Chairing the Government Standing Committee’s meeting with businesses on tasks and solutions for private businesses to accelerate and make breakthroughs, contributing to the country’s rapid and sustainable development in the new era on the morning of February 10, Prime Minister Pham Minh Chinh requested ministries, branches and localities to make commitments so that businesses can feel secure in investing in production and business, and develop together with the country.
Enterprises pledge to accelerate and break through with the whole country
After nearly 40 years of innovation, our country's enterprises have grown strongly in both quantity and quality. To date, the country has more than 940,000 operating enterprises, more than 30,000 cooperatives and over 5 million business households.
The business sector contributes about 60% of GDP, 98% of total export turnover and creates jobs for about 85% of the country's workforce. Some large-scale businesses have developed to reach regional and world levels.
Over the past time, the Government and the Prime Minister have always been proactive, concerned, and accompanied the business community; closely, resolutely, synchronously, and promptly directed comprehensive policies and solutions in all fields for business development.
Currently, the whole country is determined to make a breakthrough to achieve a growth rate of 8% or more in 2025, creating momentum, creating position, creating force, and spirit to achieve double-digit growth in the coming time. In particular, enterprises are identified as the leading important force in promoting Vietnam's economic development.
At the conference, business leaders expressed strong support and commitment to participate extensively in the programs proposed by the Party and State, contributing to the country's achievement of an 8% growth rate in 2025 and double digits in the coming time.
In particular, businesses are ready to participate in major programs and projects of the country such as: North-South high-speed railway, standard gauge railway, urban railway; nuclear power project; science and technology development programs, innovation; underground space exploitation projects, sea space, outer space...

Mr. Tran Ba Duong, Chairman of the Board of Directors of Truong Hai Group Joint Stock Company (THACO), said that with a team of engineers as well as experience in product research and development, international cooperation, THACO is committed to having reasonable technology transfer, organizing on-site production to serve railway projects to reduce costs, ensure quality; at the same time, helping small and medium enterprises participate in the production chain.
Mr. Tran Dinh Long, Chairman of the Board of Directors of Hoa Phat Group Joint Stock Company, said that he is ready to invest and provide products to serve the urban railway projects in Hanoi, Ho Chi Minh City, Lao Cai-Hanoi-Hai Phong railway project, North-South high-speed railway... with quality, delivery schedule and lower price than import price. However, the enterprise hopes that the competent state agency will have an official document so that the enterprise can feel secure in investing and producing products to serve the project. The enterprise proposed that the Government, ministries, branches and localities continue to remove some obstacles related to land law, planning, procedures, licenses, mechanisms to release potential, financial support, and have tax policies for priority projects.
Chairman of the Board of Directors of FPT Corporation Truong Gia Binh said that when comparing GDP growth with scientific level, the whole world is on a common line, while Vietnam's graph is vertical, meaning that compared to GDP level, Vietnam's scientific potential has doubled. However, the mechanism is still a bottleneck, so it is necessary to unleash the potential of science and technology.
In addition, Mr. Binh also proposed a solution to "popularize AI", bringing AI into the education and training programs of all education systems so that Vietnam can soon become a country of artificial intelligence...
CMC Technology Group Joint Stock Company wishes to invest in building a large Research and Development (P&R) Center, but after 3 years, the Group has not been able to implement it due to problems with land procedures.
Mr. Nguyen Trung Chinh, Chairman of CMC Technology Group, said that administrative procedures are still quite complicated, especially although the leaders of the Party, State, ministries, branches and localities are very determined in reforming procedures and clearing resources for development, there is still a large delay in implementation.
Mr. Do Quang Hien, founder and Executive Chairman of T&T Group, said that the Group was established 32 years ago, has nearly 80,000 employees, is in the group of 50 largest state budget contributors in Vietnam; has invested tens of billions of USD in fields such as renewable energy both in Vietnam and other countries; and is cooperating with SK Group of Korea to produce and recover carbon emissions in energy projects.
The Group is implementing a multimodal high-tech logistics project in Vinh Phuc, creating a supply chain for China, Vietnam, and ASEAN; has invested in and is constructing an airport and airport ecosystem in Quang Tri.

