Determined to achieve growth target of 14% or more

On January 24, 2025, the Party Central Committee issued Conclusion No. 123-KL/TW on the Supplementary Project on Socio-Economic Development in 2025 with a growth target of 8% or more. Then, on February 5, 2025, the Government also issued Resolution No. 25/NQ-CP on growth targets for sectors, fields and localities to ensure the national growth target in 2025 is 8% or more.

Implementing the direction of the Central Party and the Government and to promote the role of a growth pole in the North, the Provincial Party Committee discussed and proposed the economic growth target in 2025 to reach over 14%, an increase of 2% compared to the target assigned by the Central Government. The Provincial People's Council also agreed and issued Resolution No. 259/NQ-HDND dated February 26, 2025 on supplementing the socio-economic development tasks in 2025 with a growth target of 14% or more.

Previously, from the end of 2024, the Provincial Party Committee and the Provincial People's Council issued a resolution on the direction and tasks for 2025 with the theme of the year's work "Breakthrough in economic development, creating momentum for the new term". Accordingly, the economic growth target for 2025 is set at 12%, equal to the target assigned by the Government to Quang Ninh in Resolution No. 25/NQ-CP dated February 5, 2025 (ranked 4th in the country and 2nd in the Red River Delta).

With the adjustment of the growth target to 14% in 2025, Quang Ninh is determined to work with the whole country to strive to complete the adjusted economic growth target, break through the finish line of the 5-year socio-economic development plan 2021-2025, creating a solid foundation for Quang Ninh and the country to confidently enter a new era of development - the era of national growth.

However, the growth target of 14% or more is also the highest growth target ever of the province, which is a big challenge while the province has just experienced storm No. 3 with many serious consequences and the world economic situation has many fluctuations. Therefore, to achieve this goal, Quang Ninh has focused on immediately implementing synchronous groups of tasks and key, important solutions to clear and effectively use all resources, take advantage of all opportunities to attract investment for development and exploit the maximum potential, advantages and strengths of the province to promote growth. In particular, focusing on immediately resolving problems under the authority of the locality such as planning, filling materials, site clearance... related to investment projects (including public investment and non-budget investment).

The province is also urgently developing programs and plans for implementation. On March 5, 2025, the Provincial People's Committee issued Plan No. 69/KH-UBND on implementing the economic growth rate target (GRDP) in 2025 in Quang Ninh province. In which, tasks are clearly assigned, the roadmap and progress are clearly defined; growth targets are assigned to each industry and field.

Quang Ninh has identified promoting investment disbursement as one of the top important driving forces, a pillar for economic growth in 2025. Therefore, the province and all levels and sectors have focused on improving management efficiency, the rate of public investment disbursement associated with the implementation volume, quality of works, speed of project completion and promoting project efficiency after investment. In particular, focusing on promoting public investment disbursement right from the first months of the year, taking public investment as the leader, activating social investment, promoting public-private partnership; conducting monthly and quarterly performance reviews; striving to disburse 100% of the allocated capital plan as soon as possible.

Since the beginning of the year, Quang Ninh has focused on reviewing projects facing difficulties, obstacles, and long-term backlogs in the province according to Official Dispatch No. 13/CD-TTg dated February 8, 2025 of the Prime Minister and reviewing and thoroughly handling the existing problems and obstacles of urban residential infrastructure and housing projects in the province. At the same time, urging to promote the allocation and disbursement of public investment capital in 2025. Accordingly, the total public investment expenditure plan of the province in 2025 is VND 12,955.9 billion, VND 1,049.8 billion higher than the Plan assigned by the Provincial People's Council at the beginning of the year (VND 11,906.1 billion). The detailed allocated capital is VND 12,844 billion, the remaining unallocated capital is VND 111.2 billion.

Along with that, a series of solutions have been set out by Quang Ninh to promote growth right from the first months of the year. For the agricultural, forestry and fishery sector, the province has directed to accelerate the implementation of projects that have been approved for investment: High-tech pig breeding area project in Trang Luong commune, Dong Trieu city of Dabaco Quang Ninh Joint Stock Company. Continue to review aquaculture areas and aquatic species to expand and increase the output of high-value aquaculture species (such as shrimp, mollusks, etc.); strive to exceed the set target for aquaculture output and increase value, actively contribute to achieving the target of GRDP growth of the entire agricultural, forestry and fishery sector and GRDP growth of the whole province at the highest level. In particular, strive to complete the handover of planned sea areas to those in need in the localities by the end of March 2025.

