement “The whole country joins hands to build new rural areas” was strongly implemented, attracting a large number of cadres, teachers, employees and people to participate. Many teachers became typical examples in donating land to build roads, actively responding to the campaign “The whole people unite to build new rural areas, civilized urban areas”.

Notable activities include promoting the emulation movement of "good teaching, good learning", focusing on completing criteria related to education and training in new rural construction, developing physical education clubs for students such as teaching swimming in the summer, collective folk dancing, traditional martial arts and sports clubs to train physical strength and skills.

The socialization of education has been promoted, mobilizing organizations and individuals inside and outside the province to actively participate, contribute intelligence, efforts and funds to develop school facilities, contributing to improving the quality of education and meeting the learning needs of students.

Despite many outstanding achievements, the education and training sector still faces many difficulties. Notably, 93.7% of communes that have not met the NTM standards (90/96 communes) are concentrated in mountainous, remote and isolated areas with very difficult conditions. Some localities, after being recognized as meeting the standards, have not paid due attention to maintaining and improving the quality of the criteria.

The integration of other target programs is not very effective, investment is still scattered and patchy, causing some investment projects for schools to be behind schedule and not meeting requirements. Human resource training and development is still limited, lacking the required team of managers and teachers...

In the 2026-2030 period, Thanh Hoa province aims to have 38 more communes meeting both school and education and training criteria; 96 communes meeting education criteria according to the advanced new rural commune criteria; 42 communes meeting education criteria according to the model new rural commune criteria; 3 districts meeting new rural standards and 6 districts meeting advanced new rural standards.

To achieve the above goals, the province will focus on innovating propaganda work, reviewing and perfecting support policy mechanisms, enhancing decentralization to the grassroots, promoting new rural construction in mountainous areas and advanced and exemplary new rural construction in the plains. The total estimated need for resource mobilization to implement the national target program on new rural construction in the 2026-2030 period is about 36,725 billion VND.

With continuous efforts and proper orientation, the education and training sector is gradually building a comprehensive and modern rural education system, making an important contribution to the cause of new rural development in the province, aiming for the goal of 100% of communes meeting new rural standards by 2030.