Director of Xuan Truong Construction Enterprise Nguyen Van Truong said Xuan Truong is the world's leading cultural investment enterprise, with 20,000 employees and is investing in Trang An Tourist Area - which is valued at 156 billion USD, while the enterprise has not yet applied for a single square meter of land.
He suggested not only discussing but also having specific and real mechanisms and policies, assigning businesses to do it themselves and take responsibility; Xuan Truong committed to investing in economic development, associated with environmental protection.
The Government, ministries and branches are committed to giving businesses peace of mind.
After the leaders of ministries and branches answered the opinions and recommendations of enterprises, concluding the working session, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the enthusiastic and responsible opinions of the delegates. At the same time, he said that through the conference, the leaders of the Party, State, ministries, branches and enterprises understood and shared more for mutual development.
The Prime Minister requested relevant ministries and agencies to synthesize and resolve businesses' opinions, ensuring "clear people, clear work, clear responsibilities, clear progress, clear products."
Expressing admiration, trust and pride in Vietnamese entrepreneurs, the Prime Minister affirmed that in the achievements of the country's 40 years of innovation, "Our country has never had such a foundation, potential, position and international prestige as today", there are important contributions from the team of businessmen. Of which, the private economy currently contributes to nearly 45% of the country's GDP, more than 40% of the total investment capital implemented in society, creating jobs for 85% of the country's workforce; accounting for 35% of total import turnover and 25% of total export turnover.

Expressing gratitude for the contributions of private enterprises to the country's development, especially in times of crisis and difficulty such as the COVID-19 pandemic, natural disasters, climate change, storms and floods, the Prime Minister stated that the Party and State have many policies and laws to develop Vietnamese enterprises and entrepreneurs and continue to create conditions for enterprises and entrepreneurs to develop and contribute to the country's development.
In 2025, the country will have many important events: Celebrating major holidays; Party congresses at all levels towards the 14th National Party Congress; reorganizing the apparatus; implementing Resolution 57 on science and technology, innovation, digital transformation; especially promoting growth of 8% or more so that in the next period, growth will be double digits. The Prime Minister requested ministries, branches, localities, especially enterprises to have equivalent growth rates, even higher so that the whole country can achieve the two goals by the time of the 100th anniversary of the Party's founding.
The Prime Minister hopes that businesses and entrepreneurs will be pioneers in innovation, promoting science and technology, and digital transformation; making more active and effective contributions to the three strategic breakthroughs in institutions, infrastructure, and human resource training; and accelerating and making breakthroughs in growth.
At the same time, it effectively contributes to the country's comprehensive, sustainable development; promotes the construction of digital economy, green economy, circular economy, creative economy, and sharing economy. Enterprises actively implement social security, contribute to eliminating temporary and dilapidated houses, and build social housing; more and more large ethnic enterprises participate in global value chains, supply chains, and production chains, contributing to enhancing the national brand.
Expressing concerns and worries about the poor implementation of policies and laws in some places and at some times at all levels and sectors, Prime Minister Pham Minh Chinh pledged that the Government will review these matters, build open institutions, and officials must dare to think, dare to do, and dare to take responsibility; end the request-grant mechanism, reduce administrative procedures, and reduce compliance costs for people and businesses.
At the same time, maintain political stability, independence, sovereignty, territorial integrity, social order and safety; maintain macroeconomic stability, control inflation, promote growth, implement flexible, effective and appropriate monetary and fiscal policies; develop infrastructure to reduce logistics costs, increase competitiveness of goods; promote human resource training...
“Ministries, sectors and localities must make commitments so that businesses can confidently invest in production and business, on the basis of harmonious benefits, shared risks and no corruption or negativity,” the Prime Minister requested.
The Prime Minister requires businesses to conduct business in accordance with the law, social responsibility, environmental protection, social security, care for business workers, and build a business culture with national identity.
Emphasizing the message "The Government does not say no, does not say difficult, does not say yes but does not do", together building the country in a new era - an era of rising to wealth, civilization, prosperity, and happiness," Prime Minister Pham Minh Chinh pointed out "The country has aspirations, the people want and wait, the State must create, businesses must contribute to the country's development"./.
