Previously, in April 2023, the Department of Transport of Hai Duong province sent a document to the Vietnam Register stating that there are currently about 2,000 inland waterway vehicles and nearly 100 cross-river passenger vehicles operating in Hai Duong province.
Through understanding the situation, the Department of Transport of Hai Duong province learned that the Hai Hung Inspection Sub-Department (located at 448 Nguyen Luong Bang, Hai Duong City, Hai Duong Province) under the Vietnam Register is receiving 191 unfinished jobs; including 24 newly built vehicles, 12 converted vehicles and 155 vehicles undergoing periodic inspection.
However, with the current number of inspectors being 3 ship hull inspectors (including 1 class 1 inspector, 2 class 2 inspectors) and 1 ship engine inspector (class 2 inspector), it will be difficult to meet the vehicle inspection needs of organizations and individuals in the area.
To limit the impact on the production and business activities of organizations and individuals related to the inspection of inland waterway vehicles, the Department of Transport of Hai Duong province has requested the Vietnam Register to have a plan to arrange additional human resources for the Hai Hung Inspection Sub-department to meet the requirements of vehicle owners.
Hai Hung Registration Department is in a state of lacking inspectors.
Mr. PKH, the owner of a waterway transport company in Kinh Mon town, shared that his company has nearly 100 large and small waterway transport vehicles, the vehicles are out of inspection scattered over the months. From April until now, he has only been able to inspect a few vehicles, currently there are 5 more vehicles that have not been inspected.
"We are very impatient, the delay in inspection has affected the business situation of the enterprise. Inspection of watercraft is very complicated, takes a lot of time, sometimes all day because of the large size and tonnage, and without inspection, it is not eligible for circulation. On the other hand, we cannot take the vehicle to another province or city for inspection because it is related to the waterway and route, moving the vehicle will be very expensive, unlike cars, where it is convenient to inspect there," said Mr. H.

Speaking with Thanh Nien reporter, Mr. Vu Duc Hanh, Deputy Director of the Department of Transport of Hai Duong province, said that currently, Hai Hung Vehicle Inspection Department is still operating normally, however, due to lack of inspectors, the workload is congested, and water vehicles that are due for inspection have not been inspected yet.
According to Mr. Hanh, after the Department of Transport of Hai Duong province sent a document to the Vietnam Register, the Department responded that it would arrange for more inspectors as soon as possible to meet the inspection needs of people and businesses in the province.
The cause of the congestion of watercraft in the inspection process in Hai Duong was determined to be due to the lack of inspectors when on April 5, the Economic Police Department, Hai Duong Provincial Police, carried out an emergency search warrant at the Hai Hung Inspection Department. The police arrested Nguyen Huu Duong (47 years old) and Le Huy Hoang (38 years old), both inspectors of the Hai Hung Inspection Department. Both were detained for investigation and clarification of violations in the process of inspecting inland waterway vehicles.
On April 20, the Ho Chi Minh City Police Department issued a decision to prosecute and temporarily detain Luong Duc Thai, Deputy Director of the Hai Hung Vehicle Inspection Department, and Vu Duc Nhat, Deputy Director of the Hai Hung Vehicle Inspection Department, to investigate the crime of accepting bribes. The arrest of Thai and Nhat is part of the process of expanding the investigation into the bribery and bribery case that occurred at Vehicle Inspection Department No. 6 (Ho Chi Minh City) and Vehicle Inspection Department No. 9 (Ba Ria - Vung Tau) by the Ho Chi Minh City Police.
