The project of 5-star hotel, office, office for rent and commercial services in Dong Huong ward, Thanh Hoa city was approved by Thanh Hoa Provincial People's Committee for Cong Thanh Cement Joint Stock Company (located in Nghi Son town, Thanh Hoa) as the investor since 2007.
One year later, the People's Committee of Thanh Hoa province decided to reclaim and hand over a land area of nearly 2 hectares next to Le Loi Avenue - one of the largest and busiest roads in Thanh Hoa province - to this company to implement the project.
In 2019, Cong Thanh Cement Joint Stock Company requested to adjust the project's master plan to become a commercial center, office, hotel and residential area combined with Cong Thanh shophouse commerce.
Next, in March 2020, the company continued to propose to adjust the project into the Cong Thanh commercial and rental service complex. However, this proposal was not approved by Thanh Hoa province.
For many years, this project has been just an empty, abandoned lot, overgrown with grass and trees.
Not far from the project of Cong Thanh Cement Joint Stock Company is the Thanh Hoa Private Primary and Secondary School project. The project has a total area of over 4 hectares, an investment of about 200 billion VND, the investor is Tay Do Company Limited.
This is the first international-standard private school project in Thanh Hoa, expected to open up many new learning opportunities for children in this province. The project has completed about 70% of the total construction volume.
However, due to litigation over bank loans, the project stopped construction, the construction items were abandoned, and became a place for soft drink business for more than a decade, causing many people to regret.
This project was approved for investment by Thanh Hoa Provincial People's Committee on April 19, 2016. The investor is Thanh Hoa Passenger Transport Joint Stock Company.
The project started in the third quarter of 2016 and was put into operation in the fourth quarter of 2019. However, the project was not started until 2020.
After a period of construction, the project was suddenly suspended at the end of 2022. According to Dan Tri reporters, the project had completed about 13 floors. The project was surrounded by tightly-packed corrugated iron, with no workers inside.
At the intersection of Le Loi Avenue and Le Hoan Street (Thanh Hoa City), the commercial center project on a 1,790m2 plot of land of Thanh Hoa Book Distribution Joint Stock Company was under construction but was stopped due to legal disputes and "shelved" for many years.
Inside this project, the investor has built the foundation, many steel pillars are rusted due to being abandoned for many years.
In addition to the above mentioned projects, on Vo Nguyen Giap Avenue (Thanh Hoa city), there are also a number of abandoned and behind schedule projects.
A typical example is the commercial center project of Nguyen Kim Thanh Hoa Investment and Development One Member Co., Ltd. (in the photo). According to research, in early 2015, the People's Committee of Thanh Hoa province decided to lease more than 2.2 hectares of land in the Southern Urban Area of Thanh Hoa city to Nguyen Kim Thanh Hoa Investment and Development One Member Co., Ltd.
On June 18, 2015, the Thanh Hoa Provincial People's Committee granted an investment certificate for the project. According to the plan, the project was invested in construction with a budget of more than 900 billion VND, completed and put into operation in July 2018. However, up to now, the land for implementing the project is just an empty lot.
After a period of abandonment and no construction, the company has requested to return the above "golden land" area.
In 2022, Thanh Hoa province decided to reclaim land from Nguyen Kim Thanh Hoa Investment and Development One Member Co., Ltd.
According to the reporter's records, the land was surrounded by corrugated iron, inside there were people gathering sand for construction.
The complex project including a commercial center, office services, and exhibition space invested and developed by Sam Neua Development Investment Company (Laos) adjacent to Vo Nguyen Giap Avenue has also been "shelved" for many years.
Inside the project, the investor built a 2-storey house, the rough construction has been completed.
At the intersection between Vo Nguyen Giap Avenue and Highway 1A bypass, the social housing project in Quang Thanh ward invested by AMC Toan Cau Development Joint Stock Company is also under construction and abandoned.
The project was approved in principle by the Thanh Hoa Provincial People's Committee in 2014 with a scale of 3 15-storey buildings, green areas, roads, and other auxiliary works. The land use area is about more than 2 hectares.
Of which, social housing land is about 1.1ha; green land is about 0.7ha; the rest is traffic land. The total investment of the project is more than 500 billion VND.
In early 2021, the investor held a groundbreaking ceremony. However, to date, the project has only completed some parts of the foundation and the operating house, the remaining items have not been implemented, many areas of land are abandoned and overgrown with grass.
