According to the report of the Department of Natural Resources and Environment sent to the People's Committee of Ho Chi Minh City on the implementation of the Project "Land management and directions for effective land use in Ho Chi Minh City", from the beginning of the year to June 2024, Ho Chi Minh City has recovered 35 public houses and land addresses with a total area of nearly 288,000m².
However, currently, many public lands are abandoned for long periods of time, causing waste of public assets.
Located right in the center of Ho Chi Minh City, the "golden land" of the Tax Trade Center project at 135 Nguyen Hue (District 1) with an area of over 9,000m² is also abandoned, causing serious waste.
This land was once proposed by the People's Committee of District 1 to be used as a parking lot serving about 2,000 visitors per day at Nguyen Hue walking street, Bach Dang wharf...
The Tax Trade Center was demolished in 2016 to make way for the 40-storey Satra Tax Plaza complex, but it remains on paper. The building was originally scheduled to start construction in the first quarter of 2017 and be completed in 2020, managed by Saigon Trading Group (Satra).
Accordingly, the 6 underground floors of the new building will connect to the Ben Thanh - Suoi Tien metro line. The base floors of the building will be built in a stepped manner, in the direction of preserving the original design of the Tax Trade Center.
However, this land is currently vacant and is only used to organize events on weekends.
Located in a prime location, the land plot 2-4-6 Hai Ba Trung with an area of over 6,000m² bordering 3 frontages of Thi Sach, Dong Du and Cong Truong Me Linh streets (District 1, HCMC) has also been abandoned for many years, overgrown with grass.
This land is related to the case of converting public land into private land, which was tried on appeal by the High People's Court in Hanoi in January 2022. In October 2022, the Ho Chi Minh City Land Fund Development Center (Ho Chi Minh City Department of Natural Resources and Environment) was assigned to manage this land. However, for many years, the land has remained abandoned, surrounded by fences on all sides.
Next to this area is Bach Dang wharf park, office buildings, luxury hotels, restaurants, service shops...
Although fenced with corrugated iron, many places in this area are covered with graffiti and litter, causing loss of urban beauty.
Previous structures in this area were severely degraded.
In 2022, the land plot at 8-12 Le Duan (District 1) with an area of nearly 5,000m² that had been abandoned for many years was assigned to the Ho Chi Minh City People's Committee for management and use, but until now this area is overgrown with grass and there are no signs of construction.
This problem not only wastes resources but also affects the landscape, urban environment and economic vitality of the city.
Recently, the Chairman of the Ho Chi Minh City People's Committee has directed units to review and count all projects and constructions that are in backlog and have stopped construction. Individuals and organizations that let projects delay progress for a long time will be considered for responsibilities.
