Quang Nam resolutely handles projects with long delays

(QNO) - On the afternoon of April 10, Chairman of the People's Committee of Quang Nam province Le Van Dung chaired a meeting to listen to reports from relevant departments, branches and localities on projects that are behind schedule and have been delayed for a long time in the area.

According to the Department of Finance, the province currently has 143 projects using state budget capital that are behind schedule. Of these, 11 projects have stopped, 9 projects are temporarily suspended, and 123 projects have extended construction time compared to the original plan.

In addition, the non-budgetary capital sector also recorded 95 real estate projects and 45 production and business projects behind schedule, many of which have been "inactive" for 5 to 10 years.

Delays in progress are common in key projects in the fields of transportation, irrigation, health care, and education. In the non-budgetary sector, a series of real estate projects, residential areas, industrial parks, and production and business have been stagnant for many years without any definitive solutions.

At the meeting, the main reasons for the above situation were pointed out frankly: the prolonged compensation and site clearance work; difficulties in arranging counterpart funds; and limited financial capacity of some investors. In addition, planning adjustments, changes in land policies and adverse impacts from the real estate market also greatly affected the progress of project implementation.

Notably, many non-budgetary capital projects in urban areas, industrial parks, and coastal economic zones, although licensed for investment many years ago, are still "inactive" or under construction at a slow pace. This situation causes serious waste of land resources, affects urban aesthetics, and raises public indignation.

Concluding the meeting, Chairman of the Provincial People's Committee Le Van Dung requested departments, branches, People's Committees of districts, towns, cities and investors to review and classify all projects and works that are behind schedule. The classification must be specific, with detailed reports for each project.

Units must compile and review the full list of projects and report to the Provincial People's Committee via the Department of Finance, no later than April 14. Those who fail to implement or report incompletely will be held responsible before the Provincial Party Committee and the people for the project's slow progress, causing waste of resources.

For projects that have been suspended or stopped, the investor must have an official document reporting to the Provincial People's Committee and competent authorities, and at the same time propose specific solutions. For projects that continue to be implemented, it is necessary to evaluate investment efficiency as a basis for continued implementation. Chairmen of People's Committees of districts, towns, cities, heads of departments and branches must directly direct, monitor, and report to local Party committees to ensure implementation progress.

Site clearance is a key task, under the direct responsibility of the Chairmen of the People's Committees of districts, towns and cities; localities must direct strongly, ensuring the completion to speed up the progress of the projects” - Chairman of the Provincial People's Committee Le Van Dung emphasized.
