In order to facilitate and improve the effectiveness of residential management in the area, to carry out the tasks of the Government's Project "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030", in recent times, Ha Nam Provincial Police have deployed pilot models, including the model of residence notification via ASM software at accommodation establishments and medical examination and treatment facilities in the province. After 3 months of implementation, it has initially been effective in practice, shortening the time, receiving consensus and response from the people, thereby making an important contribution to ensuring security and order.
Duy Tien Town, Ha Nam Province is one of the key areas for industrial development. There are currently 4 industrial parks and 2 industrial clusters with more than 300 enterprises operating, producing and trading, attracting about 60,000 workers from inside and outside the province to work; including 800 - 900 foreigners temporarily residing and working in enterprises. Currently, there are more than 620 households in the town renting out lodging, with nearly 3,870 rooms and 4,380 people temporarily residing. Therefore, in May 2023, Duy Tien Town was selected as the first unit in the province to deploy the model of notification of residence via ASM software at accommodation establishments and medical examination and treatment facilities.
At hotels that regularly welcome long-term guests. If in the past, to do the accommodation procedures, you had to go directly to the police station, then from May 20, 2023, when the hotel uses ASM software, the accommodation registration has become simpler. Ms. Mai Thi Lan Huong - Owner of Dong Van Hotel, Duy Tien Town, Ha Nam Province said: “With ASM software, we just need to sit in one place, declare online, saving a lot of time and money. And this software is like a miniature hotel management system, knowing how many rooms have guests staying, which rooms are checked in, checked out. Very convenient…”.
Like Dong Van Hotel, Binh Minh Hotel is one of three accommodation establishments in Duy Tien town selected to pilot the use of ASM software before expanding to all accommodation establishments in the province.
“Previously, when guests arrived, the accommodation facility would temporarily hold the ID card, then photocopy it along with the residence declaration documents and submit it to the management agency... Now, guests only need to present their ID card with chip, the receptionist will scan the QR code on the device provided by the police, and the data will be automatically entered into the system. Check-in and notification of guests' stay is shortened and errors in updating guest information are reduced,” said Mr. Nguyen Van Binh, the hotel owner.
Not only in the accommodation facilities, at Hanoi - Dong Van General Hospital, since May 15, the use of the accommodation notification model via ASM software in reception work as well as for inpatients has received high appreciation from patients. Currently, all 4 departments of the hospital have been equipped with chip-based CCCD card readers, as well as training for medical staff to proficiently use ASM software. With simple operations, only need to use a single chip-based CCCD card without having to do any declaration procedures. Talking to Mr. Pham Viet Duong, Hanoi - Dong Van General Hospital said: "Hanoi - Dong Van General Hospital is one of the first medical examination and treatment facilities in Ha Nam province to deploy this model. Patients have their procedures reduced to the maximum. The hospital's accommodation management has been improved; all medical examination and treatment information of the departments is regularly updated, integrated on the software; Information is guaranteed to be absolutely accurate…”.
The model of notification of accommodation via ASM software at accommodation establishments is the 9th model out of 43 models belonging to 5 groups of utilities that people and businesses enjoy when implementing the Project on Development of Population Data Applications, Identification and Electronic Authentication to Serve National Digital Transformation in the 2022-2025 period, with a vision to 2030 of the Government (referred to as Project 06). With the application of ASM accommodation software built and developed by the Center for Research and Application of Population Data and Citizen Identification under the National Population Data Center, the Department of Administrative Police for Social Order, Ministry of Public Security. This is a software that is directly connected to the National Population Database system. Therefore, people's accommodation information is updated regularly and ensures confidentiality.
With the motto "Convenient, safe, secure", the accommodation notification support system via ASM software helps accommodation establishments: Convenient in creating accounts, logging in, using. Making accommodation notifications on the electronic environment quickly, promptly, safely, securely and operating 24/24 with many utilities, helping to reduce data entry time, automatically updating accommodation registration information sent to the police agency, creating favorable conditions for grasping the situation, managing household registration... contributing to ensuring security and order in the area in general and at accommodation and medical establishments in particular. In addition, through ASM software, state management agencies will reduce time and costs of storing records and documents; publicly and transparently publicize all administrative procedures, promote the settlement of public administrative procedures online, creating convenience for people and businesses.
According to Lieutenant Colonel Nguyen Anh Tien - Head of the Department of Administrative Management of Social Order, Ha Nam Provincial Police said: Implementing the direction of the Ministry of Public Security, Ha Nam Provincial Police has organized the implementation of accommodation management via ASM software for accommodation establishments and medical examination and treatment facilities in the province since May 2023; up to now, 100% of accommodation establishments have deployed and implemented with more than 5,000 guests using QR code scanning on the VNeID application, chip reading device on CCCD cards and is being replicated at medical examination and treatment facilities...
In order for the model of notification of accommodation via ASM software at accommodation establishments and medical examination and treatment facilities in the province to be effective, in the coming time, Ha Nam Provincial Police will promote propaganda to raise people's awareness of the importance and significance of deploying ASM software in administrative reform, improving the effectiveness and efficiency of state management of security and order; at the same time, coordinate with medical examination and treatment establishments and accommodation service establishments to organize training, arrange infrastructure, install machinery and equipment systems for implementation at the facility, regularly guide people to make notification of accommodation in the electronic environment, thereby contributing to accelerating the implementation of models belonging to 5 groups of utilities that people and businesses enjoy when implementing Project 06 of the Government./.
