That is the assertion of experts when discussing with Tuoi Tre about the orientation of institutional reform, creating an administrative system "serving businesses - serving the country" - one of seven solutions to build an autonomous, self-reliant, and self-reliant economy mentioned by General Secretary To Lam in an article on promoting private economic development.

According to Mr. Dong, administrative procedures are created to serve the management needs of the State, so it is necessary to reduce the mindset of tightening management of enterprises. 95% of procedures are set by ministries and branches, so the biggest reform is to reform the regulatory system of ministries and branches.

For example, every year in Thai Nguyen province, thousands of quarantine permits are issued, but if the locality wants to simplify the procedures and handle them directly through the app, it cannot do so.

Because according to regulations, the Ministry of Agriculture and Environment must do it, and localities cannot solve it themselves. Therefore, the important reform at this time is to remove regulations, procedures, and documents issued by ministries. The Government needs to require ministries and branches to review and amend them first.

In addition, it is necessary to promote the application of technology and digitalization to shorten the time for procedures for businesses. Because for businesses, waiting time is money.

"The process of handling procedures must be public, transparent, and clear so that all citizens and businesses can easily access and complete administrative procedures right at home without having to go to government offices as is currently the case.

This requires civil servants to abandon their long-standing habit of handling administrative procedures. Officials and civil servants in the apparatus need to consider people and businesses as customers and partners to serve for common development," Mr. Dong suggested.

According to Dr. Nguyen Quoc Viet, former director of the Institute for Economic and Policy Research, to improve the efficiency of the state apparatus, it is necessary to be determined to change the way the public apparatus and each civil servant behave.

"Instead of being confined within the scope and responsibilities as prescribed, civil servants must promote creativity and dynamism in handling investment and business procedures for people and businesses," said Mr. Viet.

Policy to serve, not manage businesses

Speaking with Tuoi Tre, Mr. Do Thien Anh Tuan (lecturer at Fulbright University Vietnam) said that to develop the private economy, we must first perfect the full market economic institution.

It is a modern, dynamic, integrated economy, based on market principles, eliminating state intervention in economic relations, eliminating the mechanism of asking for and giving, monopoly, promoting healthy competition. The stronger enterprises will develop, accumulate capital, and become strong corporations.

"We need to let the market select itself so that truly talented and strong businesses can take resources from weaker businesses to develop," said Mr. Tuan, while also suggesting that institutions must be improved in the direction of protecting property rights and freedom of business for all people and businesses.

Don't let the situation happen where when a business grows a little bit, taxes, customs, market management, local authorities... "look at it". This makes businesses not want to grow, not willing to grow.

It is necessary to protect the inviolable property rights of people and businesses. To do this, a strict legal mechanism and easy enforcement are needed. "Many business projects are stuck, businesses have invested money, effort, and intelligence in them, they are their property. But businesses cry out, knock on doors here and there but still cannot get a solution, that is not protecting the property rights of businesses," said Mr. Tuan.

Some experts also believe that strong institutional reform is needed towards building an administration that serves businesses and the country.

Policies are issued to serve business development, not to make them easier to manage. To do this, it is necessary to establish a mechanism for genuine dialogue with businesses and to receive policy criticism from people and businesses.

"With the policy of supporting large private corporations, do not pre-select the winner. The government only needs to set a goal of having 20, 30 or 50 large domestic private corporations with the ability to reach international standards and export products abroad to support.

"Thus, any private corporation that does well will be supported by the Government and assisted in development to create fairness, encouraging all private enterprises to strive together to have the opportunity to receive State support," Mr. Tuan suggested.

In addition, private enterprises, especially small and medium enterprises, want to create fairness in business development, especially in terms of preferential policies, time and roadmap for processing documents.

In reality, it is very difficult for private businesses to access capital support policies, interest rates..., except in "special" cases.

With the identification of the important role of the private economy, the State needs to have policies to create favorable conditions for private enterprises to accelerate, eliminating factors that hinder investment, production and business activities of enterprises.

In particular, administrative reform must be promoted because administrative procedures are barriers to business operations, not to mention that there are open policies but enforcement officers have other ways of applying them, causing difficulties for businesses.

It is especially important to focus on reviewing and receiving information about inappropriate and troublesome legal regulations and promptly correcting them.

The process of developing and promulgating laws needs to be reformed towards transparency, science and with wide participation of stakeholders. Policy impact assessment must be seriously conducted before promulgation to avoid unwanted consequences.
