Comprehensive progress
In recent years, Hanoi's agriculture and rural development sector has continued to grow and develop remarkably. Agricultural restructuring has increasingly gone into depth in all areas, associated with rural economic development. The application of scientific and technical advances in varieties, farming techniques, mechanization and 4.0 technology in agricultural production has contributed to improving economic efficiency per farming unit, increasing income for people.
Head of the Hanoi Rural Development Department Nguyen Van Chi said that from the agricultural production value in 2008 reaching only over 7,000 billion VND, up to now, this number has reached over 59,000 billion VND, 8 times higher than in 2008, putting Hanoi in the top compared to the provinces and cities in the Red River Delta.
We think that if the national face is in the capital, the face of Vietnamese agriculture must also be in Hanoi. In fact, the city has many advantages to develop agriculture but is currently isolated; therefore, we need to have an open mind to create a larger development space. Besides, we are living in an agricultural industry based on AI, Big Data... We hope that Hanoi will be the pioneer of the whole country in developing into a knowledge-based agricultural industry...

To date, Hanoi has established nearly 400 concentrated specialized production areas; built 159 chains linking production to consumption of safe agricultural products. Currently, the city has also developed 406 high-tech agricultural models, with the value of high-tech agricultural products accounting for 46% of the total production value of the entire agricultural sector.
Hanoi’s agricultural products and craft villages are increasingly affirming their brands, increasing in value, and winning over domestic and foreign consumers. The production value of craft villages reaches about 22,000 billion VND/year. Hanoi’s agricultural products and handicrafts have been exported to more than 40 countries and territories.
In particular, over the past 10 years, the Prime Minister's National Target Program on New Rural Development has been launched and widely implemented by Hanoi and achieved many impressive results. The city has continuously maintained its position as the "leading flag" of the country in new rural development, which has been highly appreciated by the Central Government.
According to Ngo Van Ngon, Deputy Chief of Office of the Hanoi New Rural Development Program Coordination Office, up to now, 18/18 districts and towns in the city have been recognized by the Prime Minister as meeting new rural standards. The targets for communes meeting advanced and model new rural standards have all been completed 1 year ahead of the target of the 17th Hanoi Party Congress. The Hanoi Party Committee and government are striving to achieve the goal of "The city completing the task of building new rural areas" in 2025.
Thanks to the attention and large investment of the Central Government and Hanoi, the gap in material and spiritual life between the suburban areas and the city center is increasingly narrowing. The majority of households have solid and spacious houses.
Along with the targets of new rural construction, the lives of people in the suburbs of Hanoi have also been constantly improved and enhanced in recent years. The average income per capita in rural areas has increased from 8.2 million VND/person/year (in 2008) to about 74 million VND/person/year by the end of 2024. To date, Hanoi has basically no more poor households.
The traditional cultural foundation of the countryside is preserved, maintained and promoted. The emulation movements of bright - green - clean - beautiful - safe are widely deployed, attracting the participation of many classes of people, contributing to improving the material and spiritual life of the people, making the countryside a livable place. Thereby, continuing to affirm the role of the people in building new rural areas.
To keep agriculture as a pillar
2025 is a year of special significance, the final year of implementing the goals and tasks of the Resolution of the 17th Hanoi Party Congress. This is an important milestone, when Hanoi and the whole country enter a new era - the era of national development. This requires the capital's agricultural sector to build a development orientation to adapt to all changes.
Director of Hanoi Department of Agriculture and Rural Development Nguyen Xuan Dai said that along with the growth of the country's agriculture, the capital's agriculture and rural development sector is increasingly developing, not only fulfilling its tasks in the struggle for national liberation but also marking each period of the country's innovation.
“In the New Era - the Era of national development, the Hanoi Department of Agriculture and Rural Development aims at comprehensive agricultural and rural development; building ecological agriculture, modern countryside and civilized farmers” - Mr. Nguyen Xuan Dai emphasized.
Hanoi's agricultural sector will shift from agricultural production thinking to agricultural economic thinking; develop multi-value agriculture, green agriculture and circular economy associated with the development of processing industry and global agricultural value chain; ecological agriculture associated with urban development, services, rural tourism, experiential education...
Comprehensive and modern rural development associated with the urbanization process, with infrastructure and social services synchronous and close to urban areas; preserving and promoting national cultural identity; building rural areas into livable homelands, where everyone and every household desires and longs to return.
Affirming that in the recent period, the capital's agriculture has achieved many positive results, contributing to the overall development of the capital, Vice Chairman of the City People's Committee Nguyen Manh Quyen also emphasized that in the coming period, Hanoi sets out requirements for agricultural development to be different from other localities.
Hanoi has identified and will focus on solutions to promote agricultural development in the direction of "following nature", circular agriculture, multi-purpose agriculture, bringing the highest value to the people; striving for agriculture to continue to be a pillar, a solid support for economic development, ensuring social security of the capital, to promote advantages with the whole country, entering a new era.
