Mr. Nguyen Van Ky - Secretary of the Party Committee of Bhalêê commune said that immediately after the Standing Committee of Tay Giang District Party Committee issued the Decision approving the Project to establish a commune office and on the basis of the plan to organize the apparatus and positions of the commune office of Steering Committee 1868, the Party Committee of Bhalêê commune directed and seriously implemented the personnel plan, arranged the correct and sufficient number of civil servants and non-professional workers to participate in the commune office according to the project to advise and assist the Party Committee, People's Council, and People's Committee of the commune, assigning specific tasks to each member of the team.

The Bhalêê commune office team consists of 11 people, including 7 civil servants and 4 part-time workers. The team leader is concurrently the Party Secretary and has 2 deputy team leaders (1 deputy team leader in charge of party work and 1 deputy team leader in charge of government work).

According to Mr. Ky, the establishment of a communal office model is appropriate and has solved difficulties for Party committees and localities in the process of directing, operating and performing tasks.

First of all, the overlapping of work between the leaders of the Party Committee, People's Council, and People's Committee of the commune is overcome by assigning the general office department to arrange a suitable working schedule, avoiding the phenomenon of meetings taking place at the same time and all commune leaders are members of the meeting.

“In particular, in conducting transactions with people and businesses, procedures have been simplified; travel time for people and businesses has been shortened, because previously there were jobs that required transactions with both the Party Committee Office and the People's Council-People's Committee Office, people had to travel to two places,” Mr. Ky commented.

According to Mr. Luu Van Khuong - Deputy Head of the Organizing Committee of Tay Giang District Party Committee, not only Bhalêê commune, the remaining communes have implemented the model of communal office at the basic level, which has been effective, suitable to the practical situation, meeting the requirements of advising on the implementation of regular tasks of the Party Committee, People's Council, and People's Committee of the commune.

Overcoming the situation of overlapping directive content; reforming many procedures, stages, and steps in document processing. The work processing process is brought to a single point of contact, facilitating the leadership and direction of the Party Standing Committee and the administration, especially in the direction and advisory work, to avoid delays and omissions in work.

“However, after 5 years of implementation, some communes encountered many difficulties. Some office staff were not familiar with the work, because they had to handle documents of the Party and the government at the same time, so they were still confused, especially in advising on drafting leadership and direction documents.

Some units have not assigned members appropriately, some places still gather them but still perform the same tasks as before. The qualifications and capacity of civil servants and non-professional workers assigned to work at commune offices are still limited, they do not have experience in research, consulting, and synthesis work..." - Mr. Khuong said.

Mr. Zoram Buon - Standing Deputy Secretary of Tay Giang District Party Committee said that from the results achieved, the Standing Committee of the District Party Committee agreed to continue implementing the commune office model in 10/10 communes.

Mr. Zoram Buon said: “In the coming time, the Party Committees of the communes need to do a good job of arranging, re-assigning the staff of civil servants and non-professional positions to operate effectively and efficiently. The district should consider and direct the personnel structure of the commune office, ensuring policies and regimes according to State regulations, and at the same time focus on training office skills for commune cadres.”