Along with that, continue to synchronously and effectively deploy solutions to implement budget collection in the area, including reviewing all arising revenue sources, tax amounts that are still being extended, and firmly grasping budget payers in the area and fields to have appropriate and effective revenue management solutions, and exploiting remaining revenue sources.

Focus on promoting the disbursement of public investment capital from the beginning of the year, clearing bottlenecks, bringing public investment capital into the economy, attracting investment, leading the growth of social investment capital, creating more favorable conditions for rapid recovery and sustainable development. Continue to review and evaluate the disbursement capacity, synthesize the need for additional capital and have a plan to adjust the capital plan from slow-disbursement projects to projects with disbursement capacity; develop a detailed disbursement and site clearance plan for each project for synthesis and monitoring. Investors focus on directing construction units to take advantage of favorable weather to concentrate human resources, machinery and construction equipment to carry out work on site, intensify construction, strive to compete ahead of schedule, ensure the quality of works, especially for works celebrating the 16th Provincial Party Congress.

The province also decided to assign production value targets to each locality, along with a mechanism to monitor, urge, and count implementation results in order to maximize the initiative, creativity, potential, and strengths of sectors, levels, and localities in their determination and efforts to fulfill at the highest level the set socio-economic development goals and tasks.

Expectations on traditional growth factors

In the first two months of the year, Quang Ninh's Industrial Production Index (IIP) increased by 10.38%; in which the processing and manufacturing industry continued to be the main growth driver in the industrial sector with a 2-month growth rate, estimated at 21.85%. The service and tourism sectors had many positive changes, tourism activities during the Lunar New Year 2025 and the 2025 Festival season were guaranteed to be safe, joyful and effective. The total number of tourists to Quang Ninh in the first two months was estimated at 3.73 million, up 27%, of which international visitors reached 740,000; total tourism revenue reached VND 8,306 billion, up 8%. Export turnover in the first two months reached 597 million USD, up 16.8%. Total state budget revenue in the first two months reached VND9,500 billion, equal to 17% of the central government's estimate. Of which, revenue from import-export activities reached VND2,722 billion, domestic revenue reached VND6,778 billion, up 15% over the same period.

The Provincial People's Committee has directed the review and handling of long-standing problems and obstacles of a number of urban residential infrastructure projects and housing projects in the province; worked with corporations, enterprises, and large investors on implementing investment projects in the province that can contribute to the province's economic growth... The province has basically completed the arrangement of the apparatus and specialized agencies under the Provincial People's Committee, with 7 departments established and 6 departments reorganized; developed and issued Decisions stipulating the functions, tasks, powers and organizational structure of specialized agencies under the Provincial People's Committee.

In the coming months, Quang Ninh plans to ensure the stability of traditional industries, promote private investment and processing and manufacturing industries, and at the same time, strongly promote new growth drivers. In particular, closely follow the production and business plans of the coal and electricity industries to ensure that the set targets are achieved. Accompany, review, and remove obstacles and difficulties related to planning adjustments, approval of detailed planning 1/500, resolving overlaps and planning boundaries; investment policies, adjustment of investment policies, compensation and site clearance, land allocation, land lease, etc. for works and projects implemented by the Vietnam National Coal - Mineral Industries Group and Dong Bac Corporation. Complete the adjustment of the Investment Registration Certificate for the LNG Power Plant in the first quarter of 2025 after the investor approves the project and ensures the progress of site clearance and handover of land fund to the investor to carry out the construction of the Quang Ninh LNG Power Plant expected in May 2025.

