On the morning of February 10, at the National Assembly House, the National Assembly Party Executive Committee for the 2020-2025 term held its first conference.
Member of the Politburo, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man chaired the Conference.
Also attending were Politburo member, Standing member of the Secretariat Tran Cam Tu; members of the Party Central Committee, members of the National Assembly Party Executive Committee; representatives of the Central Organization Committee, the Central Internal Affairs Committee, the Central Inspection Committee, and the Central Party Office.
The conference heard the announcement of the Politburo's Decisions: Decision No. 244-QD/TW dated January 24, 2025 on the establishment of the National Assembly Party Committee; Decision No. 1893-QDNS/TW dated January 24, 2025 on the appointment of members of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the National Assembly Party Committee for the 2020-2025 term.
At the Conference, delegates discussed and gave opinions on the working regulations of the National Assembly Party Committee, on the assignment of tasks to members of the Party Committee, members of the Standing Committee of the National Assembly Party Committee for the 2020-2025 term; and on the establishment of specialized agencies to advise and assist the National Assembly Party Committee.

The conference voted to pass the Resolution of the First Conference of the Party Executive Committee of the National Assembly for the 2020-2025 term.
Speaking at the Conference, National Assembly Chairman Tran Thanh Man stated that in the context of the world and domestic situation continuing to develop rapidly and complicatedly, the entire political system is determined to strive to the highest level to accelerate, break through, and successfully implement the Resolution of the 13th National Party Congress, creating a premise to bring the country into a new era, an era of national growth.
With many intertwined opportunities and challenges, the tasks set for the National Assembly Party Committee are extremely heavy.
According to the National Assembly Chairman, the National Assembly Party Committee has nearly 3,000 Party members. Therefore, Party, political, ideological, organizational and inspection work requires a systematic approach, strict implementation of the Party's organizational and operational principles, building a truly clean and strong National Assembly Party Committee, promoting the strength of solidarity, democracy, responsibility, unity, initiative and creativity of the Party Committee as well as the role and responsibility of each individual, especially the role of the Party Committee Secretary, Deputy Secretary, and Standing Committee of the Party Committee. Each member of the Standing Committee of the Party Committee and member of the Party Committee Executive Committee must promote responsibility, set an example, be proactive, creative, innovate working methods, focus highly and comprehensively implement assigned tasks in the spirit of "decisiveness, drasticness, determination, and determination to do to have products."
The National Assembly Chairman proposed to continue to promote the work of preventing and combating corruption, negativity, and waste, improve the effectiveness of inspection, supervision, and post-inspection work; and prepare all conditions for Party Congresses at all levels in the National Assembly Party Committee towards the 14th National Party Congress.
Regarding leadership in implementing political tasks, the National Assembly Chairman requested the National Assembly Party Committee to continue to focus on leading and directing the effective implementation of the work of building and perfecting laws in 2025 and the direction of General Secretary To Lam on fundamentally innovating the thinking of building laws, considering this a breakthrough in perfecting institutions, creating a premise for the 16th National Assembly term.
In the immediate future, we will focus on preparing to successfully organize the 9th Extraordinary Session, the 9th Regular Session and the 10th Regular Session; actively coordinate the implementation of laws and resolutions that have been passed; promote the dissemination of the spirit of innovative thinking in law-making associated with effective law enforcement.
In addition, implement the 2026 Law and Ordinance Development Program and adjust the 2025 Program, direct the summary of the Project on the law development program for the 15th term and orientation for the 16th term to submit to the Politburo.
The National Assembly Chairman noted that it is necessary to continue to reorganize the apparatus according to the direction and conclusions of the Central Committee, ensuring that all activities take place continuously, without interruption, and without affecting work; direct the amendment and supplementation of laws, resolutions, internal rules and regulations related to the work of reorganizing the apparatus; continue to resolve policies after the reorganization; select talented people and people who do practical work.
In addition, the Party Committee of the National Assembly continues to direct innovation in supervisory activities to ensure comprehensiveness and synchronization, from policy development and planning, to implementation until the policy is put into practice, improving quality and efficiency, demonstrating flexibility and sensitivity to major issues arising in the country's socio-economic life, and receiving attention from voters and people.

The National Assembly Chairman said that General Secretary To Lam requested that at the 9th Extraordinary Session, there must be a resolution on removing difficulties in the fields of science, technology, innovation, and digital transformation. The National Assembly Chairman directly assigned Vice Chairman of the National Assembly Nguyen Duc Hai and the Committee on Science, Technology and Environment to coordinate with the Government to review and amend important contents and issues for approval at this 9th Extraordinary Session. This is an urgent issue that needs institutional solutions to be implemented.
The National Assembly Chairman also stated that the National Assembly Party Committee must lead and direct the implementation of the National Assembly's political tasks comprehensively and effectively, contributing to the successful implementation of the country's goals such as: economic growth of 8% or more, deciding on important issues such as investment in the Lao Cai - Hanoi - Hai Phong railway; developing the urban railway network system in Hanoi and Ho Chi Minh City; and implementing the policy of building the Ninh Thuan nuclear power plant.
Regarding the development and implementation of the summary plan for the 15th National Assembly term, the organization of the election of deputies to the 16th National Assembly as well as the election of deputies to People's Councils at all levels for the 2026-2031 term, the National Assembly Chairman proposed to continue to give specific instructions to the sub-committees to prepare for the 80th anniversary of the first General Election to elect the Vietnamese National Assembly; develop and implement the summary plan for the National Assembly term, review the work of the 15th National Assembly term to speed up the completion.
With new momentum, new determination, creativity, solidarity, democracy, discipline, and strict order, the National Assembly Chairman believes that the National Assembly Party Committee will thoroughly grasp the direction of the Politburo, the Secretariat, and the Central Executive Committee, and fulfill the Party Committee's tasks in the 2020-2025 period to bring the country into a new era, an era of national growth./.