The province will also remove difficulties related to overlapping planning, site clearance, and approval of routes to implement projects: Yen Hung - Nam Hoa 220kV line (Quang Yen town), Cao Thang 110kV line and transformer station, Hoanh Bo 110kV line and transformer station, Hung Thang 110kV line and transformer station, Hoanh Bo 110kV line - Hung Thang branch (Ha Long city), Cong Hoa 220kV transformer station and connection, 110kV output after Cong Hoa 220kV transformer station, Cam Pha city (Cam Pha city), Cong Hoa - Van Don 2 110kV line, Cam Pha city, Ba Che 110kV line and transformer station (Ba Che district)... Urge and accelerate the completion and put into use in the second quarter of 2025 for 3 rooftop solar power development projects self-production, self-consumption in industrial parks in the localities of Uong Bi, Quang Yen, Hai Ha with a total capacity of 49.2 MW; create all favorable conditions to maximize the development of this type of power source in industrial parks. Report and propose to competent authorities to add 3 offshore wind power projects, total capacity of 9,000 MW; 3 onshore wind power projects, total capacity of 300 MW and 1 LNG Quang Ninh 2 gas power project with a capacity of 1,500 MW to the adjusted Power Plan VIII. Promote, attract and develop onshore wind power, biomass power, waste-to-energy projects in the localities of Ha Long, Van Don, Binh Lieu, Co To, Mong Cai, Ba Che, Uong Bi, Cam Pha, Tien Yen according to the approved plan.

The province also promotes private investment, reviews all ongoing projects, makes a list of obstacles and difficulties to focus on removing, clearly defines the responsibilities of agencies and localities, speeds up progress, focusing on key projects such as: Green Ha Long, Ocean Park, LNG Power, Van Ninh Port, etc. Focus on speeding up progress, attracting and supporting investors to implement a number of new dynamic projects such as: Ha Long Public Entertainment Area and Botanical Garden, Hon Net - Con Ong Port (along with the road system connecting to the highway).

Regarding industrial development, the Quang Ninh Party is currently accelerating the investment in technical infrastructure of Dong Mai Industrial Cluster (Quang Yen Town), Van Don Industrial Cluster (Van Don District), striving to put the industrial clusters into operation in 2025, attracting secondary projects. Accelerating the completion of investment preparation procedures for Yen Than Industrial Cluster (Tien Yen District), Trang An Industrial Cluster (Dong Trieu City), striving to start construction in 2025, contributing to growth. In the first quarter of 2023, establish 2 industrial clusters (Hai Yen Industrial Cluster, Mong Cai City and Ha Khau Ward Supporting Industrial Cluster, Ha Long City). Continue to accelerate the establishment of Quang Thanh Industrial Cluster (Hai Ha District), Dong Tam Industrial Cluster (Binh Lieu District) to serve economic growth in the period after 2025. By the end of 2025, at least 5 new industrial clusters will be established in the province.

Along with that, remove bottlenecks for the real estate market, focus on handling and resolving existing problems of residential infrastructure projects, urban area projects, housing projects, and social housing in the province. At the same time, develop small and medium enterprises; support enterprises in applying artificial intelligence, digital transformation, green transformation, circulation, resource saving, and sustainable development.

Regarding tourism, Quang Ninh strives to welcome over 20 million visitors, of which 4.5 million are international visitors, with tourism revenue reaching VND55,000 billion (equivalent to an average spending of VND2.75 million/visitor). Focus on solutions to increase the average spending of tourists, focusing on international visitors with high spending levels, thereby increasing total tourism service revenue; transforming the development form from mass tourism to sustainable tourism. Along with that, developing new and attractive tourism products; Accelerate the promotion and attraction of investment in golf courses in the province according to the approved planning, focus on reviewing and developing the cultural industry, focusing on attracting and organizing events, festivals, major cultural and artistic programs, etc. Research and develop new tourist routes in Ha Long Bay, Bai Tu Long Bay, Cua Luc Bay, Van Don, Co To, forming high-quality, unique sea and island tourism products, attracting new sources of visitors, increasing budget revenue.

In addition to traditional growth drivers, Quang Ninh strongly promotes new growth drivers such as: Researching and perfecting the overall development space of Cua Luc Bay area, focusing on urbanization of Hoanh Bo area to seize new development opportunities, best exploiting the potential and advantages of Ha Long City, soon becoming an international service and tourism center.

Along with that, the province also comprehensively and effectively implemented Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, to economically and effectively use resources in terms of economy, culture, history, tradition, landscape, location, brand, etc.; deploy the local innovation index to promote the province's socio-economic development based on science, technology and innovation. Attract investment in science and technology, semiconductor industry, innovation and digital transformation, creative startups; attract high-quality human resources.
